고정업무용 주파수의 경제적 가치와 합리적 대가 부과 방안

최근 정부는 주파수 이용방식에 있어 면허제를 도입하고 모든 면허권자를 대상으로 전파이용대가를 부과하고자 하고 있다. 이에 따라 주파수 면허별로 적정한 전파이용대가 부과체계에 대한 연구가 필요한 상황이다. 이에 본 연구는 국내의 다양한 용도의 주파수 중 고정업무용 주파수 중에서 국간중계(마이크로웨이브)용 주파수에 대한 합리적 이용대가 부과 방안을 모색해 보고자 하였다. 이를 위하여 마이크로웨이브 중계용 주파수의 경제적 가치를 도출하고자 4㎓ 대역 동 용도 주파수의 기회비용을 측정하였다. 기회비용 측정은 해당 주파수가 주어지지 않을 경우 대안 중에서 가장 낮은 비용이 소요되는 경우의 비용으로 파악하였다. 이때 최소비용대안은 현재 이용대역에서 더 높은 대역으로 이전하는 경우로, 해당 주파수의 기회비용은 현재의 전파사용료보다 최소 1.9배에서 최대 6.8배 정도 큰 것으로 파악되었다. 다음으로는 마이크로웨이브 중계용 주파수의 이용대가 부과 방식의 개선을 제안하였다. 즉 이용대가를 무선국에서 링크 단위로 바꾸어 주파수 사용량에 비례하여 부과할 것, 주파수 대역을 세분화하고 대역간의 가격 격차를 축소할 것, 현재의 서비스 계수 이용을 재고하고 공용화 및 환경친화 계수를 제외할 것, 최소전송거리 기준을 산식에 포함시킬 것 그리고 지역별 혼잡을 고려하여 지역계수 도입을 고려할 것 등을 제안하였다. The Korean government plans to soon introduce a license system for allocating the use of the radio spectrum. Accordingly, a license charge is also going to be introduced. This study proposes a reasonable approach for setting the radio-spectrum usage fee for fixed-links microwave relay. For this purpose, we attempt to measure the opportunity cost of using the radio spectrum in the 4GHz band. The opportunity cost is measured as the cost of a least-cost alternative for the use of the radio spectrum. The least-cost alternative involves moving the radio spectrum to an upper band. The opportunity cost of the radio spectrum amounts to 2-6.8 times the current spectrum usage fee in Korea. Our policy recommendations for the imposition of the radio spectrum usage fees are as follows. First, usage fees should be imposed on the links rather than on the radio stations, and fees should be proportional to the amount of radio spectrum used. Second, the band should be classified in detail, and price gaps across the band should be narrowed. Third, service factor should be applied carefully, and sharing and environment factors should not be used in the formula. Fourth, a minimum path length should be specified in the formula. Last, area factors might be introduced to reflect spectrum congestion in some regions.

최근 각국은 무선 광대역 서비스용 주파수 확보를 위하여 공공주파수와 방송용 주파수의 효율적 이용을 도모하고 있다. 본 연구는 해외의 공공주파수 및 방송용 주파수 관리 정책 동향을 살펴보고, 이를 참고하여 우리나라의 관련 현안에 대한 정책 방안을 제시하고자 한다. 공공주파수의 효율적 활용을 위한 정책 방안으로, 공공주파수에 대한 이용실태 조사, 공공주파수에 대한 기회비용 부과, 주파수 효율성 기금의 설치, 군주파수의 효율적 이용을 위한 유인 제공, 공공주파수에 대한 공유정책 도입 등을 제안하였다. 그리고 방송용 주파수의 효율적 활용을 위하여는 단기적으로는 방송통신발전기금의 부과기준 변경, 중장기적으로 상업용 방송주파수에 대한 할당방식 변경과 행정가격 부과를 제안하였다. This paper explores the policy alternatives to promote efficient use of spectrums for public use and terrestrial broadcasting, which are essential to provide spectrum for mobile broadband services. To this end, recent overseas spectrum management policies are introduced and utilized to provide domestic policy alternatives. For the efficient use of spectrum for public use, policy alternatives such as detailed survey of current usage of spectrum for public use, levying the opportunity cost, installment of spectrum efficiency fund, providing incentives for the efficient use of spectrum for military use, and introduction of shared use are proposed. For the efficient use of spectrum for terrestrial broadcasting, short-term policy alternative such as change of contribution rate base of the broadcasting - telecommunications development fund is proposed. For long-term policy alternatives, change of spectrum provision from designation to allocation for the spectrum for commercial terrestrial broadcasting and introduction of administered incentive pricing to public terrestrial broadcasting are proposed.

국가자원인 주파수의 효율적 활용을 위한 정책 대안으로 경제성에 입각한 시장 중심의 관리 체계의 도입이 적극적으로 검토되고 있다. 하지만, 국내에서 이동통신, 주파수 공용통신을 제외한 대부분 용도의 주파수에 대해 심사할당이 이루어져 경제성을 인식하기 위한 사례가 부족한 실정이다. 이러한 정책적 수요에 대응하기 위해, 본 연구는 국내 주요 용도별 주파수의 경제성 평가 대안을 제시한다. 먼저, 평가 대안으로 경매, 이익 접근, 벤치마크 접근, 기회비용 접근, 생산함수 접근 등이 적용 가능할 것으로 판단된다. 주파수의 경제적 가치 측정 방식은 경쟁적 수요, 제공 서비스의 수, 과거 이용대가 부과 사례, 주파수 활용 이외의 대안 등 용도별 특성에 따라 달라질 수 있음을 제안한다. 본 연구의 결과는 주파수의 경제성 평가를 객관화․체계화하는데 기여함으로써 관련 정책 수립의 기초자료로 활용될 것으로 기대한다. A market-based management system based on economic value is being actively considered as a policy alternative for the efficient use of radio spectrum. However, there exist insufficient cases for evaluating the economic value of radio spectrum in Korea. To address these policy demands, this study proposes alternatives to evaluate the economic value of radio spectrum. The auction, profit approach, benchmark approach, opportunity-cost approach, and production function approach can be considered as alternatives. Moreover, the applications of radio spectrum evaluation may vary depending on competitive demand, the number of services provided, cases of past-usage charges, and the existence of least-cost alternatives. The results of this study are therefore expected to be used as basic data for the establishment of related policies by contributing to objectification and systematization of the economic evaluation of radio spectrum.
