        자원봉사활동의 유래를 통한 행정체계의 발전방향에 대한 고찰

        인류 역사를 통해 볼 때 자원봉사는 자기희생, 헌신과 봉사, 자선, 상부상조, 박애주의, 인도주의, 민주주의 등 철학적, 종교적, 도덕적 배경에서 출발하였다. 우리나라 자원봉사는 상부상조를 목적으로 하는‘계 조직’이 삼한시대에 성행하였다. 이는 순수한 주민협동체 조직으로 취미나 그 밖의 생활의 공통된 분야에서 공동으로 회유, 제례 또는 회식 같은 행사를 통해 이해관계를 같이 해왔다. 이런 계 조직은 신라시대에 이르러 다양한 형태로 발전되어 오늘날까지 유사한 형태로 전달되어지고 있다. 신라시대에는 계 이외에도 두레라고 하는 촌락단위로 조직된 농촌사회의 상호협력, 감찰을 목적으로 하는 주민 협동체가 있었다. 고구려 시대의 세민구호책인 진대법, 고려의 의창·제위보·혜민국제, 조선의 상평창·사창 및 향약은 영국의 구빈법보다 훨씬 앞서는 제도로서 사회연대 책임 하에 실시된 사회복지적 측면이라 할 수 있다. 현대적 의미의 자원봉사활동이 실시되기 시작한 것은 1903년 YMCA창립을 시작으로 해서 1921년태화기독교사회관에서 여성계몽과 어린이 건강을 위한 봉사활동이 전개되면서 부터이다. 그러나 이 시기에는 기독교의 전파에 따라 기독교사상, 민주주의 철학 등이 유입되면서 교회 및 관련단체의 자선적, 박애적 성격을 띠는 초보적 형태의 자원봉사활동이 시작되었다고 볼 수 있다. 자원봉사활동에 대한 관심이 본격적으로 높아지기 시작한 것은 1980년대에 들어서면서 부터이다. 이것은 경제수준의 향상, 국민의식의 증대, 가족구조의 변화 등 사회·경제적 변화가 크게 작용하였기 때문이다. 1984년 한국여성개발원에 의하여 자원봉사인력은행이 설치되고, 1985년에는 올림픽조직위원회에 의하여 자원봉사단이 구성됨으로써 보다 조직적으로 자원봉사활동이 전개 되었다. 특히 ``86아시안게임과 ``88올림픽에 있어서 거국적인 자원봉사자활용은 전국적으로 자원봉사를 인식시키고 확산시키는데 크게 기여하였다. 서양에서는 기록에 의하면 4,300여 년 전 이집트인들의 무덤에 자선행위가 기록되어 있고, 그리스시대에는 개인의 고통을 덜어주는 일보다 사회문제의 답을 사회개혁에서 찾으려 했다. 그리하여 모두에게 혜택이 돌아가는 박애주의(Philanthropy)가 발달하게 되었다. 전통적 자원봉사활동에서부터 현대적 자원봉사활동에 이르기까지의 전반적인 활동을 토대로 우리나라의 자원봉사활동과 제 외국의 역사적 전개과정과 지원체계 그리고 제도를 비교 고찰한 것은 자원봉사 발전에 어떠한 의미와 가치를 부여하는지에 대한 행정상 체계방안과 행정법상 제도를 마련하고, 더 나아가 자원봉사활동의 활성화에 기여하는가에 의의가 있다할 것이다. Volunteer work began with philosophical, religious, moral background of self-sacrifice, dedication and service, charity, mutual aid, philanthropy, humanitarianism, democracy, etc. seen from human history. In Korean voluntary work, gye for the purpose of mutual aid flourished in the time of the Three Han State, and this had have common interest through events such as get-together, ancestral ritual formalities or congregate dining jointly in the common fields of interest or other living standards as the pure resident community. This gye had been developed in various forms by the Sinra ear and has being come in similar form up to this day. There was dure other than gye in the period of Sinra, dure was the farmers`` cooperative group composed of village unit for mutual aid, inspection of rural community and relief measure of the poor, jindaebeob of Goguryeo era, uichang·jewibo·hyemingugje of Goryeo era, sangpeongchang·sachang·hyangyak of Joseon dynasty was the system exceeding poor law of England and could be seen as efforts for social welfare taken under the responsibility of social solidarity. Beginning to conduct volunteer activities in the modern meaning was from developing volunteer work for women`` enlightenments and children`` health at Taehwa Christianity Society Complex, 1921, starting the foundation of YMCA, 1903.However in this period, there could appear to be begun volunteer activities of rudimentary forms with charitable, philanthropic character of church and relevant groups by the introduction of Christian ideas, philosophy of democracy, etc. according to propagation of Christianity. That interest on volunteer work was rising in earnest came into the 1980s. This is because social·economical changes such as improvement of the economic levels, increase of national consciousness, change of family structure, etc. are a big factor, Korean Women’s Development Institute established the volunteer manpower bank in 1984, and volunteer activities developed more systematically by consisting of volunteers in 1985 by the Olympic organized committee. Especially in ``86 Asian Game and ``88 Olympic, a nationwide use of volunteer largely contributed to recognize and spread volunteer work all over the country. According to the record, an act of charity was recorded on Egyptian tomb 4,300 years ago, and in the time of the Greeks, they tried to find the answer of social problem in social reform rather than in relief of the individual pain and Philanthropy providing benefits to all was developed. In England, Charity organization society established in 1869 pursued an effective adjustment between