Under the the coronavirus disease 2019 (COVID-19) pandemic, it is important to achieve two goals, protecting inpatients from infection and providing appropriate psychiatric treatment for psychiatric emergency patients, including those at an acute psychiatric stage. This paper proposes improvement measures by understanding the status and problems of the psychiatric emergency of South Korea. The confirmed definition of psychiatric emergency from the perspective of the current policy of the Ministry of Health and Welfare, legal regulations, and medical practice was used. The status of psychiatric emergencies from related statistical data was estimated, and the related problems were summarized. First, a data system for the current state of psychiatric emergencies in South Korea is needed. Second, specialized medical resources are needed considering the severity of psychiatric symptoms and COVID-19 infection. Lastly, efforts are needed to secure insufficient medical resources and expand the psychiatric emergency system. South Korea requires the establishment of a psychiatric emergency service system at the national level to overcome the pandemic situation in 2020 and fix pre-existing problems before the COVID-19 pandemic.

The purpose of this study is to develop an emotional vocabulary classification which covers a broad range of emotions for better emotional assessment. Previous studies classified only the emotional words reported from precedent research and thus suggested an emotional vocabulary classification contained few subdivided emotions. There might be limitations in the emotion analysis or accurate emotion recognition when using the existing classification. We collected emotional words from a Korean dictionary as well as from previous studies, and classified them using the open card sorting method to establish a more extensive and subdivided Korean emotional vocabulary classification. As a result, 436 words were collected and the classification consisted of 3 categories, 13 sub-categories and 40 sub-sub-categories. It is expected that the classification will be useful in developing questionnaires or planning experimental designs for emotion assessment, and helping researchers analyze users’ emotions more specifically and accurately.

South Korean government has promoted the project of economic cooperation between South and North Korea through the development of "Kaesung Industrial Complex." Its main purpose is to resolve the economic hardship of North Korea and to aim at the integrated economic development of the whole Korean Peninsula. The core issues of the Complex is that products from the Complex can be recognized as "Made in South Korea" although North Korea is not currently admitted to the WTO and it is economically sanctioned by the United States. If goods from Kaesung could not be recognzied as the product of South Korea but of North Korea, they would mostly be disadvantaged by the higher import tax to third countries. It could, in turn, result in bad effects on the economic cooperation between the two Koreas. South Korean government has been taking various measures during the negotiation process of FTA with a number of countries in the world to resolve the problem. Especially, during the FTA negotiation between South Korea and United States, they reached the agreement in which the Kaesung Complex could be recognized as "Outward Processing Zone (OPZ)" by "the Committee of Outward Processing in the Korean Peninsula." However, it needs to satisfy a certain number of requirements-firstly, progress in the denuclearization of the Korean Peninsula, secondly, influences of the OPZ on the relationship between South and North Korea, thirdly, general environmental, labor criteria and practices within the OPZ. Also, they should address the issues of Wassenaar Arrangement and EAR of the US Department of Commerce to solve the problem of exporting of strategic products to the Complex. In other words, the close collaboration and consultation with US is the most important factor to have productions from the "Kaesung Industrial Complex" finally permitted as that of ROK, while the recognition of the Complex as the OPZ is the minimum requirement for it. Now to conclude, close collaboration and consultation between South Korea and the United States is the most important element to reinvigorate the "Kaesung Industrial Complex." For instance, the Kaesung Industrial Complex should be acknowledged as the OPZ in the written agreement of FTA between the South Korean and the US. The collaboration and consultation, in addition, is very significant to settle the North Korean economic hardship and promote the harmonious development of the whole Korean Peninsula. Consequently, having North Korea denuclearized and pursue the reform and liberalization through the cooperation between South Korea and the US government would be an essential task to solve the problems regarding "Kaesung industrial complex" and revitalize the economic cooperation between South and North Korea.

‘이주노동 없는 공동체’를 위한 귀환 이주노동자의 꿈 - 네팔 다목적 협동조합 에커타(Ekata)를 중심으로

1990년대 초 미등록 이주노동자들은 임금체불, 산업재해, 장시간 노동, 사업주의 감시와 통제 같은 일상적인 인권유린과 노동 착취에 쉽게 노출되었다. 이에 이주노동자들은 한국의 시민사회 단체를 거점 삼아 공동체를 조직하며 자신들을 보호할 사회적 안전망을 구축했다. 집회, 시위, 농성을 통해 한국 정부에 항의하면서 인간으로서의 기본적 권리를 위한 인정 투쟁을 벌였다. 특히 네팔 노동자들은 한국 사회의 굵직굵직한 이주노동자 농성과 투쟁을 이끌며 한국의 노동운동단체와 시민단체와 사회적 연결망을 넓혀갔다. 본 논문은 서울 민주노총 평등노조 이주지부장을 맡았으며, 2003년 ‘강제추방반대, 전면합법화’를 요구하는 명동성당 농성에서 단장을 맡아 활동을 했던 귀환 이주노동자 S의 귀환 후 사회운동에 관한 분석이다. S의 사례는 이동이 단선적이거나 순차적이라기보다 유기적으로 연결되고 확장되며 이어가는 과정으로, 한국에서 형성한 노동자라는 정체성이 귀국 후 노동자로 재현되기도 하면서 또 다른 한편으로 지역사회 토대를 둔 다층적 정체성으로 나타나고 있음을 보여줄 것이다. 이주노동자의 귀환 후 삶에 관한 연구는 이주노동자에 관한 정책을 어떻게 수립하고 이주노동자들에게 어떤 권리를 부여할 것인가와 관련하여 폭넓은 이해를 돕는데 기여할 것이다. Early 1990s, migrant workers in order to protect themselves migrant workers based on Korean civil organizations have formed communities to establish a social safety net for themselves. Returnee migrant worker S was one of worker who involved in various social movements at that time. He was including being the head of the migrant workers Trade Union as well as one of the leaders of the protest against the ‘Stop Crack Down' in Myeongdong Cathedral in 2003. Through S' case I specifically reviewed how social capital formed by the return of migrant workers and the migration is maintained and reproduced. This study will show that migration is a process of life being organically connected and expanded rather than being a linear or chronological process, and that the identity formed in Korea as a migrant worker will be represented as a worker in their own country after they return and furthermore shown in the expression of multitude identities rooted in their local community. The importance of studies focusing on the lives of migrant workers including after they have returned to their own country should be recognized due to their contribution towards developing fairer migration policies in Korea as well as towards protecting the rights of these workers.
