        해적방지를 위한 국제적 동향과 우리나라 관련법제의 개선방안

        Growing international attention has been drawn to the threat of maritime piracy. In 2003, 445 attacks on shipping was reported worldwide. The majority of all piracy incidents occur in Asian waters, which is the most important shipping lane in the global trade. Since more than 90 percent of the world`s commerce moves by ship, the rash of piratical incident threatens the safe and efficient maritime traffic and resultingly impede global trade. As the current form of international piracy deserves more attention from law enforcement and security agencies, international community needs to frame a coordinated strategy to combat piracy. Nevertheless, there are no serious efforts to curb piracy due to territorial sovereignty of each country, restrictions against hot pursuit, jurisdictional problems and lack of superpower to conduct the joint patrol of the high seas and international shipping lanes. Korean government has been very active in an effort to combat piracy and played a major role to construct a framework for regional common efforts. However, Korean laws regarding piracy need to be revised to accept the universality principles of international laws and resolutions. Measures for regional cooperation on future anti-piracy are also essential because the piracy attack has the potential to negatively affect the regional economic prosperity.

        Business and Logistics Strategies of Global Logistics Firms Responding to the Changing Logistics Environment in China

        Ninety percent of an average Chinese manufacturer's time spent is on logistics. Therefore, logistics presents the greatest challenge for multinational companies conducting businesses in China. Although more than 18,000 registered logistics companies exist in China, 85 percent of their revenues are generated from basic trucking and storage services. These facts indicate that China will need increasing presence of high-quality foreign 3PL providers, who are able to provide sophisticated IT systems, industry/operational expertise, standardized operating processes, and international networks, compared to their Chinese counterparts. However, they are facing complicated array of laws and regulations as well as difficulty of finding qualified people to fulfill these needs.<br/> There are a number of foreign 3PL providers engaged in China's logistics sector to reap a huge opportunity. Nevertheless, many 3PL foreign providers are still cautious about making large investments. Thus they arelooking for alliances that can provide complementarities instead. Another salient feature of strategy is to take over the transportation assets and warehousing of major Chinese manufacturers and distributors.

        기업 환경 변화 속도가 빨라지면서 기업운영에 가장 핵심요소로 부각되는 것은 유연성이라고 할 수 있다. 유연성이 강조되면서 기업경영에서 아웃소싱이 점점 부각되고 있다. 물류아웃소싱은 가격경쟁력향상 뿐 아니라 물류 서비스 질을 향상시켜 기업이 차별화된 경쟁력을 갖추는데 매우 효과적인 수단으로서 자리잡고 있다. 우리나라의 경우 2005년 대한상공회의소에서 실시한 『2005년도 기업물류비 실태조사』에 따르면 기업들의 물류비 절감노력으로 물류아웃소싱 규모가 급증한 것으로 나타났다. 국내기업은 주로 운송, 하역, 유통가공부분을 외부에 아웃소싱하고 보관 및 재고관리, 포장, 물류정보 · 관리는 직접 수행하는 것으로 나타났다.

        명시선호(Stated Preference) 방법에 의한 인천남외항 컨테이너 물동량 추정

        Traditional traffic forecast has employed regression analysis or time-series analysis based on past trends of explanatory variables. However, not existing but planned port facilities do not have historical data for traffic estimation. Consequently, arbitrary traffic allocation has been subject to researcher's intuition. In this paper, container throughput at New Incheon Outer-South Port will be estimated using stated preference(SP) and sample enumeration methodology on the basis of survey data about the choice behaviors of port users in a theoretical situation.<br/> In the SP survey, shippers, freight forwarders and carriers were required to answer a choice between two alternative ports: Busan and Incheon. Although total 27 scenarios of questionnaires were constructed with 3 levels of 3 explanatory variables, each interviewee was asked to answer for just 9 scenarios chosen at random. A binary choice logit model was applied to the survey data. The elasticity of travel time is estimated to be very high, implying that building New Incheon Outer-South Port could be effective in relieving the congestion of the Kyungin corridor. The analysis result shows that increasing service level at Incheon Port would bring in the substantial diversion of container cargo in the Capital region to Incheon Port from Busan Port.

      • Is Port Authority the Best Choice of Korean Port Reform?

        In response to insurmountable pressure for a broad distribution of political power between the central government and local governments, the Korean Government pushes for the establishment of the local port authority as the optimum choice to achieve its goal. Starting with the Pusan and Incheon ports, the local port authority system is expected to setout the dramatic change in port management system throughout the Korean ports. However, this paper points out that the port reform choice should take into account the specific features of the society and country and some basic questions should be clearly answered beforehand. The fundamental questions are: whether institutional reform will markedly improve the ports managerial and operational efficiencies? and what will be the benefits and costs, compared to those of not changing? Without rigorous and comprehensive analysis on these issues in the institution transition, haphazard port reform will have the possibility to increase port users costs and disrupt the efficient port services. Experiences around the world clearly show that the indiscriminate copy of port reform found in other countries may be neither feasible nor practical presently in Korea. They also indicate that the port reform should be made on a gradual basis with full control of the pace.

