        한국에 있어 광역도시계획의 도입과 향후 과제

        The trend of metropolitan growth, accompanied by decentralization of people and workplaces as well as area-wide use of urban facilities, has led the Korean government to adopt metropolitan planning as a new tool of territorial management. The first set of metropolitan plans, which are now being established for six metropolitan areas with a target year of 2020, will, among other things, serve as principles for restructuring restricted development zones. This paper discusses some issues and problems of the planning process: the delineation of metropolitan boundaries, setting directions and visions that incorporate the entire contents of the plan, matching the micro solution for restructuring restricted development zones with the macro directional plan, and methods of implementation. It is argued that many of the problems could be solved with an appropriate governance and institutional framework as an executing body. It is also proposed that many details of the planning process be transferred from the central government to localities.

        산업클러스터, 창조경제를 위한 정책수단으로의 가능성

        이 논문은 지난 10여 년간 우리나라가 채택한 산업클러스터 정책의 평가에 기초하여, 이 정책이 창조경제 실현을 목표로 하는 시대에서도 유효한 정책이 될 수 있을 것인지를 검토하고 향후 정책방향을 제시하기 위한 목적으로 작성되었다. 그동안의 산업클러스터 정책은 산·학·연 네트워킹의 개선과 혁신기반의 강화로 생산성 증가에 기여했지만, 정부 주도의 인위적 클러스터 만들기 정책으로 인해 개방적이고 유연한 클러스터의 발전이 이루어지지 못한 문제가 있었다. 산업클러스터는 창의성에 의한 혁신 유발과 가치창출이라는 창조경제의 선순환에 기여할 것으로 보았다. 그 효과를 극대화하기 위한 향후 정책방향으로서 지리적 집중과 상호 연계라는 클러스터의 본질에 충실할 것, 창조성이 보장되는 클러스터를 만들 것, 국지적-세계적 전략을 결합한 다중 스케일의 산업클러스터를 지향할 것, 지역정책과 산업정책 부문 간의 정합성을 확보할 것 등이 제안된다. This study aims to evaluate the industrial cluster policy implemented in Korea during the last decade or so, examine whether it can still be a valid policy measure in the creative economy regime, and propose policy directions for the future. It is evaluated that the cluster policy has contributed to increasing productivity by improving networks between companies, universities and research centers and thus strengthening innovation infrastructure. The policy, however, by its characteristics of government-domination, failed to develop open-ended and flexible spontaneous clusters. Industrial clusters have the capability to contribute to the virtuous circle of creative economy by enhancing creativity and innovativeness, and subsequently by increasing value-added. In order to maximize these positive effects, a few suggestions are made, including being faithful to the very nature of clusters, e.g. geographical proximity and connectedness, intending clusters with creativity well maintained, orienting toward multi-scalar clusters with a mixture of local and global perspectives, and matching regional and industrial policies with regards to clusters.

        경제구조조정 이후 외국인투자의 특성변화와 입지적 의미

        This study aims to reveal what locational changes of foreign direct investment are prominent in Korea after the economic restructuring programs beginning in 1997. These locational changes would have some potential impacts on the local or national economy. One can expect that concentration in the Seoul Metropolitan Area (SMA) would have intensified after the restructuring because the competitiveness focus would have led foreign investors to high potential areas. An analysis of the data on foreign-invested companies in the manufacturing sector shows that this expectation has come into reality. Within SMA, Seoul shows even bigger changes in the locational share than surrounding areas. Also prominent are increases of the locational share of the SMA in the electrical and electronic companies and in those companies with less than fifty percent investment share. But this pattern is not found distinctly by home country of investment.

        지명의 브랜드 가치: 경제지리학적 접근

        이 연구는 장소의 이름인 지명이 하나의 브랜드로 인식될 수 있다는 전제 하에서, 브랜드로서 지명이 갖는 가치의 본질과 그 평가 방법을 탐구하기 위한 목적으로 시작했다. 지명 브랜드는 복합적 요소를 갖는 장소의 속성이 반영되는 것이기 때문에 주체로서의 지명 사용자와 객체로서의 장소를 함께 고려하는 이해의 틀이 필요하다는 점이 제시된다. 지명의 브랜드 가치 평가를 위해 소비자의 인식과 평가를 중심으로 하는 ‘고객기반 브랜드 자산’ 개념의 도입 가능성을 검토하고, 그 평가의 항목들이 어떻게 구체화될 수 있을지를 살펴보았다. 지명 브랜드 가치의 본질, 장소 정체성과의 관계, 장소마케팅의 영향, 지명의 노출이 갖는 의미, 지리적 표시제가 브랜드 가치에 미치는 영향, 지리적 표시제품의 생산 범위 설정 등이 향후 연구가 필요한 개념적, 실증적 주제로 제안된다. Motivated by the finding that place names are highly capable of acting as one of the most conspicuous brands in the economy, this study has explored the essential nature of the brand value of place names and has suggested possible methodology to evaluate this value. As the place name brand has multidimensional elements mirroring the attributes of place, its understanding should be framed in terms both of users of place names as a subject and of place as an object. In order to evaluate the brand value of place names, the possibility of adopting the concept of customer-based brand equity, which is centered on the perception and assessment of customers, has been reviewed and more detailed items of evaluation have been addressed. A few future research topics are suggested: the nature of brand value; its relevance to place identity; the influence of place marketing; the significance of exposing place names to the public; the effect of geographic indication on brand value; delineating the spatial boundary of geographic indication items.

        지식기반산업의 입지행태와 정책방향

        This paper seeks to derive policy recommendations towards promoting the development of knowledge-based industries by facilitating the formation of clusters that meet the locational needs of firms. For this purpose, theories on the formation of knowledge-based industrial clusters were reviewed with a special attention to the role played by government in facilitating the establishments and nurturing of such clusters. An analysis of the locational behavior of knowledge-based industry was conducted to identify key factors behind their locational choice at different stages of development, using data taken from a firm-level survey. The paper then evaluates the existing policy instruments aimed at meeting the industry`s spacial requirements. Despite the various forms of policy intervention, a serious gap appears to exist. The problems include. 1) policy instruments are predominantly geared towards the firms at the incubating stage and the spatial needs of growing and maturing firms are not adequately supported: 2) clusters are not allowed in. the Seoul Capital Region, which is the most preferred location of firms; 3) the administration of intervention is scattered over responsible line ministries rather than being responsive to the needs of firms. In order to address these problems, it is suggested that policy reform be directed towards : 1) promoting the development of the knowledge-based industry : 2) supporting knowledge-based industrial clusters by integrating industrial policy and spatial policy in a coherent manner: 3) offering policy instruments catering differential needs of firms at various stages of development : 4) accommodating clusters in locations preferred by firms.

        통일에 대비한 국토정책 과제

        The unification of the Korean Peninsula will impose diverse impacts on its territory as well as its economic, social and cultural structure. The unification would make the territory as a whole geopolitically and economically advantageous by connecting it to the Asian and European continents. Even before the unification, the geographic connection and integration between South and North Koreas would make it possible to promote complementary development and utilize locational advantages of the Korean Peninsula. This paper proposes some ideas in the respect of territorial policies for extending socio-economic exchanges and cooperation between the South and the North, mainly based on the contents of the Fourth National Comprehensive Territorial Plan(2000~2020). These ideas include comprehensive management of the border area, reconstruction of infrastructure networks across the border, building strategic centers for exchange and cooperation, joint-management of natural resources, and provision of institutional infrastructure.
