수도권 규제로 인한 경계지역 간 격차 발생과 정책적 개선방안 연구

본 연구는 수도권 경계지역 간 격차를 분석하여 행정구역에 대해 일괄 적용된 수도권 규제의 문제점을 파악하고 정책적 개선방안을 제시하고자 하였다. 동일한 하천을 공유함에도 불구하고 수도권 규제로 인해 수도권-비수도권 경계지역 간 격차가 발생할 수 있다는 가정 하에 경계지역 간의 인구, 제조업 등을 비교하고 관련 건의안을 분석하였다. 분석 결과, 지난 20년간 경계지역의 인구, 제조업 사업체수·종사자수는 수도권에 비해 비수도권이 더 큰 증가세를 보였으며 산업단지의 개소와 평균면적도 비수도권이 압도적으로 높았다. 수도권 규제 개정안을 살펴본 결과, 지역 특색을 고려하여 선별적 규제 특례를 주거나 수도권 범위에서 제외하여 규제 적용을 배제하자는 내용 등이 있었다. 수도권 경계지역의 지역 격차를 완화하기 위한 정책적 개선방안은 다음과 같다. 단기적으로는 경계지역 시·군 지자체 간 연계협력 사업을 추진하고 중기적으로는 지역특화발전특구 지정을 추진한다. 장기적으로는 수도권 규제의 근본적인 개선이 필요하다. 수도권 규제는 행정구역 상 일률적인 적용이 아닌 지역별 특성이 고려된 세분화가 필요하다고 판단된다. 국가균형발전과 자연환경보호를 위한 수도권 규제의 필요성에 대해 공감하나 비수도권보다 낙후된 수도권 지역의 상대적 박탈감과 경계지역 간 형평성 제고 차원에서 보다 세밀한 정책이 수반되어야 할 것이다. This study intended to compare the gaps between border areas that occur when the regulations for capital areas are applied uniformly based on administrative districts without considering regional characteristics and potentials and consider policy level improvement measures. This study analyzed the difference between indicators depending on whether or not the regulations for capital areas apply to the areas where administrative districts are divided by the same water system within the nature conservation zone. Over the past 20 years, the population and the number of companies and workers in the manufacturing industry showed greater growing trend in border areas in non-capital areas than capital areas. The number and average area of industrial complexes were absolutely higher in non-capital areas. The regulations had the effect of pressing down the concentration of population and manufacturing industry, which is the purpose of the regulations for capital areas. However, there was a contradiction that industrial locations were allowed in non-capital areas that are in the upstream areas when regulations for industrial locations were for the conservation of water and environment, which is the purpose of designating nature conservation areas. As a result of examining the proposals from the National Assembly and Gyeonggi Province related to the regulations for capital areas regarding these problems, there were continuous discussions to give selective regulatory exceptions by considering regional characteristics commonly under special situations or exclude them from the capital area altogether to avoid the application of regulations. As a plan to alleviate regional gaps in border areas on the policy level, it is necessary to promote regional economic revitalization by promoting joint cooperation projects between local governments of cities and counties and selectively applying regulatory exceptions through the designation of special economic zone for specialized regional development. In the long term, it is necessary to fundamentally improve various location regulations including border areas. It is necessary to apply subdivided application of the regulations according to regional characteristics rather than applying them based on administrative districts uniformly. Although the need for regulations for capital areas for balanced national development and protection of the natural environment is acknowledged, it is deemed that more differentiated policies should be implemented by considering a sense of relative deprivation in areas that are underdeveloped than non-capital areas and to improve equity among local governments in border areas.

The purpose of this study was to identify the effects of 12 weeks core exercise on pulmonary function in elderly women. Total 20 elderly women with over 65 years were participated in this study and allocated to 2 groups(core exercise group(CEG), n=10) and control group(CON), n=10). The number of sbject of this study was calculated by G-POWER 3.1 (effect size .40, 1 error=.05, power=.80). Data of sixteen subjects was used for this research excluding 4 subjects who took had less exercise sessions or no the post test. A subject who had the history of cardiovascular diseases in 6 months or took medications about pulmonary function was excluded from the study before the pre-test. Pulmonary function were measured by Spirometer(Spirolab Ⅲ, MIR, USA). Two-way ANOVA, Independent t-test and Paired t-test were used to analyze data of the study. Significant level was α =.05. In post test, FEV1.0 and PEF of CEG were higher than that of CON(p〈.05). No groups have significant differences in FVC, FEV1.0% and FEF25-75%. This study has concluded that core exercise program for 12 weeks developed FEV1.0 and PEF of the elderly women. So the core exercise that can strengthen respiratory muscles is helpful to enhance expiratory function of the elderly women.