welfare business and institute, and avoided the overlap and competition of relief administration and was to develop the organization and technique. Settlement House Movement started about 15 years later than the charity organization society in order to deal with the same social problem at that time, but viewpoint approaching the problems was much different. Settlement House movement was that the environmental factor based on liberalism and radicalism idea in those days was the source of the very social problem. Approach to the problem emphasized not modification of the poor but social reformative side having to change existing order. This tried to find the realizable effective solutions in a concrete way in a pragmatic stance. This was just the first social group work. In America, the charity organization society started a charity at Buffalo, New York in 1877, and Hull house was also built at Chicago in 1889. Everyone that worked at Hull house was housed and lived in settlement house. In Japan, Osaka volunteering association built in 1965 was concentrating on education and training as the first private volunteering association. This was the model of voluntary school in Japan. Welfare ministry began to make welfare volunteer village from 1985, and social welfare council installed the volunteer center throughout the country. Volunteer activity began to be vitalized nationally in school education such as forming the nationwide volunteer study leader contact council becoming the focal point for teachers, etc. People living in the 21th century were living in the direct effect of the fast-changing social structures and economical circumstances. In the rapidly changing society, every member tries to keep up the pace of change, for which struggles to maintain physical·economical·psychological stability. Notwithstanding all sorts of social welfare policies being pushed by government, there still exist those suffering from physical, psychological isolation in people who are neglected in society. These can find the case of neglect in the visible or invisible presence on the ground of budget deficits. The very volunteer is the way that can support the area beyond hand of government or local government like this. In addition, because volunteers are unpaid human resources with spontaneity and want to extend help to others or members of the society, they can promote ideal community development and local change. The member in society can have the meaning to drive voluntarily efforts to convert a person who cannot enjoy the social welfare benefits to the state of enjoying the social welfare benefits. Therefore volunteer activities can be playing pivotal role in forming democratic welfare society based on the sound civic spirit. The history of volunteer work in our country is relatively short compared to other advanced countries such as England or America, etc. Of course in case of the four ceremonial occasions of coming of age, wedding, funeral, and ancestral rites or work of farming season with a rural village as a unit, there exists the tradition such as dure, exchange of labor, gye, hyangyak, etc. in the form of reciprocity to help one another among the village people, however because these traditions have strongly the concept of risk-reduction by collective effort in aspects of economic compensation to help one another by working for one another and preparation for emergency of disaster, etc. rather than are grounded on volunteer spirit, they are not volunteer work in the original meaning. Thus, based on the overall activity from traditional volunteer activities up to modern volunteer activities, considering the historical development of volunteer activities in our country prepares the administrative system and the system under administration law in regard to granting the meaning and value to the development of volunteer work, and furthermore has a significance in contributing to development of volunteer work.

