메콩강유역의 빈곤퇴치를 위한 ODA와 국제협력 -라오스의 사례를 중심으로-

At the 2000 UN Millennium Summit, the UN member countries announced ``reducing poverty in the world by halving the malnourished people by 2015`` as one of the Millennium Development Goals, and called for the attention of the international community. UN has a plan to reduce the number of the absolute poor people who takes about a quarter of the world population and spends under one dollar per day to under half of the current number until 2015. In order to reach the plan, UN set the MDGs target in 2000, and encouraged ODA and private sector to participate into developing countries. None the less of the international programs for crusade against the poverty, current rural situation of region of the Mekong River can not expect the rural development by it`s own exertion. Thus, in spite of the abundant ODA assistance from developed countries, it has many problems. Thanks to the economic achievements of the past decades, Korea has now become a donor country for poverty reduction of Least Development Country. Accordingly, Korea as a member of the OECD has supported the economic development in Laos by the way the ODA aid. Notably, the Saemaul-Undong(New Village Movement), a success in the rural sector implemented in Korea since 1970s, has been initiated and since been operated in Laos for poverty elimination through the profit growth in the farming family. Laos is one of the poorest nations in the world, not even attaining the GNP of $450 per person. Lack of technologies, capitals and human resources appears to be the greatest development barrier for poverty escape. In this paper, the situations of the poverty and assistance in Laos that is a country in Mekong Subregion will be surveyed, and ODA plans to exterminate the poverty will be suggested from the case of Korea.

N/A The United States has paid so much attention to the significance of soil conservation. She has managed to establish a variety of soil conservation policies since 1920`s. On the other hand, land policy in Korea has put much emphasis on land tenure and land use while soil conservation policy has been relatively neglected. For the purpose of making more reasonable policy of soil conservation in the future, this article is to present an indicator of soil conservation policies in Korea by making a survey of the historical development of soil conservation policies in the United States.
