미국 뉴욕의 도시 관련 비영리단체 중 하나인 PPS는 1975년 창립된 이래로, 맨하탄의 도시 재생과 도시민들의 여가와 휴식을 위한 공공공간의 확보에 주력하고 있다. 이 단체에서 2005년부터 지역자치단체와 공동으로 "뉴욕시티 스트리트 르네상스 캠페인"을 시행하여 도시 교통정책의 변화에 촉매작용을 하였고, 뉴욕의 거리에 큰 변화를 가져왔다. 이로 인해 뉴욕시의 도로 공간은 자전거 이용자와 보행자를 위한 휴게공간과 쉼터, 광장으로 변모하여 지역 사회의 경제적, 문화적, 사회적 발전에 기여하였다. 따라서 본 연구에서는 도시 결절점과 도시 공간의 활용, PPS의 고유한 공공장소 조성 전략인 ‘장소만들기(placemaking)’에 대한 문헌 연구를 고찰하고, 현장답사를 통해 공간의 물리적 환경과 입지조건, 이용 행태를 관찰하였다. 이를 통해 수집된 자료를 종합적으로 고찰하고 특성을 도출하여 결절점을 유형화하고, 각 유형별 활용방안을 모색하였다. 도시 결절점은 다양하고 새로운 형태로 발전가능성이 높고, 주변 상권과 지역성에 따라 더욱 풍부하고 다양한 형태와 프로그램을 지니게 된다. 따라서 지리적, 문화적 도시 문맥에 따라 도시 결절점을 ‘장소’로서 기능할 수 있도록 재조성할 경우, 지역주민과 상권형성에 상당한 기여를 할 수 있을 것으로 판단된다. New York is one of the cities that rapid urbanization has progressed. Due to a number of factors that are omitted in the process of urbanization, New York occur a lots of urban problems. In order to cope with these problems, lot of research has been done on planning policies and methodologies. In 2005, PPS co-founded “ New York City Streets Renaissance campaign", a grassroots initiative that has catalyzed the transformation of the city’s transportation policy and brought sweeping change to New York City streets in a few short years. Therefore, in this study, analyze the 15 case studies of New York through the literature study and fieldwork. As a result of 15 sites of urban nodes, characteristics and form of space were a drastic change by primary components. So sites could be classified 3 types that ‘Traffic Island Type’, ‘Pocket Park Type’, ‘Street Park/Plaza Type.’ Urban node has the potential that more diverse develop into as urban open space. As the study result, place’s forms and programs depending on the surrounding commercial area and locality. Also, by its dynamic and varied public spaces, the city has an ideal environment for rest and enjoy. As a result, urban node as the ‘place’ in the city could be make more interesting and lively city life.

덕수궁의 양관 중 하나인 중명전(重明殿)은 근현대사에서 ‘장소’로서의 큰 의미를 지니고 있다. 1897년, 고종이 대한제국을 선포하며 왕실의 도서관으로 지은 최초의 양관이었으며, 1905년 을사늑약이 체결된 치욕의 장소이며, 1907년 헤이그 특사를 파견하도록 결정한 현장이기도 하다. 국민들의 무관심 속에 민간소유물로 방치되었던 중명전은 2007년 문화재청이 매입하여 정밀한 실측과 해체 작업을 통해 현재의 모습으로 복원되었다. 하지만 중명전은 사람들이 일반적으로 인지하고 있는 덕수궁 궁역과 물리적으로 분리되어 있어, 중명전의 존재 자체가 인식되지 않고 있는 실정이며, 인접한 민간소유건물들과 미국대사관 관저 등으로 인해 입구조차도 인식과 접근이 용이하지 않다. 복원과 일반인에게 개방 후 수 년이 지났지만, 여전히 이 일대는 서울 시내 어느 곳에서나 볼 수 있을 법한 정체성과 장소성이 부족한 공간으로 방치되어 있다. 중명전은 근현대사의 중요한 기억들을 담고 있는 중요한 장소이다. 비록 외세에 의해, 또한 우리의 무관심으로 인해 많은 변화를 겪었지만, 장소 자체의 중요성과 의미는 사라지지 않는다. 또한 장소가 기억하고 있는 정신과 혼은 강하게 남아있으며, 이는 결코 잊지 말아야 할 우리의 역사와 기록들이다. 중명전은 ‘빛과 광명이 그치지 않고 흐르는 전각’이라는 뜻을 지니고 있다. 현재 잠시 빛이 바랜 중명전을 물리적으로 재구성하여, 우리나라 역사 속의 아픔과 상처, 그리고 의지를 상징하는 공간으로 재계획한다. 이를 통해 역사 속에서, 그리고 국민들의 인식 속에서 다시금 그 의미를 회복하여, 역사와 기억의 빛이 그치지 않고 흐르는 새로운 중명전을 제안한다. Jungmyeongjeon, one of the western style building has great meaning as a "place". It was built in 1897 for library when King Gojong proclaimed of Korean empire. In the place, there were conclusion of Protectorate Treaty between Korea and Japan concluded in 1905 which is the beginning of the Japanese colonial period, King Gojong despatched special envoy to Hague to appeal the iniquity of the treaty to the international community. Jungmyeongjeon is belonged to Deoksugung but it is physically separated from it now therefore people do not recognize the existence of Jungmyeongjeon. It is surrounded by private buildings and official residence of the US ambassador, therefore not easy to perceive entrance and accessed. Jungmyeongjeon is an important place which contains significant memories of korean modern history. Although it had several changes due to public indifference and foreign power, the importance of the place does not disappear. And the history and spirit of the place still remains. We should not forget it. Jungmyeongjeon means "the palace of infinite light". We suggest restructure faded Jungmyeongjeon to new Jungmyeongjeon filled with eternal light of history and memories, recovering the meanings from the people realization and history.
