        Reshuffling Priorities for Northeast Asian Security: Revisionism, Regionalism, Reunification, and Realism

        Northeast Asia reached a crossroads in 2005. Revisionism intensified with Japan’s assertive and insensitive handling of its historical legacy, as South Korea and China contem-plated revisionist moves of their own. Their conflicting strategies for regionalism were tested in preparations for the first East Asian Summit, as China took the lead in pressing for faster integration while Japan grew more wary of its apparent interest in gaining dominance and South Korea narrowed its focus. As the Six-Party Talks faced a turning point, Seoul’s rush to accelerate inter-Korean inte-gration clashed with other notions of reunification, espe-cially with Tokyo’s priority on abductions and the efforts by Washington and Beijing to narrow their distance on dealing with the nuclear weapons and materials in the North. On all sides, there was a shortage of realist measures to prioritize stability. Each side’s ideological inclinations compounded the emotional responses of public opinion, and the situation in 2006 was slow to improve until Chinese overtures to Ja-pan and the North Korean nuclear test laid the foundation for new responses. In 2007 the balance of priorities across the region remains in doubt.

        The Role of Northeast Asian Cities in a Global Urban Network

        This paper identifies five factors that limited urban network formation in Northeast Asia over the past half millennium, questions the extent to which they are being overcome in the 1990s, and sketches a new network of cities that could boost regionalism. It briefly traces the historical evolution of these factors, including comparisons with European integration, while focusing primarily on the policies of the 1990s that have affected their continuing role. First is the factor of closed national markets with weak regional integration. Second is the preeminence of administrative means of integration over commercial ones. Third is the character of localism, shackled by overcentralization and weak cross-border linkages. Fourth is the limited nature of internationalism, dominated by state catch-up policies with one-sided global involvement. Fifth is a lack of regional consciousness. Just as national urban integration was essential for regional networks to form, without regional integration it is difficult to contemplate Northeast Asian cities taking their rightful place in a global urban network. After noting the failures of the 1990s, the paper points to the potential role as dragon`s heads for sub-regional urban networks of potential front-line cities: Tumen, Sapporo, Irkutsk, and what I call the Amur triangle . Also of interest are how the capitals of Beijing, Moscow, Seoul, and Tokyo will adjust to a transformed urban network. After all, their current skepticism must be overcome with a program that links the benefits on all sides in order to build trust in regionalism. This requires internationalism and symbols of a balanced approach to each country`s needs.

        Human Rights and Natural Law

        Human rights and natural law are inalienable for all people of the world. These laws have long historical roots. In Europe, the idea started even before Christianity. Greek and Roman philosophers such as Sophocles and Plato believed that humans are naturally entitled to basic rights. This concept was further developed by Christian scholars in the following centuries. Thomas Aquinas, the father of Christian theology, claimed that the human’s innate freedom comes from divinity and it should be duly recognized by the government. The French and American revolutionaries, and later German philosophers such as Kant, took upon themselves the duty to translate such theories into practical political democracy. Nowadays most democratic governments of the world carry the principle in their constitutions as a core fundamental concept. International law also recognizes basic human rights that emanated from natural law. Today’s society should study this line of thought and carry on the legacy of appreciating human rights.

      • An Empirical Study on Technology Acceptance for e-Commerce in Developing Countries

        As e-commerce such as online shopping continues to become a popular option, consumers are increasingly moving from traditional stores to online sites. However, the adoption of B2C e-commerce and related technologies so far has mostly been limited to developed countries. It has been relatively slower in the rest of the world. The acceptance for B2C e-commerce in developing countries is relatively not active. To understand this properly, a comprehensive model describing the factors that drive customers to accept B2C e-commerce is required. In this paper, a TAM-based theoretical model is proposed and tested to explain the information technology acceptance of B2C e-commerce in developing countries. The results show that the basic TAM beliefs are supported. PU and PEOU determine a person's attitude toward using B2C e-commerce, which in turn determines their intention to use it. The antecedents show a different form of influence from that of developed countries. The results of this work would be useful for both academic societies and online e-commerce practitioners, helping them to better comprehend customers' online shopping behavior.

      • Evaluation of Velocity Servo Performance of IMPSM Drive under High-Performance Sensorless Operation

        This paper examines the accuracy and suitability of sensorless velocity estimation for application in a velocity servo system. Because of the magnetic saliency, the interior permanent magnet (IPM) motors have advantages of acting as their own position and velocity sensors, of course via estimators, over other more conventional AC machines with uniform airgap. The elimination of the position/speed sensor is also desirable as it reduces the overall cost while increasing its reliability. Instead, the rotor speed and position are estimated from the measured stator currents and voltages. Existing solutions can be broadly classified into open and closed-loop estimators and signal injection methods, exploiting the saliency property of the IPM motor. This paper provides an overview of these methods and highlights their strengths and weaknesses. Simulation and experimental results are included to supplement the discussion of this topic.

        Progress in the Direct Application of Pharmacogenomics to Patient Care: Sustaining innovation

        The application of the knowledge from the Human Genome Project to clinical medicine will be through both industrial drug development and the application of pharmacogenomics (PG) to patient care. The slow uptake of clinical innovations into clinical practice can be frustrating, but understanding the history of acceptance and sustaining medical innovation is critically important to position PG to succeed. This primarily means that PG tests must have legitimacy; they must be thoroughly validated, must be cost-effective, must be widely accepted by medical practitioners, must be supported by public policy, and must have a way of being easily incorporated into current medical practice. They must also lead to actionalble decisions by health care providers for their patients. Innovative PG assays should be tested in the best US laboratories, and reimbursement for testing must be accepted at the federal and state level. The companies providing these PG tests should be capable of supporting the interpretation and use of the test throughout medical practice. Advances such as the addition of PG information to drug labeling and the routine use of validated biomarkers to determine choice of cancer chemotherapy have been made. The PG research community must pay attention to the principles that have been previously described for acceptance and sustaining medical innovations in order for PG to be widely accepted in clinical medical practice.
