        다이아몬드 엔빌 셀을 이용한 Donor doped Pb(Zr<sub>0.52</sub>Ti<sub>0.48</sub>)O<sub>3</sub> 세라믹스의 상전이 압력 연구

        Investigations of crystal structure and phase transition of $Pb(Zr_{0.52}Ti_{0.48})O_3$ ceramics doped with A-site substitution impurity (La, Nd) or B-site substitution impurity (Sb, Nb) at 2 mol% concentration were carried out. X-ray diffraction patterns of impurities doped $Pb(Zr_{0.52}Ti_{0.48})O_3$ ceramics have been measured at pressures up to ~5 GPa with diamond anvil cell and synchrotron radiation. The patterns were obtained at room temperature using methanol-ethanol mixture as pressure-transmitting media. In order to refine the crystal structure, Rietveld analysis has been performed. The structures of impurities doped $Pb(Zr_{0.52}Ti_{0.48})O_3$ ceramics are tetragonal in space group P4mm at ambient pressure and are transformed into a cubic phase in space group Pm$\bar{3}$m as the pressure increases. In this study, when A-site substitution donor $La^{3+}$ or $Nd^{3+}$ ion was added to $Pb(Zr_{0.52}Ti_{0.48})O_3$ ceramics, the phase transition phenomena showed up at the pressure of 2.5~4.6 GPa, but when B-site substitution donor $Nb^{5+}$ or $Sb^{5+}$ ion was added to it, the phase transition appeared at relatively lower pressure of 1.7~2.6 GPa.

        중앙행정기관 다면평가제도와 운영 개선방안

        With the increased focus on teamwork, employment development. and innovation in the public personnel management, the emphasis has shifted to employee feedback from the full circle of sources of evaluation. This multiple-input approach to performance feedback becomes very popular in many Korean public organizations. This paper discusses the contributions and drawbacks of "360-degree assessment" or "multirater feedback" system of Korean central government organizations. In spite of the benefits of 360-degree assessment, it is not a panacea since it has various potential risks(e.g., ineffective program administration, hierarchical organizational structures, and cronyism). This paper suggests that the risks are further reduced if 360-degree assessment is properly designed and implemented from the start. People in the government perceives the multirating system' s limits would be minimal with proper management. and design from the first stage of development. They also perceive that the effectiveness of superior-only feedback has been continuously reduced and the alternative system should be invented to increase the credibility and acceptability of assessment results. This paper proposed the job-based 360-degree assessment and group-based system as alternatives to the pure individual assessment system.

        Pt-Sn/θ-Al₂O₃촉매상에서 반응조건에 따른 n-부탄의 탈수소화 반응

        n-부탄의 탈수소화 촉매로 Pt와 Sn을 알루미나 지지체에 담지하기 위하여 함침법을 이용하여 Pt-Sn/θ-Al₂O₃촉매를 제조하였다. 물리적화학적 특성을 알아보기 위해 XRD, N2 흡탈착, NH3-TPD, H2-TPR 분석을 실시하였다. 또한 Pt-Sn/θ-Al₂O₃촉매상에서 탈수소반응에 대한 활성에 대한 영향을 관찰하기 위해서 전처리 온도, 전처리 시간, 반응온도, 공간속도에 따른 촉매의 활성에 대한 영향과 더불어 탈수소 반응에 대한 온도 조건에 따른 반응속도의 변화를 관찰하였다. 5~55% 부탄의 전환율 변화에 따른 부텐의 선택도 합은 95% 정도로 일정하게 유지되었다. 아레니우스식을 이용하여 얻은 활성화 에너지 82.4 kJ mol<SUP>-1</SUP>이었고, 멱함수를 이용하여 얻은 n-부탄 및 수소의 반응차수는 각각 0.70과 -0.20차로 나타났다. Pt-Sn/θ-Al₂O₃ catalyst for n-butane dehydrogenation reaction was prepared by incipient wetness method. To confirm the physicochemical properties of Pt-Sn/θ-Al₂O₃ catalyst, the characterization was performed using X-ray diffraction (XRD), N₂ sorption analysis, temperature programmed desorption of NH₃ (NH₃-TPD), temperature programmed reduction of H₂ (H₂-TPR) techniques. Also, the catalytic activities of Pt-Sn/θ-Al₂O₃ for n-butane dehydrogenation was tested as a function of pretreatment temperature, pretreatment time, reaction temperature, and the partial pressure of n-butane and hydrogen. The sum of selectivities to n-butenes consisting of 1-butene, cis-2-butene, and trans-2-butene was almost constant 95% in the range of conversion of n-butane 5-55%. The activation energy calculated from Arrhenius equation was 84 kJ mol<SUP>-1</SUP> and the reaction orders of n-butane and hydrogen from Power’s law were 0.70 and -0.20, respectively.

