경찰지역사회관계(PCR) 관점에서의 자치경찰활동 운영 방향

새로운 경찰법의 실시로 우리나라는 국가경찰제도에서 혼합형 경찰제도를 채택한 국가가 되었다. 경찰사무를 국가경찰사무와 자치경찰사무로 구분하고, 수사경찰사무 또한 자치경찰이 담당하는 영역과 국가경찰이 담당하는 영역으로 구분하는 것으로 제도가 바뀌었다. 국가경찰제도에서 혼합형 경찰제도로의 패러다임의 변화는 국가경찰 중심의 경찰활동에서 지역별 특성에 맞는 자치경찰활동으로의 변화를 의미한다고 할 수 있을 것이다. 경찰제도의 패러다임이 변화한 만큼, 국가경찰 중심의 획일적인 경찰활동이 지양되어야 한다. 이를 위해서는 자치경찰활동의 실질적 지휘ㆍ감독 주체인 시ㆍ도 자치경찰위원회의 역할이 매우 중요하다. 지역특성에 맞는 자치경찰활동 수행을 위해서는 경찰지역사회관계(PCR) 등의 개념을 도입하여 기준점을 가지고 한국형 자치경찰활동을 수행할 필요가 있다. 이를 위하여 경찰지역사회관계의 개념과 지역사회 경찰활동과의 차이점, 자치경찰활동 주체로서의 시ㆍ도 자치경찰위원회의 구성과 임무, 경찰지역사회관계 관점에서의 자치경찰활동 운영방향을 업무와 대상으로 구분하여 살펴보았다. The implementation of the new Police Law marked the transition of Korean police system from a national police system to a mixed police system. From then on, policing can be categorized into national policing and autonomous policing while investigative activities can also be classified into the national part and the local part. The change from a national police system to a mixed police system signifies the conversion from national policing dominated by the national police to municipal policing concentrating on regional characteristics. The transformation of the police system abandons the standardized policing dominated by the national police. Municipal and provincial autonomous police committees that have the command and supervision power of autonomous policing play a particularly pivotal role. In order to achieve the policing that the implementation of autonomous police actually adapts to the regional differences, it is necessary to introduce concepts such as “police-community relationship(PCR) as a standard to form the Korean-style autonomous policing. This paper starts by clarifying the differences of PCR and Community Policing, then define the composition and functions of municipal or provincial autonomous police committees. Lastly, examining the direction of autonomous police system in terms of both functions and targets from the perspective of PCR.

고반복 펄스 전원용 게이트 드라이버 회로 설계

In this paper, a new gate driver circuit is proposed to drive high voltage SiC MOSFET(Metal-Oxide-Semiconductor Field-Effect Transistor) of a solid-state pulsed power modulator. This gate driver circuit is designed to output pulses with repetition rates of several hundred kpps, and 1200V SiC MOSFETs are used as the main switch. In addition, a compact discharge structure was considered so that the volume of the modulator generating an average output of 10 kW could be designed to be within 26 liters, and thus a compact discharge structure based on an integrated gate driver of a discharge switch and a pull-down switch was implemented. In the experiment, synchronous stability was confirmed through gate synchronous driving tests of 12 discharge switches and pull-down switches, respectively. Based on this, a high repetition pulse output of 10 kV 150 kpps was finally performed, and the reliable operation of the proposed new gate driver and discharge circuit was verified.

계통 연계형 인버터의 LVRT 동작 성능 분석

The scale of renewable power generation facilities such as wind power and solar power generation is being enlarged. Due to the increased scale of renewable power generation facilities, the system stability has been significantly affected by the increased distributed power sources, and various countries such as Germany and the United States are enacting standards to prevent deterioration of system stability. In this paper, we analyze the LVRT (Low Voltage Ride Through) conditions and reactive current injection standards established by Germany and Korea Electric Power Corporation (KEPCO). And, the LVRT control algorithm is applied to the designed inverter, and the operation of the grid-connected inverter was confirmed through simulation based on the LVRT boundary. In addition, the injection characteristic algorithm1 of active and reactive current in LVRT situation was modeled, and the modeled algorithm was verified by checking the simulation performance.

