본 연구는 한국수자원공사가 다년간에 걸쳐 BSC 기반 성과관리시스템을 구축하고, 문제점을 보완하여 이를 재구축하는 과정을 사례화함으로써 향후 성과관리를 구축하거나 고도화하려는 타 공공부문에 시사점을 제공하는 것을 그 목적으로 한다. 한국수자원공사의 성과관리시스템은 2006년 기점으로 그 전의 도입기와 그 후의 재구축기로 나뉜다. 도입기에는 BSC기반으로 성과관리시스템을 도입하였는데 이 시스템으로는 성과평가를 위주로 운영하였다. 따라서 전략경영과의 연계부족, 성과지표의 보수적 구성, 성과측정의 관대함, 구성원 합의 도출 곤란 등의 문제가 지속적으로 제기 되었다. 한국수자원공사는 나타난 문제점을 보완하고 전략실행의 도구로 운용하기 위하여 성과관리시스템을 재구축하였다. 공사는 새로운 성과관리시스템을 운영하여 많은 성과를 구현하고 있다. 성공적으로 성과관리시스템 고도화를 이루기 위해서는 구성원들이 성과관리시스템 운영 및 피드백 프로세스에 참여하는 것이 중요함을 인식하여 한국수자원공사는 구성원 평가피로감을 저감하는 등 참여에 대한 동기부여 방안을 시도하고 있다. The objective of this study is to prepare a case in that K-Water, one of the highly evaluated public corporations in Korea, originally implemented and rebuilt its performance management system (PMS). The K-water’s PMS has two distinct stages in terms of its developments and operations. The first stage is a BSC based PMS. The first stage PMS had shown some pitfalls such as the lack of link to strategic management, the paternalism in selecting and measuring performance indicators, and the limited participations and supports from employees. The second stage is a rebuilt PMS. K-water implemented the second stage PMS not only to mitigate the faults of the first system but to upgrade PMS so that the system can be updated based on feedbacks from everyday operations. K-water has introduced an interesting policy to lessen employees’ fatigue caused by lots of preparation workload for corporation evaluations. K-water recognizes that the voluntary participation of employees in the company’s various performance creation processes is critical to successful implementations as well as continuing operations of PMS.
