From the comparative perspectives, this paper aims at analyzing efficiency indices related with performance of the old industrial complex in Korea. To examine the status quo of old industrial complex, it applies Data Envelopment Analysis(DEA) and its derivative methods. The study covers nationwide 73 general industrial complex. For the in-depth analyses, this study compares 2014 values based on the DEA models and technical productivity growth values derived from the Mamquist productivity index models between 2009 and 2013 in the old industries complex. Major findings are as follows: first of all, in the DEA models, 23 old industrial complex mark the higher input-oriented BCC efficiency values. Among them, the efficiency value of 18 old industrial complex is "1". In contrast, the median and lower efficiency values are observed in the 29 and 21 old industrial complex, respectively. Secondly, technical productivity growth values based on the Mamquist productivity index models record about 2.9% increase per year between 2009 and 2013. Among 73 general industrial complex, 44(60.3%) yield positive results in the technical productivity growth. In contrast, 22(30.1%) experience decrease in the technical productivity growth values during the 5-year period. The rest 7(9.6%) show stagnant in the same categories. In terms of technical change, the technical indices have increased 0.1% in average. In specific, 30(41%) old industrial complex present positive values in the technical change indices. However, the opposite are true in 41(51.1%) old industrial complex. In addition, the average productivity index change is 3%. Among them, 51(69.9%) gains positive productivity index change and the opposite records are observed in 22(30.1%). These results imply the fact that the basic regeneration policies for the old industrial complex may require a series of counter-measures reflecting the efficiency values. Among them, these industrial complex should pay due attention to ensuring sustainable workforce, going beyond physical improvement of industrial facilities.

This study focuses on major topographical factors which exert significant impact on land price of dilapidated residential complex in Cheong-ju. Specially, it pays attention to the relative importance of topographical factors and their dynamic relationship. In order to treat the topographical data on the dilapidated residential complex in Cheong-ju, this study heavily depends on commercial software packages. After accumulating sufficient amount of empirical data which would reflect topographical characteristics, it tries to categorize key attributes of various factors. In specific, it focuses on variables on height, slope, and surface direction. In addition, it adds variables on the road width and residential areas in the equations. After repeated experiments, it finds that there exists positive relationship between land price and road width. Among topographical factors, slope forms the strongest negative relationship against land price, followed by height and surface direction. In the regression analyses, both height and road width are statistically significant. In contrast, slope, surface direction, and residential areas are not statistically meaningful. These results imply that road width and height are two key factors in deciding land price changes of dilapidated residential complex in Cheong-ju.

This research aims at designing policy alternatives which would facilitate the supply of the national rental housing units, especially targeted for the low-income households who need special types of social support for their residences. In order to illuminate structural characteristics of the national rental housing policies, it heavily depends on collection of secondary survey data, in addition to existing documents. From the institutional dimension, it focuses on major issues related to the residential development, which is pivotal in supplying the required national rental housing units. Furthermore, applying causal loop diagramming techniques derived from the System Dynamics (SD), it tries to divulge dynamic relationships between key stakeholders including the government, developers and tenants. Finally, this research stresses the point that the government should fulfill its basic duty as a financial supporter and the developer should not procrastinate in providing diverse options, timely reflecting tenants` needs.