        니켈기 초내열합금 RENE 80 의 크리프시험중 결정입계 균열생성 및 전파

        Two kinds of specimens with different microstructure were prepared by changing casting variables in vacuum investment casting. The effect of microstructural difference on the creep behavior, creep crack initiation and creep crack propagation was studied in Ni base superalloy RENE 80. The specimen having fine grained and uniformly distributed carbide exhibited superior creep properties to the large grained specimen tested at 760℃. However above 870℃, two kinds of specimens showed similar creep behavior. At higher temperature creep, crack initiation was principally caused by the reaction between the grain boundary exposed at the surface and the test atmosphere rather than the internal microstructural changes. The crack initiated at the surface propagated to the internal area and this kind of crack propagation leads to fracture of material.

      • Scratch-tip-size effect and change of friction coefficient in nano / micro scratch tests using XFEM

        <P><B>Abstract</B></P> <P>Compared to the experimental studies, numerical studies on scratch test have been limited due to the difficulty of numerical modeling. Here, we experimentally investigate the scratch-tip-size effect (STSE) based on coefficient of friction (COF) change to make extended finite element (XFE) models considering STSE, COF change, failure modes, yielding strength, shear strength, elastic recovery and pile-up. XFE models are then validated through nano/micro scratch tests on soda-lime glass. Finally, components of COF are extracted and then effects of tensile cracks and parameters of Drucker-Prager model on COF are investigated.       • 하상변동 예측을 위한 1차원 컴퓨터 모형 개발에 관한 연구

        The behavior and characteristics of rivers are highly complex and depend on the numerous environmental changes. Predicting and analyzing the river bed changed in the long term are important to river planning and management. River bed changes have widely influenced river and watershed managements in short and long term. So, many computer models for the channel and sediment flows due to these problems have been developed to predict river characteristics. But these models have required a lot of data and handing works. In this study a simplified mathematical computer model for a generalized river reach is developed to improve these one-dimensional models and predict unmeasured and straightened rivers, and this computer model is compared with one-dimensional model, HEC-6, and quasy-two-dimensional model, GSTARS2.0. The results of this computer model show reasonable agreements with these of HEC-6 and GSTARS2.0

      • GIS기법을 이용한 하천 교란 실태의 분석(II)

        현재 시행되고 있는 하천의 정비는 하천 고유의 특성을 간과한 채 이용적 측면에서 진행되고 있으며 그 결과 하천의 인공화 및 생태계의 악영향이 심화되고 있다. 친환경적인 하천 복원의 개념이 국내에 도입되었고 이를 위한 기술 개발 연구가 진행 중이지만 현재 인위적인 하천교란의 요인과 하천교란에 따른 영향 등의 정량적 평가 기술의 수립은 아직 미흡한 상태이다. 이러한 정량적 평가 기술의 수립을 위해서는 하천 교란의 요인 및 그 영향을 판단하기 위한 하천의 변화 양상 분석이 우선되어야 한다. 이를 위해 항공사진 및 GIS기법을 이용하여 국내 주요 하천의 교란에 따른 하천의 평면 변화 양상을 조사하고 분석함으로써 하천교란 조사기술 개발에 응용할 수 있는 방안을 제시하고자 하는 연구가 선행된 바 있다. 본 연구에서는 하천 교란이 발생한 댐 하류의 지역을 추가로 선정하여 선행 연구와 같은 방법으로 하천 교란 실태를 분석함으로써 GIS를 이용한 하천 교란 실태 분석 방법의 효용성을 확인하고자 하였다. 연구 결과 하천의 변화 양상을 확인하였으며 대상 하천의 사행도 및 저수의 구체적인 제반 수치를 제시할 수 있었다. 또한 분석 결과를 바탕으로 현재 이루어지고 있는 하천의 정비 및 복원 사업이 하천의 흐름에 어떠한 영향을 미치는 지 예측을 가능하게 하였다. 본 연구 결과를 바탕으로 GIS기반의 하천 교란 평가 기법 정립을 위한 추가 연구가 필요하며, 이를 통하여 보다 효율적인 하도 안정문제에 관한 대책 수립 및 친환경적 하천 복원이 가능할 것으로 사료된다. Current re-arrangement of rivers and waterways have been made uniformly ignoring characteristics of individual rivers thereby aggravating artificial river restructuring. On the contrary, quantitative techniques to evaluate the aftermath of artificial river disturbance such as uprising of river bed, intrusion of foreign fisheries, and changes of ecological habitats are not available. To establish such quantitative techniques, analysis of the river changes to evaluate the major causes of the river disturbance and its impacts is essential. Therefore, research for proposing a method which can be applied for the development of techniques to investigate river disturbance according to the major factors for the domestic rivers using airphotos and GIS techniques was preceded. In this study, the study area on the downstream of the river was selected and analysis of river disturbance using preceding method was done to confirm the benefit of analyzing river disturbance using GIS techniques. Trend analysis of the waterway sinuosity and changes of the flow path leaded to detailed verification of the river disturbance for specific location or time period, and this enabled to generate relatively accurate numbers representing sinuosity of the waterway and relevant changes. Also, it is possible to predict the effect on the current re-arrangement of the river and waterway to river flow using the analysis of past river change. It is necessary to establish GIS based proper measures for environmental river restoration using the results from this study and future works.