범죄피해자 지원에 있어서 NGO의 역할

This study focused about the victims and construction of support network for victim in Korea. In this paper, I emphasized about criminal victim support by NGO. The newly created term of NGO has become a topic of conversation in the field of social science, politics and administration in our society entering upon the 21th century. In our society, role of NGO has became important organization in all sector. In Korea, recently Ministry of Law is enacting a law for protect criminal victim. This law included contents about juridical person for criminal victim support. This point, I examined about its possibility which is related to establishment of juridical person for criminal victim support, financial of juridical person, its function. etc.

계통 연계형 3레벨 TNPC 인버터의 LVRT & HVRT

With the increase in renewable power generation facilities, strict regulations on grid connection standards are being presented. The standards of Low Voltage Ride Through(LVRT) and High Voltage Ride Through(HVRT), which are representative grid connection standards to improve grid stability by maintaining grid connection in low and high voltage situations when a grid failure occurs, are gradually being subdivided. In this paper, the LVRT and HVRT control algorithms suggested in the transmission and distribution system connection regulations of KEPCO(Korea Electric Power Corporation) are applied to the grid-connected 3-level TNPC(T-Type Neutral Point Clamped) inverter. And in the VRT situation, the active and reactive current injection strategies were applied to the grid connected inverter algorithm. In addition, various simulation cases were analyzed, such as LVRT & HVRT conditions of transmission and distribution system. In the distribution system LVRT simulation, the grid voltage operated at 150ms and 1500ms, respectively, within 0.5p.u. and 0.75p.u. In the transmission system simulation, the LVRT operation and the HVRT operation were also simulated. By analyzing various simulation cases, the characteristics of the VRT cases was analyzed in detail and VRT control performance of the designed TNPC inverter was verified.

지역경찰의 효율성에 영향을 미치는 요인에 관한 연구

모든 경찰활동의 기초가 되는 지역경찰활동은 수동적인 범죄예방활동 자체에 그치는 것이 아니라, 경찰활동 전반에 영향을 미치는 매우 중요한 것이다. 그러나 현재의 지역경찰제도는 관할지역의 크기, 관할지역의 인구 등에 의하여 획일적으로 편제, 조직되어 운영되고 있기 때문에 지역경찰활동의 원래적인 목적인 범죄예방, 초동경찰활동 등의 영향은 반영되어 있지 못하다. 따라서 지역경찰활동을 더 잘 할 수 있도록 하기 위하여는 지역경찰활동에 영향을 미치는 요인들을 살펴볼 필요가 있다. 지역경찰활동의 효율성에 영향을 미치는 요인들은 경찰관의 수, 관할지역 면적, 관할인구, 방범대상 시설(현금다액 취급점, 풍속업소) 등의 수, 112신고 건수, 5대범죄 발생 건수등이 있다. 이들 각 요소들 중에서 5대범죄 발생 건수를 종속변수로, 나머지 요인들을 독립변수로 하여 각 요인들과의 상관성을 분석하였다. 분석결과 지역경찰관서의 효율성에 가장 큰 영향을 미치는 공통적인 요소는 112신고건수와 총원이었으며, 그 다음으로 방범대상시설이 영향을 미치는 것으로 나타났다. 즉, 지역경찰관서의 효율성에 영향을 미치는것은 업무량과 그 업무를 처리할 수 있는 경찰관의 수 인것으로 나타나고 있다. 따라서 지역경찰관서의 효율성을 높이기 위하여는 치안수요에 대비한 인력의 적절한 배치가 중 요한 것으로 보인다. Local police patrol service is very important to passive crime prevention, and also all pattern of policing. But, local police patrol service is not influence on crime prevention, beginning of investigation etc because this system is established by size and population of police district. Therefore, it is necessary for reviewing on impact factor of local police patrol service. According to many proceeding studies, impact factors of local police patrol service are number of policeman, size of police district, population of police district, facilities against prevention activities, number of 112 report, number of main crimes etc. In this study, I set up dependent and independent variables; dependent variable is a number of main crimes and independence variables are the others among impact fators. As a analysis result, impact factors of local police patrol service efficiency are a number of 112 report and a number of policeman. This result reveal that efficiency of local police patrol service are influenced by the quantity of duty and manpower. For this reason, appropriate disposition of policeman is very important to raise local police patrol service efficiency.

