        녹색무역 기반 강화를 위한 철도 인터모달 로지스틱스 시스템 구축에 관한 검토

        A series of environmental issues have been raised in the field of logistics recently, as well. In South Korea, attention has been focused on the establishment of an intermodal logistics system from the perspectives of environment and logistic efficiency as a countermeasure against them. This study reviewed overall tasks to build an intermodal logistics system for the South Korean railroad by examining the case of the United States, which has invested efforts into the establishment of an environment-friendly and efficient intermodal logistics system through intermodal transportation promotion policies such as ISTEA, NHS, and TEA-21, utilization of ITS and ICT, and expansion of intermodal railroad transportation. There are several tasks to fulfill in order to establish an intermodal logistics system for the South Korean railroad: first, the legal institutions should be arranged to enable intermodal transportation business including railroad transportation; second, plans should be set up to arrange the corridors connecting the railroad terminals with the truck terminals and secure necessary funds over a long period of time; third, there is a need to increase the competitive edge of service by offering cargo tracking and security information incorporated into ITS and ICT; finally, it is also required to build an intermodal network to allow the South Korean railroad terminals to connect to the inland areas of Japan and China in preparation of FTA among Korea, China, and Japan.

        일본의 복합화물운송시스템 정비현황과 적용방안

        With the prevention of global warming emerging as a global issue, South Korea has accelerated its efforts to introduce a intermodal transportation system to grow out of the old logistics system dependent on road transportation and promote environment friendliness and energy efficiency. The government has devised intermodal transportation policies such as“Basic Plan for Sustainable Traffic and Logistics ”and “Second Revised Basic Plan for National Logistics,” granted subsidies to shippers and logistics companies that made a conversion of transportation means through the policies, and provided supports by expanding the complex uniform railroad transportation and overhauling the deteriorated railroad facilities. As for 2010, however, the freight transportation percentage of railroads was 5.2% in tons and 14.8% in ton kilometers, which indicates the country remains in a stagnant state. As for Japan, it has made efforts to expand intermodal freight transport through a variety of legal and institutional supports since the adoption of Kyoto Protocol in 1997, intending to establish an environment-friendly and sustainable transportation system. The Japanese railway service also focuses on passenger transportation and thus has a difficult time implementing a policy to improve the environment of freight transportation, still making active efforts to improve and maintain railroad facilities in response to intermodal freight transport. This study set out to examine the case of Japan, which has proactively responded to the expansion of intermodal freight transport through railways to establish a logistics system according to social and economic environment changes, and explore the directionality of setting up a intermodal freight transport in South Korea.

