        연구논문 : 스마트도시 개념의 변화와 비교: 서울시 사례 분석을 중심으로

        There are advantages and challenges of urban agglomeration. As many people live and work in a small area, the city and its citizens can enjoy the benefit from division of labor, economies of scale, agglomeration economies, diversity, value added from trade, and so forth. However, as many people live and work in a small area, the city and its citizens may suffer from congestion, pollution, short of public services, and so forth. Smart city is a city that maximizes the utility of agglomeration and minimizes the disutility of congestion with advanced technology. Smart city is a city that successfully solves the tasks it faces and develops itself as a future-oriented city using the best available technology and new rules. Today, the cities of the world are looking to increase the efficiency of their public services and create a bi-lateral governance system that work alongside its citizens and an eco-friendly city that adapts to the change in climate. In addition, in the developing worlds, it is a city that adequately makes use of the available lands, protects the natural areas, promotes economic growth and fights poverty. A ``smart city`` ultimately is a city that resolves all of the above given tasks effectively and efficiently with new technology and new rules, in order to improve its livability, prosperity, and sustainability.

        콤팩트시티(압축도시)형 도시재생을 둘러싼 사회적 후생과 개별적 이해 간의 근원적 갈등에 대한 이론적 탐색

        Compact city is an idea that has increasingly been core of urban regeneration strategies in recent years. The critical essence of the compact city includes dense and proximate development; walk, bike and public transportation systems oriented development;and eco-friendly green development. However, it is very hard to accomplish the compact city idea on earth because of inherent conflicts. This paper discusses theoretically the causes of the conflicts. I argue that there are three faces of inherent conflicts over compact city?personal, social and spatial conflicts. First, as income increases, an individual tends to prefer more space, higher privacy, and private transportation (Ellwood & Polinski, 1979; Crotte et al., 2009). The idea of compact city is discord with personal inclination. Second, when a city is compressed to build the city compact, it hence raises housing and real estate price. Real estate price burden decreases the utility of middle and low class (Helsley and Strange, 1995). Society confronts conflicts between landlords and tenants; old and young generation. Third, compact city recommends further concentration of development in a few established areas. This leads to the center-periphery issue - the spatial conflicts between a few established centers and many less developed peripheries within a city, region, or country. Up until now, urban expansion is a natural process which is accord with personal interest. Yet, compact city is an attempt of contracting cities opposing individual inclination. Therefore, to make cities compact successfully, developing supplementary policies to mitigate adverse effects are in need and building consensus of citizens on the ideal of compact city is crucial.

        바이오 클러스터 발달에 있어 도시계획의 역할

        This study seeks to understand what helps a high-tech cluster emerge. Specifically, it investigates the role of planning in nurturing collaborations and communications, which have been critical in building the San Diego bio-cluster. Because of the characteristics of the research question, it adopts an interpretive approach, one of qualitative research methods, which allows us to capture the development process of the regional bio-cluster. This study argues that the emergence of San Diego"s bio-cluster was not an "accident", but it is the result of elaborated collaborations among community leaders, urban planners, entrepreneurs, and others, particularly around their planning process. Urban planning acted as a platform to maximize long-term and social utility, instead of short-term and individual benefit. "Planning," not "plan," over two decades, was instrumental in developing the bio-cluster in San Diego. To generalize the role of planning in building high-tech clusters, more studies are necessary. The findings of this research do not provide general lessons to regions and nations. However, this study can deliver novel insights and implications to city leaders, planners, and practitioners in leveraging planning to foster economic vitality.

        삶의 자기결정권 선호에 따른 밀레니얼 세대 청년층의 인구이동 특징

        This study highlights the choice for the right to self-determination of the life of millennials as the cause of the recent re-centralization of the population in the metropolitan area. In other words, millennials move to secure self-determination in choosing a desired job and leisure time. And some population migration is the result of finding the effort to achieve stability under an unstable economy to increase employment security in unstable types of employment. To demonstrate, the importance of job characteristics was analyzed in the population migration of the millennials. The result suggests that the younger millennials tend to move between regions as they value working hours and aptitude in job selection. As a result of analyzing the determinants of population migration between regions by age, it is found that young people aged 25 to 29 have a higher proportion of permanent and daily workers than other age groups, and move to areas where creative jobs are concentrated. Moreover, the millennials move to a well-established area with amenities such as a coffee shop favored by young people. Therefore, it is found that the millennials move to areas where they could choose their desired job and city amenities.

        지역별 아파트 매매가격지수와 심리지수 간의 실증 분석: 설문 심리지수와 검색어 심리지수를 중심으로

        최근 아파트 매매가격의 급격한 상승과 더불어 지역별 아파트 매매가격이 차이가 나는 비동조화 현상이 관찰되었다. 최근 기대 이익 및 주거 편의성 등 소비자들의 심리는 지역간 아파트 매매가격의 편차를 설명하는 주요 요인으로 설명되어지고 있다. 하지만 설문조사, 검색어, 뉴스 및 소셜 미디어 등 사람들의 심리를 측정하는 방법이 다양함에도 불구하고 다양한 심리변수와 아파트 매매가격 간의 관계를 비교분석하는 연구는 미비한 실정이다. 따라서 이 연구에서는 주택 가격에 유의한 영향을 미치는 기존 거시경제변수와 함께 부동산 시장 참여자의 심리를 대표하는 설문 심리지수와 네이버 검색어 심리지수를 이용하여 아파트 매매가격 간의 관계를 분석한다. 분석의 공간적 범위는 서울, 수도권, 비수도권으로 설정하고 분석방법은 VECM을 사용한다. 분석 결과, 설문 심리지수는 검색어 심리지수에 비하여 단기적으로 안정적이며, 아파트 매매가격과 장기적으로 정(+)의 관계를 보였다. 반 면에 검색어 심리지수는 단기적으로 불안정하며 아파트 매매가격과 장기적으로 부(-)의 관계를 보이는 것으로 나타났다. 이는 검색어를 통해 나타난 사람들의 심리가 설문을 통해 나타난 사람들의 심리에 비해 불안정하고 아파트 매매가격에 따라 유사하게 움직이지 않는 특징을 보여주고 있다. Apartment sale price indexes by region in the Seoul metropolitan area and non-metropolitan areas have been observed to vary considerably and lack coordination. Recently, consumer psychology, such as expected profit and housing convenience, has been explained as a major factor in explaining the difference in apartment sales prices between regions. Studies that compare and analyze the relationship between various sentiment variables and apartment sale prices remain limited although there are various methods to measure people’s sentiment, such as by using surveys, search terms, the news, and social media. Therefore, in this study, we analyze the relationship between apartment sale prices and sentiment variables by using the survey sentiment index and the sentiment index of Naver search terms. The Vector Error Correction Model(VECM) is used for the analysis. Results show that the survey sentiment index is stable in the short term compared to the search-based sentiment index. It also shows a positive relationship with the apartment sale price index in the long term. This shows that the sentiment of people shown through search terms is unstable compared to the people’s sentiment shown through the survey and does not move similarly according to the sale price of apartments.