본 연구는 교육부, 학교현장, 건축가, 기업 등 관련 기관의 정책수립, 운영계획수립, 시설건립 등 다양한 사업추진과 밀접한 관계가 있는 '안전체험교실 시설모형을 개발'하기 위하여 안전체험교실에 적용하기 위한 필수 교육프로그램을 도출하고 단위공간 조성과 이에 대한 구성요소 및 활용방안을 제시하는데 목적이 있다. 본 연구는 5단계로 내용을 구성하였다. 첫째, 안전교육 수행 및 시설계획 기본방향과 관련한 문헌을 분석하였으며, 둘째, 공간규모, 시설구성 등 공간조성 실태와 운영실태분석을 바탕으로 안전교육 체험교실 실태를 조사하였다. 이를 기반으로 기존 안전체험교실의 장 단점을 분석하고 델파이 조사 및 전문가 참여디자인을 통하여 5가지의 시설모형(안)을 개발하였다. 최종적으로 개발된 안전체험교실 시설모형(안)은 1) 교통안전(보행안전, 차량안전, 지하철안전) 2) 응급처치(응급구조, 신고요령) 3) 재난안전(화재 대피안전, 지진 생활안전) 4) 승강기안전(승강기안전, 에스컬레이터안전) 5) 약물 및 폭력안전(흡연 음주안전, 성폭력안전, 식품안전)에 대한 체험존과 각 영역의 세부 안전체험공간이다. 이러한 과정을 통해 개발된 안전체험교실 시설모형(안)은 학교현장의 수용 가능한 공간적 규모에 따라 각 모형을 조합 또는 분리하여 안전체험교실을 조성할 수 있을 것이다. The purpose of this study is to derive education programs for safety training class, create unit spaces and present components and methods of utilizing the spaces for the development of facilities models closely related to various policy, operation plan and facility construction projects promoted by related institutions such as the Ministry of Education, schools, architects and companies. This study is divided into five steps. First, we reviewed the literature related basic directions for safety education and facility plan, second, field survey included both field conditions such as spatial size and facility configuration and analysis of operating conditions like hours of operation and personnel. Base on literature review and field survey, it were used to analyze strengths and weaknesses of existing safety training classes, and five facility models was developed based on the Delphi method and expert participatory design. The result show that the facility models (drafts) of safety training class were developed as follows: (1)the facility model for traffic safety(pedestrian safety, vehicle safety, subway safety) (2)the facility model for first aid(emergency rescue, how to report) (3)the facility model for disaster safety(fire evacuation safety, life earthquake safety) (4)the facility model for elevator safety(elevator safety, escalator safety) (5)the facility model for drugs and violence safety (smoking drinking, sexual harassment safety, food safety) The safety training class can be composed by combining or separating each module according to affordable space size of each school.
국토정책이 지역 간 인구이동에 미치는 영향에 대한 프로토타입 모형 개발

National territorial policies require a series of dynamic simulations, which would facilitate effectiveness measuring and forecasting works geared towards territorial policies under consideration or implementation. This paper aims at designing an integrated prototype for the proposed territorial policies. After the simulation exercises for the Ochang Industrial Complex(OIC) in Chungbuk Province, this study firstly finds meaningful mismatch phenomena between housing and population increases as the in-migration time lag seems inevitable even after the housing construction is in a mature state. Secondly, the OIC development exerts more significant impact on the number of employees than that of business units. Thirdly, in- and out-migration orders are different during the first and second stages of OIC development. That is, Chungbuk Province records the largest in terms of in-migration volume, followed by the Capital and Non-Capital Regions. Even though Chungbuk Province ranks the top position in the out-migration volume, the rank of the Capital and Non-Capital Regions is reversed: the our-migration volume towards the Non-Capital Region outruns that of the Capital Region.

1. CONTENTS (1) RESEARCH OBJECTIVES The objective of the research is to provide land use planning strategies of commercial lands within residential land development districts. (2) RESEARCH METHOD This study focuses on analysis of sale price in commercial lands. The research includes the followings: examining the properties of districts and calculation methods of sale price in commercial land. In addition, this study is interested in the change in profitability according to the allocation types in commercial land and suggests several planning guidelines on considering consumer preferences in commercial land. (3) RESEARCH FINDINGS The sale price difference becomes almost double reflecting preference of individual district in commercial lands. Therefore, it is necessary that land use planning in commercial land are required in preparing plans related to properties of consumer prices.

The purpose of this research is to study the consciousness of participants in the public environmental design in Cheong-ju. The contents of this research consist of two main parts. The first part is to review the concept of the public environmental design and the projects of the public environmental design in Korea. The second part is to analyze participants’ consciousness on the public environmental design. The results show that the consciousness of participants on the public environmental design is different in Cheong-ju. Users’ views emphasize ‘economical efficiency’ and ‘Usability’ on the public environmental design. Executives’ views emphasize ‘sustainability’, ‘safety’ and ‘landscape’ on the public environmental design. Specialists’ views emphasize ‘sustainability’ and ‘landscape’ on the public environmental design. The research shows that the public environmental design must be planned and executed, based on the characteristics of participants’ views.
