Economic Paradiplomacy of Canadian provinces in North America

This article analyzes the international relations of the Canadian provinces in recent decades, especially observing exports and imports with the United States and Mexico, but also in the international arena. The analysis is conducted both from a national and subnational perspective, considering economic patterns and trends. In the same way, we observe the productive activities and the most relevant industries in the economy of the Canadian provinces and their connection with international markets. The aim of this article is to examine the economic relations and international activities of Canadian provinces. We concentrate on the cases of Ontario, Quebec, Alberta and British Columbia. Economic integration in North America has paved the way to other forms of cooperation between subnational governments on diverse topics, through diverse regional organizations and through international agreements.
Decision Making in a Time of Crisis: Drucker’s Recommendations

This paper focuses on Drucker’s approach to decision making in a time of crisis. A review of Drucker’s work over the last half century, identified Drucker’s four basic concerns in crisis decision making. Those four key areas are: 1) Planned abandonment (yesterday’s activities); 2) analyzing the client: who’s the client?;what is value for him; where is her?; and which of his needs are not satisfied?; 3) redefining the business mission; and 4) taking advantage that one’s company back-office is another’s front office. Crisis are testing times when decision making makes the difference between organizational decay and coming stronger out of the crisis.

The study of the in vitro cell growth of mycobacteria still remains a fastidious, difficult, and time-consuming procedure. In addition, assessing mycobacterial growth in the laboratory is often complicated by cell aggregation and slow growth-rate. We now report that the use of a stainless steel spring in the culture led to an absence of large cell clumps, to a decrease of dead cells in the exponential phase and to growth of a more homogeneous population of large cells. We also report that flow cytometry is a rapid, simple and reliable approach to monitor mycobacterial cell growth and viability. Here, we monitored Mycobacterium smegmatis cellular growth by optical density, dry cell mass, and colony forming units; in addition, viability, cell size and granularity profiles were analyzed by flow cytometry, and cell morphology by electron microscopy. Cultures monitored by flow cytometry may lead to a better understanding of the physiology of mycobacteria. Moreover, this methodology may aid in characterizing the cell growth of other fastidious species of microorganisms.

This text is the English translation of a resume we made to the doctoral thesis that we presented in February, 2013 at the New University of Lisbon in Portugal. We had also drawn up a structural adjustment, to make possible the publication of this text in the Journal. This is the first thesis developed in Portugal on the basis of a theory for philosophical counselling, based on the work of a Spanish philosopher, Julián Marías, and crossing a theme, happiness, regarded as the great purpose of life and of philosophical counselling. To read more information about the “PROJECT@” method (created by me) in more detail, we suggest the consultation of the bibliography and the footnotes. The innovative nature of our academic text and the fact that this is still only known in the Portuguese language, we consider very important the knowledge of the international community, so that we can open a wider debate as well as a enrichment of our research line.
Direct Visual Servoing Framework based on Optimal Control for Redundant Joint Structures

This paper presents a new framework based on optimal control to define new dynamic visual controllers to carry out the guidanceof any serial link structure. The proposed general method employs optimal control to obtain the desired behaviour in the joint spacebased on an indicated cost function which determines how the control effort is distributed over the joints. The proposed approachallows the development of new direct visual controllers for any mechanical joint system with redundancy. Finally, authors showexperimental results and verifications on a real robotic system for some derived controllers obtained from the control framework.
The Potential Impact of the Trans-Pacific Partnership on the Mexican Trade with China and Korea

In 2015, Mexico became a member of the Trans-Pacific Partnership (TPP) agreement which includes twelve countries. The objective for the Mexican government was to have greater access to markets in Asia and to increase supply chains in the Asia-Pacific region. However, the exclusion of China and Korea, important trading partners of Mexico particularly in the telecommunications goods and inputs required for the production of Mexican manufacturing exports and the domestic market consumption, could bring about limitations for the Mexican diversification of trade. Additionally, the Mexican-Chinese trade has shown increasing intra-industry trade (IIT) in the automotive, electronics and mining industries. The rules of origin of the TPP will impose restrictions on input imports from non-members of the TPP such as China and Korea, and therefore, could potentially slow down the IIT between Mexico and those economies. As a result, there would be a high probability that Mexican imports from China and Korea could be substituted by imports from TPP members, possibly at a higher cost. The comparative analysis of the Mexican tariff structure indicates that the number of high value Mexican imports from China and Korea that are subject to tariffs is very significant. Therefore, it is likely that the establishment of the TPP could increase the competition for China and Korea, which already encompass an important share of the Mexican imports, potentially creating trade diversion. Additionally, the likely positive effects of the TPP are related to the size of the economies and possible trade expansion, which could be limited by the low GDP of several economies included in the TPP.
