본 연구는 우리나라의 문화정책이 역대 정부를 거치면서 그 당시의 정치적 요인에 따라 어떻게 변화되어 왔는지, 즉 어떤 정치적 요인들에 의해 어떤 영향을 받고, 어떻게 변모해 왔는지를 거시적인 관점에서 고찰하였다. 특히 정치적 요인들이 정책과정을 통하여, 문화정책의 내용에 미치는 영향과 그로 인해 형성된 문화정책의 성과와 특성을 도출하기 위하여, 역대 정부의 정치적 요인과 문화 행정체계, 그리고 문화정책의 성과와 특성간의 관계를 분석하였다. 본 연구는 Richard Rose의 선형 진보모형(linear progress model)의 관점에서 문화정책의 변동을 살펴보고자 하였다. 우리나라 문화산업은 산업화, 민주화, 정보화, 세계화 시대를 거치면서 규모와 질적인 측면에서 성장을 거듭해 왔다. 공보와 방송의 중심이던 문화정책은 문화예술, 관광, 체육, 청소년 및 미디어, 콘텐츠 분야까지 확대되었다. 최근에는 스마트화, 융합화, 3D첨단화의 첨단기술과 다양한 문화의 융합이 활발하게 진행되고 있으며 새로운 가치창출이 기대되고 있다. 본 연구의 분석 결과, 첫째, 우리나라 문화정책은 장기적으로 점진적인 상승 기조를 보여 왔다. 둘째, 문화정책을 지지하는 문화예산의 일정한 상승기조가 지속됨과 함께, 우리나라 경제발전과 맞물려 지속적인 상승곡선을 그려왔음을 알 수 있었다. 셋째, 문화정책의 지속적인 진보는 전문화, 복잡도를 증가시킨 만큼, 이에 수반되는 문제점을 해결하기 위해 체계적인 정책을 마련할 필요가 있다. 더욱 치열해지는 미래는 시스템의 역할이 중요하다. 미래의 문화정책은 문화의 각 부분들이 효과적으로 상호작용과 조응을 할 수 있는 문화산업시스템의 구축에 더욱 힘써야 할 것이다. This study explores how the culture policies of korea have been changed according to politics through successive administration at each time, that is to say, how the culture policies have been transformed by the effects of politics in a broad point of view. Accordingly with focusing on drawing the achievement and the characteristics of the culture policies formed by the factors of politics through the process of policies, we are to identify the factors of politics and the culture administrative system and the relation between the achievement and the characteristics of the culture policies. In this study, we are to examine the dynamics of the culture policies in the point of view of linear progress model by Richard rose. The culture policies have grown in size and in quality over the past years through the period of industrialization, democratization, informatization and globalization. Being nothing but the official reports and the broadcasting at the beginning, the culture policies have been expanded to cultural art, tour, athletics, juvenile, media and digital contents. Through the proof analysis, firstly, we get to know Korea culture policies showed the incremental trend in the lond period, secondly, regular increment trend have been maintained in culture policy budget as the economy of korea take a figure of linear incremental process proportionally, thirdly, establishments of systematical countermeasure policy are needed as culture policies make an increase in specialization and complexity in the process of its development accordingly. Moreover the role of system is important in the future with more pierce competition. Future culture policy must make an efforts to construct a culture industry system for an effective interaction and correspondence within the various areas of culture.
