        Since Chung-Ju Dam had completed at 1985, every field has been taked a growing interest in the regional development around Chung-Ju Lake. The water resources development takes as much more weight at regional development. Also it develops the resources of undeveloped field which don't develop at the other industry, therefore, it is smoothly that increasing of regional income, acceleration of employment, improvement of traffic, living environment, living water, agricultural water, industrial water, product of electric power and the circulation of a product. And it can have an important effect upon conditions of location at the other industry. I make on later native measure with futures for water-resources development around the Chung-Ju Lake. ①Specified region planning in comprehensive national construction planning Law ②Specified tourist zoning ③The rates of water resources ④Tourism tax ⑤Development of the complex tourist resources ⑥Place under private management of KWRC ⑦Institution of Chung-Ju Lake Development We are desirable to develops the regional development that is include the public welfare for the Poor, the desirabled person, the city labourer, and the aged. If we will be construct the public services and industrial facilities around Chung-Ju Lake, it is desirable to construction be a good march they and the natural view, In that case, we will be able to make the most water and tourist resources them. Lastly, on the water resources development for water industry around Chung-Ju Lake, it is requisite for active support of the Government and the self-govening authorities.

        The beginnings of American Public Administration stretch far back before the American Revolution, into English and later, Colonial experience and thought. When the first textbooks in Public Administration appeared in the United States a little more than forty years ago, Leonard D. White's "Introduction to the Study of Public Administration" (MaCmillan Co., 1926), and W. F. Willoughby's "Principles of Public Administration" (Johns Hopkins Press, 1927), they were based upon premises and concepts about the executive branch and its administrative agencies which had been at least two centuries in the making. (1) The Foundations in the Declaration of Independence of 1776 (in Congress, July 4, 1776), the Northwest Ordinance of 1787 (officially entited, July 13, 1787), the Constitution of the United States of 1789, the Acts Establishing Original Federal Administrative Agencies of 1789. (Department of Foreign Affairs, July 27, Department of State, September 15, Department of War, August 7, Treasury Department September 2, Office of Attorney General, September 24, 1789) (2) The Management Movement: The Civil Service reform movement beginning in the late 1890's and Report Concerning Civil Service in Great Britain (by Dorman Eaton, 1879), Culminating in the Pendleton Act(Civil Service Act) 1883, Actt Regulate Commerce 1887 Woodrow Wilson's essay on "Public Administration" in 1887, Goodnow's "Politics and Administration" in 1900, (Macmillan Co., 1). Excerpt from the Report of the Secretary of War 1902, Ace Creating the General Staff 1903, the Scientific Management Movement in industry, the reorganization movement, the city manager movement behinning in 1910, the Budget and Accounting Act of 1921, the Classification Act of 1923, -all these, as well as other events and writings, helped to provide the raw materials for the syntheses attempted in the pioneer textbooks in Public Administration. (3) Depression and New Deal: In the 1930s, the cause of public administration was promoted by the "Papers on the Sciences of Administration(1937)," edited by Luther Gulick and Lyndall Urwick; on Adminitrative management (The Brownlow Committee, 1937), The Reorganization Act of 1939 Reorganization Plan No.1, 1939, the Executive Order No. 8248 of 1939, the Act to Prevent Pernicious Political Activities (1939) as Amended (Hatch Acts 1940). The study of public administration in U.S.A. is closely identified with political science, which is the study of government. It draws also upon the other social sciences: business administration, economics, sociology, psychology, and social psychology, statistics, history, and anthropology. The public administrator needs to have a deep understanding of the world in which we live and to be able to utilize the research studies and tools of analysis of the various fields of learning.

        Population is nothing less than an aggregate of human-beings; and the problems that rise there from are by no means new in their origin nor are the spheres that they affect, nor the dominions in which they are involved limited. Population problems are found in every history of the human race and are deeply rooted in every society. There fore the problems of population have some connection with sciences such as economic, sociology, politic, culture, history, geography, statistics and biology, and its whole aspect cannot be grasped merely by an understanding and observation of population by an approach made through just one of these sciences. Population is defined that "population is a group of human which can be discriminated by characteristics". According to the definition it does not limit characteristics discriminating population but defines population according to the characteristics which can empirically or objectively discriminate the group of human. Accordingly, there are geographical, racial, native, natural or social characteristics among characteristics discriminating human group. Population is defined that "population is a group of human in a specified area at specified time." According to this definition, time and area are limited and the total number of people in defined area is presented quantitatively, The common contents concerning two definitions mentioned above emphasizes the "human group" and accordingly population can be breifly defined as "quantitative group of human" As population consists of basic composition unit, population can be characterized according to the various human characteristics. Classification standards can be dievded into quantitative and qualitative standard. Among qualitative standarsd, there are standard by sex, race, social rank, occupation, level of education and language, and similarliy there is age in quantitative standard.