        물류기업의 신규 인력 채용행동에 관한 비교연구

        급변하는 물류환경의 변화 속에서 물류기업의 경쟁력은 최적의 물류전략 수립과 개선대안을 제시할 수 있는 인적자원의 역량에 달려 있다고 해도 과언이 아니다. 본 연구는 글로벌화의 진전에 따라 경제적으로 밀접한 관계를 유지해 오고 있으며 인적, 물적, 서비스를 포함한 국제교류가 높아지고 있는 한중일 3국의 물류기업을 대상으로 직장으로서의 물류산업에 대한 이미지와 신입사원의 채용조건에 대한 설문조사를 실시하였다. 그 결과, 중국에서는 물류산업이 신흥 산업으로서 고소득을 올릴 수 있다는 측면에서 인기가 높았으며 우수한 성적, 창의성 등 개인능력을 중시하는 경향이 강한 것을 알 수 있었다. 일본에서는 물류가 3D업종으로 인식되고 있지만 물류산업에 종사하는 사람들의 자긍심이 높고 이직률이 낮은 것으로 나타났다. 또한, 일본의 경우에 신규채용인력에 대해서는 물류관련 전문지식을 요구하기 보다는 커뮤니케이션과 매너 및 예의를 중시하고 있는 것으로 나타났다. 한국에서는 무역 및 물류에 관한 전문지식, 실무능력과 고도의 외국어 운용능력을 지닌 물류인재에 대한 니즈가 한중일 3국 중에서 가장 높은 것으로 나타났다. 향후 물류기업측면에서는 급여수준, 복리후생, 근속비율, 유연한 근무환경의 장점을 어필함과 동시에 과거에는 3D업종으로 인식되었으나 점차 물류산업환경이 자동화, 로봇화됨에 따라 3D업종에서 탈피할 가능성이 있음을 명시하여 학생들에게 이해를 구하는 노력이 필요할 것으로 판단된다. 또한, 입사 당시부터 높은 전문지식을 요구하지 않고 인재를 육성해 나가는 직장 내 교육 및 훈련의 장점을 어필하는 것도 중요하다. 물류교육의 방향성에 대해서는 직장 내 교육 및 훈련에 대응하기 위한 대학에서의 산업기초지식에 관한 교육을 강화하고, 산업의 특징을 명시함으로써 물류산업에 대한 이해도 제고, 물류기업의 사례교육을 통한 물류업계에 대한 관심 제고, 나아가 높은 자긍심을 가질 수 있는 산업으로서의 인지도를 강화할 필요가 있을 것이다. In a rapidly changing environment of logistics, it is safe to say that the competitiveness of logistics firms depends on the ability of human resources to establish optimal logistics strategy and to suggest improvement alternatives. In this study, we surveyed logistics companies in China, Japan and South Korea, which have been closely linked to the progress of globalization and has a growing international exchange needs, including human, material and services, to survey the image of logistics and recruitment conditions of new recruits. As a result, China has shown that the logistics industry was popular in terms of high income earning as an emerging industry and is more likely to emphasize individual ability such as excellent grades and creativity. In Japan, logistics is recognized as a 3D industry, but the people who work in Japan have high self-esteem and low turnover rates. Also, in Japan, it is thought to be focused on communication, manners and etiquette rather than requiring logistical expertise for new recruits. Korea has the highest level of competitiveness among the three countries of the Three Northeast Asian countries, with expertise in trade and logistics, and the ability to speak highly of foreign language proficiency skills. In the future, it is judged that the company will seek to better understand the advantages of students in terms of salary levels, welfare benefits, settlements and childcare environments, and detailed explanations of the advantages of 3D industries. It is also important to urge talented individuals to cultivate talent without requiring expertise in recruiting high school professionals. Additionally, the orientation of logistics education should strengthen education on industrial fundamentals in order to cope with the fundamental knowledge of the industry, and enhance awareness of logistics industry by specifying the understanding of logistics industry in the logistics industry, and enhancing logistics industry education by improving logistics industry, and raising awareness of logistics industry.

        교통운수분야에서의 CDM 방법론 검토와 과제

        Clean Development Mechanism (CDM) allows developed nations with greenhouse gas emission reduction commitment under the Kyoto Protocol to implement an emission-reduction project in developing countries and have the emission reduction credits recognized as its own. The sector of transportation accounts for approximately 20% in global CO emissions. Although it is regarded as a field that has a high need for support in developing countries, reviews of CDM projects in the field have been postponed due to uncertain performance measurement and the poor development of analytical techniques for effect measurement. One of the major support projects for developing countries, the railroad sector in particular, has a very small number of cases registered at United Nations Framework Convention on Climate Change (UNFCCC) as CDM projects and thus shows limitations with the implementation of CDM. This global situation is also the case in South Korea. This study thus set out to review the indicators and methodologies to measure project effects and explore their applicability to CDM projects in Korea as a way to expand CDM projects in the railroad sector, which is known to have great potential for emission reduction in the sector of transportation, as well as to examine all the improvement tasks for project expansion.

      • 우리나라 철도컨테이너화물 수송서비스 평가와 모달시프트 가능성에 관한 검토

        본 연구는 화물수송을 둘러싼 사회적 · 경제적 환경변화 속에서 철도물류의 활성화가 시대적 과제가 되고 있는 시점에서 철도로의 모달시프트가 기대되는 철도컨테이너수송에 주목하여 화주, 복합운송업체, 운영자를 대상으로 설문조사를 실시, 철도의 이용현황, 이용확대를 위한 개선사항, 환경문제에 대한 대응상황을 분석함으로써 철도물류서비스의 생산성 향상을 위한 개선방안, 나아가 국가정책과의 공동보조를 통한 철도화물수송으로의 모달시프트 가능성에 대하여 검토하였다. The purpose of this study is to search how to improvement methods of rail freight by understanding the problems and the evasion reasons in coping with various case of logistics environment and to enhance competitiveness of rail freight. So we examined improvement of in the productivity in the rail container transport, and possibility for Modal shift in Korea railway, we have done a survey among the shiffer and multimodal transport operators in Korea. Data were analyzed using quantitiative mathod.

