2014년과 2018년 교육감선거 입후보자 특성 비교 분석

이 연구는 2014년과 2018년 교육감선거 입후보자의 특성을 비교, 분석하여 이에 따른 시사점을 도출하고자 수행되었다. 2014년 교육감선거에 출마하였던 71명의 입후보자와 2018년 교육감선거에 출마한 59명의 입후보자를 연구 대상으로 하였으며 교육감입후보자들의 특성을 분석하는 기준으로 연령, 성별, 직업, 학력, 정치성향의 다섯 가지 항목을 선정하여 분석하였다. 분석 결과 입후보자와 당선자의 평균 연령이 높아졌고, 여성 입후보자와 당선자가 증가하였고, 현직 또는 전직 교수 경력의 입후보자수와 당선자수가 가장 많았으며 현직교육감의 재선비율이 압도적으로 높았으며, 진보성향 교육감의 비중이 높아진 것으로 나타났다. 이러한 결과에 대해서 교육의 정치적 중립, 전문적 관리의 원리, 주민대표성, 현행 교육감선거제도와 이에 따른 후보자들의 선거운동전략의 측면에서 시사점을 도출하였다. The study aims to research the candidates’ traits of the election for superintendent of education in 2014 and 2018, and derive the implications by analyzing the similarities and differences between the candidates. The study examined in 71 candidates for superintendent of education in 2014 and 59 candidates for superintendent of education in 2018 and five categories were selected for the purpose of analyzing the traits of the superintendent of education candidates : age, gender, occupation, academic background and political tendency. According to the analysis, the average age of a superintendent of education has increased and two female superintendents have been elected since the election of superintendent of Busan in 2010. In the political tendency, In 2014, the progressive superintendent candidates were elected in 13 regions, while in 2018, the progressive superintendent candidates were elected in 14 areas except for three regions. This strong influence of progressive superintendents can be seen as a major factor in the success of candidates unification in 2014, candidates of progressive parties were overwhelmingly elected in the elections for local governments and the political tendency of all 12 current superintendents of education worked because they are all progressive tendency except in Daejeon. In the 2018 election, the percentage of incumbent superintendents elected in the same as the results in the 2014 superintendent election, further research is expected to provide more interesting implications if studies on superintendent of education s current premium are conducted.

교육학 연구의 보편적 분석틀 정립과 교육재정경제학 분야에의 적용가능성 탐색

본 연구는 교육학 분야에서 수행된 연구동향 분석 연구의 보편적 분석틀을 정립하고, 교육재정경제학 분야의 연구동향에 적용하여 보편적 분석틀의 활용가능성을 탐색하기 위한 목적을 지닌다. 기존의 연구동향 분석은 연구자의 관심이나 학문의 특수성, 선행연구의 방법, 분석 대상 논문 등에 따라 각각 상이한 분석 기준을 사용하여 연구동향 분석 연구의 일관된 체계를 파악하기에는 다소 어려움이 있었던 것이 사실이다. 본 연구에서는 정립된 분석틀을 활용하여 교육재정경제학회의 학문적 흐름을 일관된 분석대상을 통해 고찰하기 위해 「교육재정경제연구」창간호부터 2017년 제26권 제4호까지에 게재된 논문 총 612편을 대상으로 하여 그 적용가능성을 탐색하였다. 분석 결과 연구목적 측면에서는 실태분석 및 개선 방안에 관한 연구가 가장 많이 이루어졌으며 모형소개·개발·적용에 관한 연구(107건, 17.5%), 이론소개 및 적용에 관한 연구(32편, 5.2%) 순으로 실시되었다. 연구 주제별 분석 결과 국내 연구는 555건(90.6%), 국외 및 국내·외 비교 연구는 57건(9.4%)으로 나타났다. 국내 연구에서는 재정연구가 329건(53.7%)으로 경제연구 226건(36.9%)보다 103건 더 많은 것으로 나타났다. 연구방법 측면에서는 문헌연구방법이 285건(46.5%)으로 가장 많고, 양적연구(고급통계)가 138건(22.5%) 순이었다. 연구 대상별로는 2000년대 이후의 영·유치원에 관한 연구가 1990년대에 비해 소폭 상승하긴 하였으나, 여전히 가장 적은 비중으로 다루어지고 있음을 알 수 있었다. 이와 같은 분석 결과는 교육학 분야의 보편적 분석틀의 정립가능성을 보여주었고, 이를 통해 간학문적 연구가 활성화되고 있는 현 시점에서 교육학 내 분과학문간 연구동향의 유사점과 차이점을 하나의 기준으로 살펴볼 수 있다는 가능성을 제시한 것에 의의를 찾을 수 있다. 또한, 보편적 분석틀 활용에 따라 연구자별로 다양한 의미로 혼란스럽게 활용되고 있는 ‘영역’, ‘내용’, ‘주제’ 등의 용어 사용 기준을 제시하였다. This study attempted to establish a universal framework for analyzing trends in the field of education, and apply it to research trends in the field of education finance and economics in order to utilize the universal analytical framework. The existing analysis of research trends involves finding a consistent system of research trend analysis, using different analysis criteria depending on the interest of researchers, the special nature of studies, methods of prior studies, and the thesis under analysis. In this study, the total academic trends of The Journal of Economics and Finance of Education used for analytical units. As the analysis results, the research on condition analysis and improvement methods was conducted the most, and the study on model introduction, development and application (107 cases, 17.5%), and theoretical introduction and application (32 cases, 5.2%, Analysis by subject showed that there were 555 domestic studies (90.6%) and 57 domestic and overseas comparative studies (9.4%). A domestic study found that there were 329 financial researchers (53.7%), 103 more than economic research 226 (36.9%). From the perspective of research methods, literature was studied the most with 285 cases (46.5%), followed by quantitative research with 138 cases (22.5%). By subjects of study, it was found that although the study of primary and secondary schools increased slightly from the 1990s, they were still treated with the lowest percentage. These findings show the possibility of establishing a universal analytical framework in the field of education. Further, the standard usage of the term areas , content , topics , and other criteria, which have different meanings, is provided by the analysis frame.
