Language acquisition/learning initially proceeds from auditory input and linguistic utterances usually consists of sentences which have no clear-cut boundaries. The question thus arises: How do infants acquiring a mother tongue or adults learning a foreign language become able to abstract meaning from that continuous speech stream? Do they really segment or parse that stream into words or phrases? Or are they utilizing another technique like so-called top-down method? Most of the research on this field begins from the word segmentation, which means how to segment or parse that incomprehensible stream into words. Another approach that can be found in the research papers is the so-called top-down technique, and the corollary of that argument is the context is used for the segmentation. However, one can question either of the approach. There are cases where we don't have any situational information and cases where phonological information may be lacking, making impossible the parsing of any speech stream. Some suggest that The Interactive or Dialectic approach can be an explanation. In this approach both top-down and bottom-up technique can mutually complement each of the other. As is known, there are various factors which prevent appropriate segmentation difficult or sometimes impossible, such as speaker differences, the same speaker with different speech sounds, etc. This means the standard theory of segmentation using phonological information such as rhythm cues, prosodic cues can't explain the segmentaton problems. This leads the writer to find the alternative solution. The proposal is that correct segmentation or parsing emerges as a direct consequence of the organization of the cognitive system. This organization has two interrelated principles. The first principle is perception shapes internal representation. The future of this primitive representation depends on laws of associative learning and memory. The second principle is the the internal representation which was shaped and strengthened by the first principle guides perception. To be brief, initial stimulus or initial perception builds the internal representation which , in turn, guides further perception. This is a kind of Vygotsky's internalization. For this internazalition process, imitation is used. Thus by producing speech, one can actually perceive speech sound.

RC structures need reinforcement due to physical and chemical deterioration, reduction of serviceability and structural capacity. For Flexural Strengthening of RC structures, steel plate attachment, concrete volume increase and composite fiber sheet attachment methods are used, but there are some problems like weight increase, workability, quality control and fire resistance capacity. This study presents the effectiveness of flexural strengthening of RC structures using composite fiber rods those are inserted in polymer mortar

In recent years, FRP plates have been studied for flexural reinforcement of RC structures due to easy installation and good quality control. This study presents lab. and experimental field test results for the effectiveness of flexural reinforcement of the RC structures using external prestressing with special anchorages and thin CFRP strip plates made by the pultrusion process. It was demonstrated that flexural strength was considerably increased with relatively easy installation when compared to the other methods used for the composite reinforcement.
