During the two decades after the Cold War, interactions between the peripheries of the former Soviet bloc and their neighboring regions activated to the extent that what can be called the New Border Regions emerged. To analyze this phenomenon, the paper proposes a new methodology -- cultural geopolitics. While classic geopolitics focused on military, economic, and other material resources exploited by sovereign states (modern empires), cultural geopolitics highlights cognitive crafting by transnational actors, such as religious organizations, transborder nationalities, transnational corporations, and NGOs. Cultural geopolitics exploits the achievements that recent empire and religion studies have made. Cultural geopolitics facilitates the understanding, for example, of the Black Sea Rim region as a typical New Border Region.
In this paper, we propose a method to classify movie review documents into positive or negative opinions. There are several approaches to classify documents. The previous studies, however, used only a single classifier for the classification task. We describe a multiple classifier for the review document classification task. The method consists of three classifiers based on SVMs, ME and score calculation. We apply two voting methods and SVMs to the integration process of single classifiers. The integrated methods improved the accuracy as compared with the three single classifiers. The experimental results show the effectiveness of our method.
Carbon fiber reinforced polymer (CFRP) sheet and grid have been widely applied to improve both shear and flexural strength of reinforced concrete (RC) beams. Compared to CFRP sheet, CFRP grid and sprayed mortar have advantages in dealing with the damaged concrete surface. This work examined the effectiveness of CFRP grid and sprayed mortar in enhancing the shear capacity of RC beams. Three RC beams were fabricated and two of them were strengthened by CFRP grid and sprayed mortar. Then four-points bending test was carried out to collect the data on the behavior of CFRP grid and stirrups in the three beams. The results are presented and discussed in this paper. This study evaluated the strengthening effectiveness of CFRP grid and sprayed mortar and the behavior of stirrups and CFRP grid. The difference in behaviors between stirrups and CFRP grid was analyzed.