미래치안환경에 경찰이 효과적·전략적 대응을 하기 위하여 치안환경의 영향을 입체적으로 해석할 수 있는 역량이 요구되며 이러한 역할을 담당하는 조직의 현실화가 매우 필요하다. 이를 위하여 현재 경찰 정책과 관련된 연구기관인 치안정책연구의 활성화가 필요하다는 것을 전제로, 치안정책연구의 주된 주체인 치안정책연구소의 현황과 운영 문제점을 파악하여 능동적인 치안정책연구를 위한 관심이 필요하다. 이를 위하여 우리의 치안환경에 영향을 미치는 내·외부적 변화를 정확히 인식하고 이를 토대로 치안정책연구소 연구방향의 전환 필요성을 제시하며, 이러한 이론적 검토를 바탕으로 하여 치안정책연구소가 치안정책과 관련된 연구를 주로 하는 주체임에도 불구하고 치안정책연구소 위상의 상대적 저평가로 인한 연구결과의 활용 미비, 우수인력 확보위한 제도의 부족, 연구 활성화를 위한 예산 부족, 치안환경변화에 따른 개방화된 연구 등이 부족함을 극복하기 위한 방안으로서 치안정책연구 방향의 전환, 연구결과의 정책기여도 제고를 위하여 연구소 위상제고방안, 우수인력 확보 및 유지 필요성, 연구 활성화를 위한 다양한 인센티브체제 도입, 독립된 연구기관으로의 재조직화, 개방화된 연구풍토 조성등을 대안으로 제시하였다. It is necessary for making power and organization to cope with change of future security environment. To achieve this power and organization, we must vitalize Police Science Institute than now. Because Police Science Institute is the only official research organization. To search vitalization method of Police Science Institute in future society, I review Police Science Institute Homepage, National Police Agency Homepage, many laws and preceding researches which is related to research police science, other government`s research institutions. As a result of research to find vitalization method of Police Science Institute in change of future security environment, I come up with an idea as follows : Enforcement of Police Science Institute level, Foundation of New Police Science Institution from auxiliary organization to independence organization, extention of research basis.

미래발전 치안과학기술센터 설립방안에 관한 연구

치안환경과 관련하여 경찰조직이 능동적으로 대처하여야할 부분은 우리의 현실세계를 가장 크게 변화시키는 요인인 이동통신, 생명공학, 교통수단 등 과학기술 산업 발달에 따른 국내외의 치안여건의 변화이다. 과학기술의 발전 속도는 과거의 어느 때 보다도 빠르게 진행되고 있고, 그 영향이 우리의 사회변화에 미치는 영향이 매우 크기 때문에 경찰의 치안력 강화 및 미래발전을 위하여 과학기술분야에서의 대응이 매우 필요하다. 이러한 변화에 대응하고 효율적인 경찰활동을 전개하기 위한 지원조직이 필요하며 이에 대한 논의는 치안과학기술센터의 설치와 관련된 부분이며 다음과 같은 논의를 수행하였다. 첫째, 치안과학기술 연구능력의 강화를 위한 기관형성의 설치근거 마련, 둘째, 치안과학기술 연구능력이 강화된 기관의 형성을 통하여 한국 치안과학기술 연구의 씽크탱크로 도약 및 역할을 할 수 있는 기틀을 마련할수 있다. 셋째, 치안과학기술 관련 연구의 전문성 및 강화된 체계의 수립이 가능하다. 이와 같이, 치안정책 또는 경찰활동 관련 연구는 우리의 치안환경을 둘러싸고 있는 환경의 변화에 따라서 변화할 필요가 있으며 이러한 환경의 변화에 능동적으로 대처하고 미리 예측 가능한 연구를 수행는 것이보다 올바른 치안정책연구가 될 수 있다. Today, our real world is changed by mobile technology, biotechnology, transportation which is related to new security environment. A branch of police science and technology must be changed as fast as a speed of change of our real world because a effect of change is very large. This study focused on establisment of police science and technology center to countermeasure change of security environment, and make a discussion as follows. First is necessary to law for science and technology establishment, Second, it is necessary to establish think-tank of korea police science and technology research make an offer to foundation. Third, it is possible to make enforced system which is related to police science and technology. Therefore, research trend which is related to police science and technology must be changed to forecast police policy researcy.