      • 미국 철도화물운송시장의 구조변화와 시사점

        After the establishment of 'Staggers' Rail Legislation' in 1980, which established an atmosphere of free competition in rail freight transportation market, freight railway in America became larger and the proportion of freight railway in the market increased. In 2008, it took up 43% of the transportation market based on tonne/mile unit and the productivity of freight rail increased. On the other hand, in the case of Korea, the competing atmosphere is being set up under the influences of the renovation of the rail transportation industry in 2004. However, to make the rail transportation market more active and become more advanced, a lot of efforts are required to build a stronger foundation of free competition atmosphere. In this paper, we have deducted the political implications on the establishment of strengthened competition in Korean rail transportation industry from reviewing what kind of changes the rail transportation market in America went through and how it was developed. In this case, we have focused on the changes in industrial trend towards the restriction policy. Also influences of the deregulation policy after 1980 on the enhanced market efficiency were reviews.

        물류 이미지에 관한 한중일 비교연구 -한중일 대학생 설문조사를 중심으로-

        경제활동의 글로벌화가 급속히 진전되고 있는 가운에 기업은 다국간에 걸친 SCM의 고도화를 추진하는 한편 비용절감은 물론 신속하고 정확한 국제물류네트워크의 구축을 검토하는 등 활발한 움직임을 보이고 있다. 이러한 고도의 물류시스템 구축에 주도적인 역할을 하는 것이 물류전문인력이라 할 수 있다. 물류를 둘러싼 환경이 변화함에 따라 물류기업에서 요구하는 인재상도 국경을 초월한 물류활동에 대해 다양한 가치관과 문화적 배경을 지닌 여러 나라 인력들과 원활히 소통하고 협업하며 최적의 물류전략 수립과 개선대안을 제시할 수 있는 인재로 변화하고 있다. 그러나 물류전문인력을 양성하는 대표 교육기관인 대학에서의 물류교육은 기업에서 요구하는 수준에 미치지 못하고 있어 이에 대한 대책마련이 필요한 실정이다. 본 연구에서는 경제적으로 밀접한 관계를 유지해 오고 있는 한중일 3국의 대학생을 대상으로 설문조사를 실시하여 각기 다른 커리큘럼에 따라 물류교육을 받은 학생들이 물류에 대해 가지는 인식차이를 살펴보고 이를 바탕으로 대학에서의 글로벌 물류전문인력 양성의 방향성에 대하여 검토하였다. In Asian, especially in the East Asia including South Korea, China, and Japan, due to the intra-trade expanded by horizontal specialization, logistics activities have been spread quantitatively with rapid swiftness and enhancement. Since the global financial crisis in 2008, furthermore, enterprises promote multinational enhancement in SCM while actively examining structuring rapid and accurate international logistics networks with cost cutting, in order to cope with logistics-competitive environment that became fiercer. It is personnel specific to logistics who play a leading role in structuring high-degree logistics system. With changes in environments surrounding logistics, talents required by logistics companies are capabilities to communicate and cooperate with persons from various nations with various values and cultural backgrounds and present optimal logistics strategies and alternatives for improvement on logistics activities that transcend borders. Because education for logistics in universities as a representative educational institute fostering logistics specialist fails to meet demands from enterprise, measure must be taken to solve this problem. This study conducted a survey for university students in South Korea, China, and Japan, the three Asian nations of close relationship in economics, to investigate differences in their perceptions on logistics based on different curricula on logistics and examined measures in fostering global logistics specialist in university.

        국제환경규제 강화가 글로벌 가치사슬 구조에 미치는 영향

        본 연구에서는 글로벌 가치사슬의 심화에 따라 국가간 상호의존성이 심화되고 있는 상황에서 잠재적 기술무역장벽으로서 그 영향력이 커지고 있는 국제환경규제에 대한 추진동향, 특성, 기업에 미치는 영향, 대응방안에 대하여 살펴보았다. 글로벌화가 진전된 경제에서는 한 국가의 정책이 무역이나 투자를 통해 다른 국가에도 영향을 미친다. 물론 환경정책도 예외는 아니다. 본 연구를 통해 각국의 제품환경규제는 단순한 환경보호 차원을 넘어 무역을 통해 국외 ․ 역외 기업 활동과 다른 나라의 환경규제 정책에도 영향을 미치고 있음을 알 수 있었다. 더욱이 그 영향은 글로벌 가치사슬의 심화를 동반한 글로벌화의 진전과 함께 더욱 확대되고 있음도 확인되었다. 본래 환경을 보전하기 위한 정책이 글로벌 경제에 있어서는 예기치 못한 부작용을 초래하는 경우가 있을 수 있다. 향후 환경보전과 무역 자유화와의 양립을 도모해 나가는 것이 중요하며 이를 위해서는 국제적으로 통일된 규칙을 신속히 구축, 운용해 나갈 필요가 있다. 또한 같은 나라 안에서도 대기업과 중소기업의 대응에는 큰 차이가 있을 것으로 예상된다. 중소기업의 대응이 진전되는 것이 향후 제품환경규제가 개발도상국의 경쟁력을 높이고 개발도상국의 환경개선으로 이어지게 될 것은 분명한 일이다. Purpose : This study tried to examine the progress and characteristics of international environmental regulations for international trade, whose influence as a potential technical trade barrier is increasing, and their effects on companies, and the way to deal with them as interdependence between nations is intensifying as a result of the deepening of global value chains. Research design, data, methodology : The paper used a qualitative research methodology through the literature review. Results : In the progress of economic globalisation, the policy of a country also affects on other countries through international trade and Foreign Direct Investment (FDI). Environmental policy also do too. It was found in this study that international environmental regulations for international trade in each country affects on foreign companies, offshore activities and policy of environmental regulations in other countries through trade dimension more than just environmental protection. Moreover, the effects was confirmed also that is expanding along with the progress of globalisation, accompanied by a deepening of the global value chain. Conclusions : It is important to plan out the compatibility with future environmental protection and trade liberalization, so it is important that building and operating a unified international rules. In addition, it is expected to be a big difference in the response of large and small companies even within the same country. It is obvious that being progress of small companies response will lead to increase the competitiveness of developing countries and environmental improvements in developing countries of the future product environmental regulations.