        여성정책몰입도와 생산성 잠재력 분석

        Drawing upon a multi-dimensional view of employee commitment and gender comparisons, this study evaluates performance of the offices of women policy housed in five ministries in Korean Gentral government since 1998. We argue that the ultimate goal of operating these offices is to enhance the level of commitment to women policies and that it is especially meaningful to look into gender differences in their perceptions. Our findings show that females were higher on their commitment to women policies than were male. This means female employees were more longing for and sensitive to gender equality issues than were male employees. Furthermore, it turned out that commitment to women policies were the strongest factor explaining both innovative and extra-role behaviors among employees, which are important premises for evaluating productivity potentials for an organization. In addition, antecedents of commitment to women policies were different from male to female employees. This also suggests that managers use different types of motivational strategies to increase the level of the commitment. Specific findings and policy implications are discussed.

        일반논문 : 공학 분야 여성인재 참여 활성화 방안 연구

        이 연구는 여성과학기술인의 참여 수준이 매우 낮은 것으로 보고되고 있는 공학 분야 여성과학기술인력의 참여 실태와 현황을 분석하여 이들의 참여 확대 및 활용 극대화 방안을 정책적으로 제시하였다. 본 연구는 공학 분야 여성인재 참여 및 활용 활성화를 위한 제도 및 환경 조성, 인식제고, 여론 강화 등의 실천 방안을 제시할 목적으로 분석되었으며, 공학 분야 여성인력의 양적 유치 확대라는 가시적인 과제 이상으로 질적 수준의 고도화를 달성하기 위한 다각도의 접근이 이루어졌다. 본 연구에서는 공학 분야 여성 활용 활성화 정책을 고교 교육 정책, 공과대학 차원에서의 정책, 공학 분야 여성 취업 정책 등 크게 세 가지 관점에서 제시하였다. The GGG Report of 2012 (WEF) showed Korea ranked 108th out of 128 countries surveyed. Under-representation of women in Science and Engineering Field is not a Korea-specific problem, but the imbalance problem will continue to prevail in Korea because of strong gender stereotypes that underestimate women`s professional capabilities and management competencies and overestimates men`s. This paper purports to investigate the current status of glass ceiling effect on women engineers by analyzing perceptions from college women engineering professors and undergraduate students to female high school students intend to go on to colleges to become scientists and engineers and high school science teachers. The paper proposed effective government`s efforts to promote utilization of women in engineering fields in various ways including education, employment, role modeling and government policy.

        공직몰입을 위한 공무원 인력관리 방안

        다원적 가치가 팽배한 현대 사회에서 공무원으로 하여금 공직 수행상에 요구되는 가치에 대해 통합하도록 한다는 의미는 공무원의 바람직한 공직관을 정립케 하는 중요한 활동이 되며, 공직생활의 주체로서의 공무원의 삶의 적극성을 구현한다. 본 글에서는 몰입의 개념을 정부 인력 통합관리의 효과 변수로 선정하여 공직 몰입을 제고시키기 위한 공무원 인력 관리 방안들을 도출하고, 이에 따른 인력 정책적 항의들을 논의하였다. 공직 몰입을 위해서 공무원이 담당하는 직무의 자기개발성을 높여 주는 경력 관리, 직무 충실화 등의 조직 활동들이 필요하며, 사회의 유능한 잠재적 인력의 유인을 보장할 수 있는 공직의 사회적 인정감을 높여주는 활동, 공직 수행에 따르는 역할의 불분명성을 해소해주기 위한 정부 기능의 재설계 활동, 직무 만족을 일으키기 위한 정책적 대안 등이 연구의 결과로서 제시되었다.

        Contemporary environment of national tax administration is particularly marked by efficiency and performance based management. Of these, the problem of fast changes in the national economic system are noteworthy for entailing high cost in national tax administration. High cost of government administration and rapid changes in public demands are regular problems in decentralized and diverse society like Korea. Keeping the problem well in mind, this study tries to search theoretically and empirically for the necessary measures of organizational innovation and morale in the area of customer relations in the National Tax Service of Korea by following the analysis of past NTS`s success cases and the Organization`s strategy mapping. This study will also providing effective means of human resource management to advance the new government`s ideology of employee initiativeness and practicality.