        A Proposal for an Integrated Maritime and Multimodal Transport Market for China, Japan and Korea

        동북아지역에 있어 역내교역의 비중은 갈수록 커지고 있는 추세이다. 급속히 변화하는 글로벌화 된 세계경제의 흐름에 맞추어 한국, 중국, 일본 등 동북아 3국은 이미 해운분야를 비롯한 운송 및 물류분야에 대해 규제완화를 추진하고 있다. 우리나라와 일본은 해운분야에 있어 거의 대부분 시장개방을 완료한 상태이나 중국은 개방일정에 따라 해운시장 및 물류시장을 개방할 계획이다. 한ㆍ중ㆍ일 3국은 경제적으로 매우 밀접한 관련성을 갖고 있다. 중국은 한국 및 일본의 주요 대기업들의 생산기지 및 수출시장, 한국 및 일본은 중국에 대해 자본 유입국, 첨단기술 수입국으로서의 역할을 수행하여 경제적으로 상호 보완성이 강하다. 또한 한ㆍ중ㆍ일 3국간의 역내 교역비중은 갈수록 증가하고 있어 3국간 운송시장은 별개의 운송시장에서 통합된 공동운송시장으로 발전해 나가는 단계에 있다. 따라서 한ㆍ중ㆍ일 운송ㆍ물류기업의 공동 발전을 위해 기반시설 및 운영체계 차원에서의 같이 협력을 추진할 필요가 있다 이러한 차원에서 본 논문은 삼국간의 통합된 물류 및 해운시장을 위한 협력체제의 구축을 위해 관련 산업분야에 있어 일련의 제안을 하고자 한다. It is current trend that the proportion between regional trades has been widely increased in Northeast Asia. Along with world economy that has changed globally, three countries as Korea, China and Japan has already promoted to deregulate with logistics and transport sector as well as shipping industry. Furthermore, in both Korea and Japan most shipping market has been nearly open, but it is also projected to open both logistics and shipping market following the plan to liberalize Chinese market. It is widely recognised that three countries as Korea, China and Japan has been very closely kept in touch with one other economically. For China, they have played a role as production compound as well as exporting market of major companies in Korea and Japan. Otherwise both Korea and Japan to China has performed as countries to import advanced technologies and capital, which both sides complement strongly each other in terms of economic side. However, transport market between three countries has now staged to develop to the integrated common transport market from the separated markets, because the trade proportion between three countries has been increased. Accordingly, it is necessary to promote cooperation with operational system as well as infra-structural facilities to jointly develop transport and logistics companies in Korea, China and Japan. In this sense, this paper will make a series of proposal in the related industries in order to establish cooperation system of integrated logistics and shipping market between three countries.

        순열을 사용한 새로운 초경량 RFID 인증 프로토콜에 대한 보안 분석 및 개선

        저가의 RFID 태그는 많은 응용에 이용되지만 매우 한정된 계산 및 저장 능력을 가지고 있기 때문에 다양한 보안공격에 견딜 수 있는 RFID 상호인증 프로토콜을 만들기가 쉽지 않다. 아주 최근에 Tian 등은 계산비용이 적은 XOR 연산, 회전연산, 그리고 순열 연산을 사용하여 다양한 보안 공격에 견딜 수 있는 저가의 RFID 태그를 위한 인증 프로토콜(RAPP)을 제안하였다. 본 연구에서는 RAPP가 비동기화 공격에 취약함을 보이고 아울러 그 취약점을 극복하여 개선된 RAPP를 제시한다. Low-cost RFID tags are used in many applications. However, since it has very limited power of computation and storage, it"s not easy to make a RFID mutual authentication protocol which can resist from the various security attacks. Quite recently, Tian et al. proposed a new ultralightweight authentication protocol (RAPP) for low-cost RFID tags using the low computation cost operations: XOR, rotation, and permutation operations, which is able to resist from the various security attacks. In this paper, we show that RAPP is vulnerable to the de-synchronization attack and present an improved RAPP which overcomes the vulnerability of RAPP.

        다중 비트 시도와 응답을 이용한 RFID 거리 한정 프로토콜

        RFID 시스템에서 중계 공격에 저항하기 위해 리더와 태그 간의 시도와 응답에 소요된 1비트의 왕복 여행시간 측정을 이용한 거리 한정 프로토콜이 주로 사용된다. 이러한 프로토콜에서 1비트 시도와 응답에 대한 중계 공격의 성공확률을 줄일 수 있으면 효율적인 거리한정 프로토콜을 만들 수 있다. 본 논문에서는 Hancke와 Khun이 제안한 1비트 시도와 응답기반의 RFID 거리 한정 프로토콜을 2비트 시도와 응답 기반으로 수정한 효율적인 RFID 거리 한정 프로토콜을 제안한다. n번의 시도와 응답에 대한 중계 공격의 성공확률이 제안된 프로토콜에서는 (7/16)n으로 (3/4)n인 Hancke와 Khun의 프로토콜보다 훨씬 낮다. To resist the relay attacks in RFID system, it is commonly used RFID distance bounding protocols using the round trip time measurement for 1 bit challenge and response between a reader and a tag. If the success probability of relay attacks for the 1 bit challenge and response can be reduced in these protocols, it is possible to make an efficient distance bounding protocol. In this paper, we propose an efficient RFID distance bounding protocol based on 2 bit challenge and response which is modified the RFID distance bounding protocol proposed by Hancke and Khun based on 1 bit challenge and response. The success probability of relay attack for the proposed protocol is (7/16)n for the n times of challenge and response, which is much lower than (3/4)n given by Hancke and Khun"s protocol.
