People can usually be discontented when the inequality of income and wealth distribution is too high. People can also be discontented even when the inequality is reasonable low, however, if their desire for equality is very high in order to build effective distribution policies, therefore, one must examine not only the actual distribution but also people's desire for the distributive equality. According to several emprical studies, not only Korea's income distribution has not been deteriorated during the past twenty years or so, but it is relatively equal as compared with other countries Korea's wealth distribution is also relatively equal. But surveys show that Korean people's discontent with income and wealth distribution is very high. Possible reasons for this discontent are their excessive desire for more equality, their misconception about the reality of distribution, and the unfair practices found in the process of distribution. Future distribution policies must therefore be directed toward alleviating these reasons.