        철도 인터모달 운송의 효율적 운영을 위한 정보기술 적용 방안

        인터모달리티(intermodality)는 문전운송(door-to-door transport service)에서 적어도 이종(異種)의 운송수단이 통합된 방식으로 사용될 수 있도록 하는 운송의 특성을 가리킨다. 인터모달리티의 추진은 운송 및 물류 시스템의 효율성 제고뿐만 아니라 운송으로 인한 외부비용의 감소에도 유효하게 작용함으로써 그 중요성이 국제적으로 인정받고 있다. 최근 국내에서도 환경부하를 줄이고 지속가능한 운송체계 구축을 위해 인터모달 운송시스템 구축을 위한 정책을 추진하고 있으나 여전히 개선의 조짐을 보이지 않고 있다. 특히 육상운송에서 도로운송의 대체수단으로서 그 역할을 수행해야 할 철도는 각종 제약으로 인해 화주가 원하는 서비스를 제공하지 못하고 있어 대책마련이 시급한 실정이다. 본 연구에서는 지속 가능하면서 효율적인 물류를 실현하기 위해 인터모달 운송시스템 정비에 노력해 오고 있으며 특히 정보통신기술 등의 활용을 통해 철도 인터모달 통합운영체계 구축에 선제적으로 대응해 오고 있는 미국의 사례를 살펴봄으로써 국내 철도 인터모달 운송 시스템의 정비와 추진을 위한 제반과제에 대하여 검토해 보았다. Purpose : In this study, we have been trying to improve the intermodal logistics system to realize sustainable and efficient logistics. Especially, we will look into the cases of U.S. which has been preemptively responding to the construction of a railway intermodal integrated operating system through the use of information communication technologies and examine the various tasks for the maintenance and promotion of the domestic railway intermodal transportation system. Research design, data, methodology : The paper used a qualitative research methodology through the literature review. Results : In the U.S., information technology such as cargo identification, information systems for vehicle position tracking and monitoring, sensors and ITS have been important projects to improve the efficiency of intermodal transportation. Test and demonstration project have been carried out to identify the ITS techniques applicable to intermodal cargoes. As a result, the ITS architecture and its criteria have been set up for cargo identification technology that considers interoperability and security control. In Korea, it is necessary to construct a railway intermodal transportation system in terms of environment and logistics efficiency. For this, it is necessary to construct a real-time response system using system architecture setting for railway intermodal users, development of intermodal information system, interface development with other traffic information system, ICT. Conclusions : In Korea, measures are urgently needed that can provide transportation system and logistics service to meet the demand of shippers and to guarantee for social and economic growth. For this purpose, it is necessary to secure the accessibility, mobility and service improvement of the railway by securing the connection with other transportation and traffic information system. It is also necessary to develop railway intermodal transportation facilities over a long period of time, and to access them through a nodal point of view, but this requires time and costly constraints. This disadvantage can be solved by securing the flow of railway cargo without interruption by utilizing information technology such as ITS and ICT. It also has the advantage of contributing to the improvement of the environment by increasing the use efficiency of railway freight stations, vehicles, and transportation infrastructure. This study of intermodal transport in the United States is important that provides opportunities to assess current information and communication technologies and to identify issues to be studied in the future, as well as to anticipate changes and trends in the operation of domestic intermodal transportation systems.