      • High-Resolution Capacitive Microinclinometer With Oblique Comb Electrodes Using (110) Silicon

        <P>We propose a new capacitive microinclinometer where oblique comb electrodes and double-folded suspension springs are aligned parallel to the vertical (111) plane of (110) silicon. The oblique comb utilizes both the overlapped area and the gap between movable and stationary electrodes, resulting in a considerable increase in sensitivity (capacitance change/angle). The resolution becomes even higher by taking advantage of the smooth (111) sidewalls of the oblique comb electrodes, which are fabricated using silicon deep reactive ion etching followed by crystalline wet etching. The surface roughness was reduced from 200 (R<SUB>rms</SUB>) to 20 nm (R<SUB>rms</SUB>), and the verticality was improved from 88.7° to 89.7°. The capacitance change of the fabricated inclinometer experimentally ranges from -0.793 to 0.783 pF for the full range of inclination angle (from -90° to 90°). The estimated worst resolution, which is obtainable at an inclination angle of ±85°, was as low as 0.25°.</P>

        우리나라 하천 관리에서 생물지형학의 적용과 전망

        하천과 홍수터 생태계에서 생물지형학 연구는 폭 넓은 시공간 차원에서 생물계와 수문-지형체계 사이의 복잡한 다중관계를 다루어 왔다. 본 총설에서는 하천에서 (1) 생물과 수문지형 조건의 다자간 관계, (2) 생물다양성과 서식처 이질성의 관계, (3) 생태계 유형에 대한 교란의 영향에 대하여 설명함으로써 하천지형생물학의 범위와 과정을 논의하였다. 시간적으로 하천의 생물지형 복합체는 지형, 선구, 생물지형 및 생태적 단계의 순서로 전환이 된다. 공간적으로 물 흐름과 유사 분포가 식생과 상호작용하여 하도 지형의 변화가 일어난다. 이렇게 형성된 하천의 공간적 이질성은 하안의 생물종다양성을 증가시킨다. 그러나 댐 하류 하천에서는 서식처 유형과 조건이 심각하게 훼손되어 생물다양성이 저하된다. 우리나라의 하천에서는 최근 국지적 교란과 전 지구적 기후변화로 하안 식생이 번무하고 특히 외래종이 빠르게 정착하고 있다. 따라서 급격한 기후변화와 인류에 의한 압박의 시대에서 하천 생물과 수문지형 조건 사이의 상호 관계를 이해하는 것이 더욱 중요할 것으로 생각된다. 이 총설에서 논의한 하천 생물지형 개념틀은 우리나라 하천의 생태적 관리와 복원에 기여할 것으로 기대된다. In fluvial and riparian ecosystems, biogeomorphological research has considered the complex, multi-way relationships between biological and hydro-geomorphological components over a wide range of spatial and temporal scales. In this review, we discussed the scope and processes of fluvial biogeomorphology by explaining (1) the multi-lateral interactions between organisms and hydrogeomorphic conditions, (2) the relationships between biodiversity and habitat heterogeneity, and (3) the effects of disturbance on ecosystem patterns. Over time, an organism-landform complex along streams transitions in the sequences of geomorphic, pioneer, biogeomorphic, and ecological stages. Over space, water flow and sediment distributions interact with vegetation to modify channel topography. It is the habitat heterogeneity in streams that enhances riparian biodiversity. However, in the areas downstream of a dam, habitat types and conditions are substantially damaged and biodiversity should be reduced. In South Korea, riparian vegetation flourishes in general and, in particular, invasive species actively colonize in accordance with the changes in the fluvial conditions driven by local disturbances and global climate change. Therefore, the importance of understanding reciprocal relationships between living organisms and hydrogeomorphic conditions will ever increase in this era of rapid climate change and anthropogenic pressure. The fluvial biogeomorphic framework reviewed in this article will contribute to the ecological management and restoration of streams in Korea.

      • 실험을 통한 제방법면 보호용 식생매트의 내침식강도 평가

        The stability and erosion resistance intensity of vegetation mat for protecting bank erosion are investigated experimentally in this study. The erosion depth increases as flow velocity and discharge increase. However, the erosion velocity decreases with erosion depth. This means that the erosion decreases with time. The equation for estimating erosion resistance of vegetation mat against ground surface is derived by using the experimental results. The estimated values are compared with the erosion resistance against the vegetation roots, which covered with the river bank surface. The erosion resistance time increases as the thickness of vegetation mat increases. Moreover, the resistance velocity decreases with time in condition of the equal thickness of vegetation mat.
