        방전플라즈마 소결법에 의해 제조된 Fe-Ni 합금의 미세조직 및 고온산화특성

        In this study, we report the microstructure and the high-temperature oxidation behavior of Fe-Ni alloys by spark plasma sintering. Structural characterization is performed by scanning electron microscopy and X-ray diffraction. The oxidation behavior of Fe-Ni alloys is studied by means of a high-temperature oxidation test at $1000^{\circ}C$ in air. The effect of Ni content of Fe-Ni alloys on the microstructure and on the oxidation characteristics is investigated in detail. In the case of Fe-2Ni and Fe-5Ni alloys, the microstructure is a ferrite (${\alpha}$) phase with body centered cubic (BCC) structure, and the microstructure of Fe-10Ni and Fe-20Ni alloys is considered to be a massive martensite (${\alpha}^{\prime}$) phase with the same BCC structure as that of the ferrite phase. As the Ni content increases, the micro-Vickers hardness of the alloys also increases. It can also be seen that the oxidation resistance is improved by decreasing the thickness of the oxide film.

        문화예술교육 정책네트워크(Policy Network)의 변화 분석 -학교문화예술교육정책을 중심으로-

        본 연구에서는 학교문화예술교육정책을 중심으로 정책행위자 간의 네트워크의 동적 변화 패턴을 정책네트워크의 관점에서 분석하였다. 분석결과 학교문화예술교육 정책영역에서 정책 행위자, 관계구조, 상호작용의 측면에서 과거부터 현재까지 독특한 변화과정을 보여주었음을 알 수 있었다. 첫째, 과거에서 최근까지 정책 행위자가 양적으로 많아짐에 따라 역할과 기능에 대한 중첩성이 나타났고, 정책행위자 간 인식공유의 부족, 역할기능의 미정립 등의 한계를 가지고 있었다. 둘째, 학교문화예술교육정책에서 문화부와 한국문화예술교육진흥원의 수직적 의사전달체계는 지속되고 있었으며 행위주체의 다양화로 복합적인 관계망을 띠었다. 셋째, 자원 및 영향관계에서 특정 행위자(문화부, 한국문화예술교육진흥원)에 권한의 집중성이 여전히 관찰되었다. 연계 구성원의 외연은 확대되었지만 정책공급자가 추구하는 목표와 현장의 실제 모습 간 차이로 의사소통의 긴밀성은 부족해 보였다. 특히, 조정 및 협의 측면에서 행위 주체간의 소통을 할 수 있는 적절한 협의기제의 부족으로 중복사업이 증가하는 모습을 보였다. 융합정책의 설명도구로서 정책네트워크의 시사점과 더불어, 정책행위 주체간의 올바른 관계구조 정립과 상호작용에 대한 기초적인 정보를 제공한다는 점을 논의하였다. The purpose of this study is to analyze dynamic change pattern of policy-network of culture & arts and education in schools for convergences of art & culture and education through the using of depth-interview of diverse policy-actors. As a results, policy of culture & arts and education in schools is diverse change pattern from angles of actors, relationship structure, interaction in perspective of policy network. Firstly, Related policy actors is gowned and diverse quantitatively and have a problems such as shortage of awareness and sharing, lack of function and role etc. Secondly, This policy case is lack openness of diverse actors relatively and especially, haver vertical communication-system of Ministry of Culture, Sports and Tourism and Korean Culture & Arts and Education Service in linkage pattern of policy. Thirdly, In resource and influential relationship, Authority of policy are concentrated in specified actors(Ministry of Culture, Sports and Tourism and Korean Culture & Arts and Education Service). And extension of linkage actors is expanded but is presented perfunctory network. Especially, In modification and consultation, Policy actors have possibility of conflict Because mechanism of communication is lack. In conclusion, This study have theoretical implications of usefulness of policy network as a explanatory tool for convergences policy and public politic implication for right relationship structure and interaction of diverse policy actors.

