학교 컨설팅의 원리 분석

이 논문은 기존의 학교 컨설팅 원리들을 비판적으로 분석하여 원리로서의 완결성을 보다 높이는 한편, 실천 지침으로서의 가치를 높이는 데 목적이 있다. 학교 컨설팅의 원리로 제시된 것으로는 전문성의 원리, 독립성의 원리, 자문성의 원리, 일시성의 원리, 교육성의 원리, 자발성의 원리 등이 있다. 이러한 학교 컨설팅의 원리는 이론적으로는 학교 컨설팅의 본질을 규정하고, 실제적으로는 학교 컨설팅의 계획?실행?평가의 준거로 활용된다. 그런데 기존의 원리들은 학교 컨설팅 목적과의 관련성이 부족하고, 개념적으로 모호하고, 학교 현장 고려가 부족한 면이 있다. 그리고 상호 간의 논리적 혹은 구조적 관계성이 결여된 것으로 분석되었다. 이에 따라 이 논문에서는 학교 컨설팅 원리 각각의 의미를 보다 명료화?구체화하였고, 일부는 용어를 수정했다. 그리고 원리들 간의 관계에 관한 아이디어도 제시했다. 이 논문은 학교 컨설팅이라는 새로운 과제의 학문적 기반을 다지고 실천적 지침으로서의 성격을 명확히 하기 위한 기초 자료로 활용될 것이다. This paper analyzes the current principles of school consulting, and suggests the new principles of it. First of all, the principles of school consulting define the essence of school consulting theoretically, and, in practice, they provide the foundation for the planning, implementation and evaluation of school consulting. The followings are principles of school consulting suggested recently: professional service, principle of independence, principle of advisory service, principle of temporary service, principle of education, and principle of spontaneity. This paper analyzes those 6 principles to reduce the ambiguity and abstraction level of each principle, and set priority of importance of the principles. It also intends to suggest conceptual and structural relationships among the principles. The criterions used for this purpose are validity, clearness and goodness of fit to school situation. This study consequently suggests such six principles of school consulting as principle of spontaneity, principle of professional service, principle of advisory service, principle of temporary service, principle of independence, and principle of mutual learning. It also presents principles of spontaneity and professional service as two essential ones for the school consulting.

학교교육 질 관리기제 연계 방안 탐색 : 학교평가, 장학, 감사를 중심으로

본 연구는 학교교육 질 관리기제로 운영되고 있는 학교평가, 종합장학, 종합감사의 현황과 문제점에 대해 살펴보고, 학교평가와 종합장학 및 종합감사의 연계 방안을 마련하는데 목적이 있다. 연구 결과, 현행 학교평가, 종합장학, 종합감사의 공통적 문제점으로는 1) 상급기관에 의해 주도된다는 점, 2) 시책사업 점검 위주로 진행된다는 점, 3) 전문성이 떨어진다는 점, 5) 여건 정비 및 결과 활용이 미흡하다는 점 등이 있는것으로 나타났다본 연구에서 구안한 학교평가와 종합장학 및 종합감사의 연계 방안은 크게 기존 체제 유지를 통한 연계 방안과 기존 체제 재구조화를 통한 연계 방안 둘로나누었고, 기존 체제 재구조화를 통한 연계 방안은 다시 하위 영역으로 1) 학교평가와 종합장학의 통합, 2) 학교평가와 종합감사의 통합, 3) 학교평가, 종합장학, 종합감사의 통합 등 셋으로 나누어 그 연계 방안을 논하였다. The purpose of this study is to examine the current state and the problems of school evaluation system, supervision system and inspection system as mechanisms of the quality management for school, and to make out schemes connecting the systems.<br/> The results of this research are as follows: Firstly, we found some common problems in school evaluation system, supervision system and inspection system for schools. The systems are 1) leaded by the superior offices, 2) focused on the examination of the governmental policies, 3) carried out by those who have low specialty, 4) under the poor environment, and 5) short of the application of the results which the systems yield.<br/> Secondly, we made two schemes as connecting systems among school evaluation system, supervision system and inspection system for schools. One scheme is connecting the systems without any change of the existing systems. Another is connecting the systems under the restructuring of the systems. The latter includes three connecting systems followed: 1) a connecting system between school evaluation system and supervision system, 2) a connecting system between school evaluation system and inspection system, 3) a connecting system among school evaluation system, supervision system, inspection system.

