영국정부와 경찰은 경찰개혁법(Police Reform Act 2002) 등에 의한 혁신 정책의 시행 이후 치안서비스 분야에 있어서 많은 성취와 발전을 거듭하여 왔다. 그러나 보다 안전한 지역사회의 확보는 단순히 경찰조직만의 문제가 아닌 중앙 및 지방의 공공기관과 모든 지역사회 구성원들이 공동으로 참여할 때, 그리고 핵심이 되는 책임기관과 조직들이 보다 강력한 책임의식을 갖고 있을 때에 진정한 효과를 보여준다는 점이 경찰혁신이 지속되어야 하는 이유로서 자리매김하고 있다. 최근의 영국 정부의 치안혁신의 모습과 미래의 비전을 조망해 본다. 1.The British government and the police are working together with a whole range of other agencies and partners to build safer communities. This paper raises critical questions relating to options for reform of the British police service. No institution, be it a private business, voluntary association or public service, can be immune to the changes in British society. The pace and scope of change - to the way people work, to their family life, and to how they live - present a huge range of challenges to all public services. Added to these demographic and technological changes is a rise in people’s expectations and aspirations for their services. Analytic Radiation Models of a Microstrip Line on a Slotted Ground Plane

In this Letter, analytic models for EM radiation analysis of a microstrip line (trace) on a slotted ground plane are proposed. The EM radiation is separated by the effects of trace and slot, and analytic radiation models for each effect are presented. The radiated electric field in the far region is calculated at a frequency up to 10 GHz, and the effect of the slot size on the radiation is examined. The proposed models are in good agreement with the numerical results while requiring a negligible computation time.

This paper examines a disadvantage of low-frequency magnetic shielding measurement based on MIL-STD-188-125-1. A rectangular loop antenna is proposed as an improvement over conventional circular loop antennas for measuring magnetic shielding. Simulation and experiment are used to demonstrate that the proposed rectangular loop outperforms the circular loop for a more reliable shielding measurement at low frequency range.

This study analyzes the low-frequency magnetic shielding effectiveness (SE) of a metal plate, in terms of diffusion and slot effects, by conducting a numerical simulation and implementing an analytical solution. When the metal has a low conductivity, the SE is dominated by the diffusion effect. However, when the conductivity and frequency both increase, the slot has a major influence on the SE. These results can be used as guidelines in the shielding design and SE requirements of electromagnetic pulse protection facilities.

How to Develop the Private Security Industry in Korea : the Need for More Macroscopic Approach

한국에서도 민간보안(경비) 산업은 미국이나 호주, 서유럽 국가들 못지 않게 급속한 성장세를 보여 왔다. 그러나 한국의 민간보안 분야는 서구 사회에 거의 알려지지 않아 왔으며 특히 유럽 세계에서는 더욱 그런 현상이 두드러져 이 분야의 실무적, 학문적 발전을 위해 향후 많은 연구 발표가 필요함 강조되고 있다. 본 논문은 그러한 맥락에서 한국의 민간경비의 성장, 구조, 그리고 관련 법규정에 대한 일반적인 분석을 시작으로 특히 최근 한국의 민간보안산업이 당면하고 있는 중요한 이슈와 문제점들(교육훈련의 질 부족, 오경보 문제, 보안 기술의 대외 의존도, 민간수사원 제도의 부재, 민간보안산업과 경찰의 협력 관계 등)을 짚어보고 그 해결책들을 제시하였다. 연구분석을 통해 다른 많은 선(중)진 국가들과 마찬가지로 한국에서도 가파른 성장세에도 불구하고 거시적인 입법적 틀의 부족과 보다 종합적인 법규정의 필요성이 발견되었다. The private security industry has been developing in South Korea as rapidly as many other advanced countries, such as the US, Australia and Western European countries, in term of volume. However, South Korea is one such country where there has been little published and this paper seeks to provide some baseline information on the growth, structure and regulation of the private security industry. The paper also explores some of the major issues and problems confronting the industry and the findings suggest a familiar picture found in most other security industries of spectacular growth, gaps in the legislative framework and the need for more comprehensive regulation.

본 연구는 2014년 상반기에 3개 대학에서 시범운영된 경찰실습학점제를 수강한 대학생들을 대상으로 자료를 수집․분석하여 실습프로그램에 대해 실증적으로 평가하였다. 분석결과, 참여 대학생들은 경찰실습학점제에 대하여 전반적으로 매우 만족하고 있는 것으로 나타났다. 한편, 실습담당경찰관과 실습운영 변수가 실습만족도에 영향을 미치는 것으로 나타났으며, 실습체계 변수는 영향을 미치지 않는 것으로 나타났다. 또한 시범운영 대학들 사이의 실습만족도와 실습운영, 실습담당 경찰관에 대한 인식에서 차이가 발견되었다. 그리고 대학생들은 실습학점제가 전공학습, 경찰실무와 형사사법체계에 대한 이해, 협력치안의 중요성 인식, 향후 경력설계에 효과가 있다고 응답하였으며, 무엇보다 향후 경찰관으로 취업하는데 도움이 될 것이라고 생각하기 때문에 지속될 필요성이 있다고 인식하고 있었다. 분석결과를 바탕으로 경찰실습학점제의 개선을 위해 실습 전담경찰관 지정, 실습운영 개선을 위한 구체화된 표준가이드라인 설정, 학점이수자에 대한 인센티브 고려를 비롯하여 실습시간과 현장수업과 야간실습 비율의 확대, 사전홍보 활성화 등 시사점을 제시하였다. This study empirically assessed the internship credit system based upon the data gained from those trainees of the police practicum credit system’s pilot programs at three different universities in South Korea. The research found that overall the college participants in the program were highly satisfied with the program. The police tutors and the practicum operation as independent variables did affect the level of the trainees’ satisfaction while the system itself did not influence it. There were significant differences in the level of trainees’ satisfaction and the operation of the system and the perception of the police tutors among those three university student groups. Furthermore, it was revealed that the trainees expected the police practicum credit system would be effective for learning of a major field, comprehension of police practice and criminal justice system, perceptions about cooperative policing and making plans for trainees’ future career. Above all, students consider the police practicum credit system will be helpful for their police job application in the future and so the program should sustain later on. In conclusion, main suggestions which were gained from the findings are the designation of police practicum officers for the improvement of the system and program, the establishment of specific and standardized guidelines for the program operations, the consideration of incentives for successful trainees, the extension of the time period of practicum and practical field training and night practice sessions, and more publicity of the system in advance.