        지방자치단체 유형별 지방의회 의정비의 적정 규모에 관한 비교 연구

        0본 연구는 기존연구에서 제시된 지방의회 의정비 결정 시 고려되어질 수 있는 요인을 검토하여 타당한 모형을 도출하고, 이를 바탕으로 자치단체 유형별 지방의회 의정비의 적정 규모를 비교 분석하였다. 이를 위해서 2005년부터 2008년까지의 전국 246개의 지방자치단체의 패널자료를 활용하였으며, 지방자치단체 4개의 유형(특별・광역시도, 일반시, 군, 구)의 특성을 통제한 상태에서 전년도 의정비, 인구, 인구증가율, 지방의원수, 재정력지수, 재정자립도 등의 다양한요인과 현재 의정비 간의 관계를 실증적으로 살펴보았다. 그 결과 전년도 의정비가 클수록, 인구가 많을수록, 인구증가율이 높을수록, 지방의원수가 많을수록, 재정력지수와 재정자립도가 높을수록, 광역시도에 해당되는 자치단체일수록 의정비의 절대규모는 평균적으로 크게 나타남을 알 수 있었다. 이를 토대로 각 변수가 동시에 의정비에 영향을 미칠 수 있다는 다양한 가능성을 검토하여 의정비 적정규모를 비교하기 위한 보다 타당한 모형을 설정하였다. 이러한 모형의해 각 자치단체별 의정비 규모를 추정한 후, 실제 규모와의 차이를 반영한 지수(예측값/실제값)로 변환하여 지자체 유형별로 지방의회 의정비 적정규모에 대한 상대적인 비교를 시도하였다. 따라서 본 연구는 지방의회 의정비 적정 규모 산정을 위한 기초적인 정보를 제공하고 있다는 점에서 의의가 있다. This Study is verified appropriate size of political finances of local assembly in previous studies empirically and made rational model for estimation of political finances in local assembly on typology of local government. To achieve this, article is used panel data of all local governments and analyzed connections of type of local government, political finances of previous year, population, rate of increase in population, size of local assemblymen, index of financial power, self-reliance ratio of local finance and political finances empirically. Therefore, this article provided basic implications for computation of right-size of political finances in local assembly.

        `우주안보`의 국제조약에 대한 역사적 고찰

        On 4 October 1957, the USSR launched Sputnik-I, the first-ever artificial satellite, to outer space, which in turn triggered the space era. Shortly after the launching, COPOUS was set up by the UN General Assembly in 1959. Consequently, five principles were adopted on outer space during 1963 to 1966 involving Declaration of Legal Principles Governing the Activities of States in the Exploration and Use of Outer Space. The Committee also concluded five sets of space-related UN treaties until 1984 including the Outer Space Treaty (OST) which entered into force in 1967. Although OST is conceived to be most important among the aforementioned UN treaties,it has some vulnerability merely prescribing the placement of nuclear weapons and other weapons of mass destruction (WMD)into orbits around the Earth,while its passage, use and test are omitted in the statement as well as the deployment, passage, use and test of conventional weapons. As for the factors threatening space security, we can list space debris, loopholes of the OST, militarization/weaponization of outer space, development of space technology and anti-satellite weapons, dual use purpose of satellites for the civilian and the military etc. To minimize danger occurring from those threatening factors, reduce a gap from different space policies among nations, and ensure the space security, we need to promote transparency and confidence building measures, assure substantiality of space activities, establish code of conduct and space traffic management, and have in-depth review on ‘The Draft Treaty on Prevention of the Placement of Weaponsin Outer Space and of the Threator Use of Force Against Outer space Objects".

        과학기술인프라와 산업별 특화수준이 지역경제성장에 미치는 효과 분석

        The aim of this study is to analyze how the regional location quotient (industry-specific level) or diversity, and scientific technology infrastructure can affect regional economic growth with the data from 1995 to 2005 of metropolitan cities and provinces. First of all, the regional economic growth can depend on the degree of industrial specialization. R&D funding and the number of patents among scientific technology infrastructure have a positive effect on regional economic growth, while the universities located in each local have a negative effect. Lastly, the more the amount of human resources (economically active population) and material resources(income of local taxes) available, the greater average GRDP increases. Based on these outcomes, this study discusses the theoretical, methodological and policy implications about the field related to regional economy and development.

      • 확장금속망을 이용하여 제작된 준카고메 트러스 샌드위치 판재의 최적설계

        New method for fabricating truss PCM using expanded metal process idea was introduced. In this study, the mechanical properties of the sandwich panels with ultra light metal structures were analyzed by beam theory, finite element methods, and experiments. We discussed Quasi-Kagome E&B truss using expanded metal process. The results of estimated by derived equations agreed with the measured result fairly well and also were similar with FEA and we could evaluate mechanical behavior from FEA results. Optimal design guides were derived based on the same failure point of face sheets and trusses. When thickness of face sheets was thicker than optimal design, local indentation occurred. On the other hand, thickness of face sheets was thinner than optimal design, bending load decreased rapidly because of the face sheet buckling.

      • 확장금속망을 이용하여 제작된 준카고메 트러스 중간층을 갖는 샌드위치 판재의 기계적 거동

        Many studies have been focused on how to manufacture ultra light metal structures and optimized them. In this study, we introduced a new idea to make sandwich panels having quasi-Kagome truss cores. First, metal sheets with a peculiar pattern of slits were expanded to be meshes, and they are climped into a triangular wave pattern, and then one third of struts were bent reversely to be quasi-Kagome trusses. Then, finally, two face sheets were bonded on the upper and the lower sides. The bending strength were estimated through elementary mechanics for the sandwich specimens with two kinds of face sheets and results were compared with the FEA model and experiments.