이 논문은 학교컨설턴트의 전문성 향상을 위한 교육 프로그램 개발에 관한 것이다. 프로그램은 교수 체제 설계 모형에 근거하여, 목표 수립, 분석, 설계, 개발 단계를 거쳐 개발했다. 그라고 현직 초ㆍ중등 교원을 대상으로 하여 S대학교 중등교육연수원의 직무 연수로 실행, 평가되었다. 학교컨설팅이 교육개혁의 새로운 대안으로 교직사회에 자리 잡기 위해서는 실행의 주체가 되는 학교컨설턴트의 발굴과 양성이 필요하다. 본 논문에서 제시된 학교컨설턴트 교육 프로그램과 그 적용 결과에 대한 논의는 학교컨설턴트라는 새로운 역할에 대한 이론적ㆍ실제적 역량 함양의 기초가 될 것이다. This study was conducted for the purpose of developing educational program for enhancing school consultants' expertise. The program is developed based on ISD(Instructional System Design) model, through the process of goal setting, analysis, designing, and development. And the program was carried out and evaluated as a form of in-service training sponsored by S National University In-service Training Center for Secondary Education. In order for school consulting to be settled in teacher society as a new approach for educational reform, it is needed to find and train school consultants, the main body of implementation. The school consultant educational program developed in this study, and the discussion concerning the result of its application will be the basis in cultivating theoretical and practical competency for the new role-school consultants.

컨설팅 장학의 개념 탐색

이 논문에서는 컨설팅 장학의 개념을 탐색하였다. 즉, 이 논문에서는 기존 장학의 한계가 장학의 목적에 맞지 않는 방법의 선택에 있었다는 점을 밝히고, 이를 극복하기 위한 대안으로 학교 컨설팅의 원리와 방법을 장학에 접목한 컨설팅 장학의 개념을 제시하였다. 컨설팅 장학은 “교원의 자발적 의뢰를 바탕으로 교수 - 학습과 관련된 전문성을 계발하기 위해 교내외의 전문가들이 교원에게 제공하는 조언 활동”으로 정의되었다. 또한, 이 연구에서는 컨설팅 장학의 구성 요소인 목적, 대상, 과업, 의뢰인, 컨설턴트, 컨설팅 장학 팀, 원리 등에 대해 논의하였고, 컨설팅 장학의 절차와 유형 등을 제시하였다. 마지막으로, 컨설팅 장학과 학교<br/> 컨설팅, 컨설팅 장학과 자율장학을 비교하여 논의하였고, 컨설팅 장학이 새로운 장학의 유형으로 자리를 잡는데 필요한 몇 가지 과제를 제안하였다. The purpose of this study was to explore the concept of consulting supervision. In this paper, based on review of literatures, the drawback to the existing supervision was found to be basically rooted in the selection of inappropriate method. As an alternative, the concept of consulting supervision was proposed. Consulting supervision is defined as advisory services that are provided for school teachers by the experts from inside and outside of school to develop teachers' professionalism by their own request. In addition to this conceptual frame work, such elements of consulting supervision as goal, task, subjects, principle, method, and type are also presented. Finally, the differences among consulting supervision, school consulting, and autonomous supervision are clarified and several necessary tasks for consulting supervision to become a new type were suggested.

학교컨설팅에 대한 초등 예비교사의 인식 연구

이 논문은 최근 대두되고 있는 학교컨설팅에 대한 초등 예비 교사들의 인식을 분석한 연구이다. 예비교사들은 교직 입문 후 가장 중요한 컨설팅 의뢰인 집단이라는 점 그리고 예비 교사 단계에서 학습한 내용이 입직 후에 크게 영향을 준다는 점에서 연구가 필요한 대상이다. 교육대학 4학년 135명을 대상으로 하여 내용분석법으로 분석하였다. 연구 결과, 이론적 측면에서 보면 예비교사들은 일부의 원리를 중심으로 학교컨설팅을 이해하고 있었으며, 개념적으로 혼란을 겪고 있는 것으로 나타났다. 실제적 측면으로는 학교컨설팅을 교사의 전문성 향상과 학교의 책무성 강화에 도움을 주는 등 긍정적으로 인식하고 있었다. 연구 결과는 학교컨설팅의 이론적 완성도를 높이고 실행의 효과성을 높이기 위한 방향을 구안하는 자료로 활용될 것이다. This is a study surveying and analyzing the perspectives of pre-service elementary teachers on school consulting. As a result of dividing it into theoretical and practical aspects and analyzing with contents analysis, it appeared that the pre-service teachers comprehended school consulting centering on some principles of school consulting among the whole. While there were many cases of understanding it through comparison with similar concepts such as supervision, many of them appeared to be going through conceptual confusion. In the practical aspect, they generally took the concept of school consulting positively. On the other sideptthey suggested several problems that can be caused when school consulting was not properly condosied accordingly. On original purposes. Also, the pre-service teachers considered school consulting as helpful and useful al pprofessional development of teachers and rvenal cement of school accountability. Based on the result of this study, more efforts to research steadily about school consulting, improve the working procedure of consulting and so on so as to actualize the principles and purposes of school consulting in practice. Based on the results of the study, efforts on continuous research and improvement on consulting procedures are needed for school consulting`s principles and purposes to be properly implemented in the school sites.
