한,일 양국 도시경관제도 비교 연구

현재 도시경관에는 역사적으로도 가치가 있고 양호한 경관요소로도 손색이 없는 요소와, 난개발로 인해 경관을 저해하는 요소 등이 산재되어 있다. 본 연구의 목적은 한국과 일본 양국의 경관법 개요 및 내용을 비교분석을 통해 도시경관제도 개선을 위한 기초자료를 제공함에 있다. 본 연구에서는 경관관련 문헌과, 한국과 일본 양국의 경관법을 기초로 하여 개요 및 내용을 주요항목별로 비교분석하였다. 이는 법의 유사성과 상이성을 검토함으로써 도시경관제도 개선에 적용할 수 있는 내용적 범위를 살펴보기 위함이다. 또한 한·일 양국의 도시경관제도의 비교를 통한 결과를 도시경관요소의 보존과 정비·개선의 필요성이 있는 요소를 도출하였다. 그 결과 주민 및 행정에 의한 자발적 참여가 이루어 질 수 있는 도시경관제도 개선 방안을 제안하였다. 이는 지역환경적 특징을 가짐과 동시에 주민의 역사가 담긴 양호한 경관형성을 이루는데 밑바탕이 될 것이다. The City are teeming with elements with historical values and great landscape qualities and, at the same time, elements that have negative impacts on landscape due to reckless development. The purpose of this study was to improve the Urban Landscape system by investigating the Survey of Residents` Awareness. For that purpose, provide in the data base for improvement of A Comparative Study on Urban Landscape of Korea and Japan Based on the landscape literature and the landscape laws of Korea and Japan, the investigator compared and analyzed the overviews and content according to the major items in order in order to identify the content scope applicable to the improvement of the Urban landscape system by reviewing similarities and differences between different laws. In addition, the comparative on urban landscape of the Korea and Japan were examined to use the results as the criteria to select urban landscape elements and identify the elements requiring preservation, arrangement, or improvement. The stubby thus proposed a way to improve the Urban Landscape system to induce voluntary participation on the parts of residents and administration. The results of the study will build a foundation for creating favorable landscapes containing both the features of the local environment and the history of the residents.

도시내 미활용 학교부지의 효율적 활용에 관한 연구

In recent years, the change of urban function and the decrease in birth rate have given rise to merge, abolition and relocation of the existing schools. This study explores the possibilities for various land utilizations of disused school sites, using the trial case of 'M' elementary school at Bu-pyung Gu in Incheon Metropolitan City. 'M' elementary school has recently happened to need no more land to build another school because of decreasing the number of students. Firstly, it studies the land reuse theories in city, the development methodologies of disused sites and the legalistic and political authority and limits. It analyzes the urban spacial values and roles, such as the educational roles, spacial functions and development values of the land. In addition, this study make a questionnaire of local residents to converge the public opinions on the utilization of disused school site. Finally, it proposes the principal direction for the effective appropriation and an alternative for exploitation of school site targeting disused school site of 'M' elementary school.

행정심판을 통한 위반건축물의 처분유형에 관한 연구

위반 건축행위는 주로 증축, 개축, 대수선, 용도변경에 의해 이루어지고 있다. 위반건축물은 허가권자의 단속과 민원제기로 적발되고 있으며, 지속적인 단속과 시정명령 및 이행강제금 등의 행정처분에도 불구하고 감소하지 않고 있다. 더욱이 위반행위 건축주는 허가권자의 행정처분에 불복하여 행정심판 및 행정소송 등 이의신청 건수는 줄지 않고 있는 실정이다. 위반 건축행위로 인한 정확한 세금징수의 어려움, 국민의 재산권 제한 등으로 사회적인 문제로까지 확대되고 있어 최근 4년간 위반건축물의 행정심판 재결례를 통하여 처분 유형을 분석하여 국민이 쉽게 이행하고 체감할 수 있는 건축법의 인허가 절차의 단순화 개선과 규제내용의 명료화, 건축물관리법에 따른 건축물에 대한 수시점검 관리를 위한 제도개선, 행정심판의 재결례를 공개하는 행정제도 개선, 건축법의 이행강제금의 부과를 경제적 이익에 대한 환수조치 개선의 필요성을 제도적 개선과제로 도출하였다. Violation of construction is mainly done by extension, renovation, algebra, and change of use. Violation buildings are being detected by crackdowns and complaints of licensees, and they are not decreasing despite administrative dispositions such as continuous crackdowns, correction orders, and enforcement penalties. Moreover, the number of objections such as administrative judgments and administrative litigation has not decreased because the owner of the violation is opposed to the administrative disposition of the licensee. The problem of the correct tax collection due to the violation of the building act and the restriction of the property rights of the people are extended to social problems. In the past four years, the disposition type has been analyzed through the administrative trial of the violation building, and the simplification of the licensing procedure of the building law that the people can easily implement and experience, the clarification of the contents of the regulations, the improvement of the system for the frequent inspection and management of buildings under the Building Management Act, The necessity of improving the recovery measures for economic benefits was derived as an institutional improvement task.

"SE HAN DO(歲寒圖/ Jeonghee Kim 金正喜/ 1844)", the masterpiece of the "literary artist's paintings"(文人畵) is used as a 'TEXT‘(: parole) and analysed to show how artist's value and social-cultural ideology (as a 'CONTEXT':langue) are projected to the space and architectural vocabulary.

In recent years, schools in the urban areas are also showing their interest in the integrated school and considering adapting the actual operation method. That is why decline of the school-age population is not limited to rural areas any more, and decreasing number of students in urban schools is raised as a social issue to reconsider the continuation of schools. To solve the problems of the small-scale schools in the urban area, the integrated school is being considered as an alternative. Furthermore, the newly built schools in the urban development areas are also planned as the integrated school. Accordingly, the purpose of this study is to examine the cases of integrated schools in urban area of developed countries and to analyze their architectural planning considerations in practice.

GIS기반 학생배치·학교설립시스템 개선방안 연구

The recent decline in the school-age population has led to a more conservative and conservative approach to the establishment of schools. In the judgment of school establishment, it is required to make a decision method that can make objective and comprehensive judgment of various situations rather than local analysis of a single school. In this changing situation, EduFine system and placement establishment system were introduced to comprehensively analyze the feasibility of student placement and school establishment. However, the EduFine system of the Ministry of Education has few users because it is difficult to use education and it is difficult for users to use. Based on the GIS, the placement establishment system was able to analyze the number of students and the status of apartment buildings in a comprehensive manner. But placement establishment system has been used mainly in support of investment assessment rather than research. Therefore, there is a need to increase the utilization of users by linking two systems or integrating them into one system. In this study, we want to derive the functions to improve the GIS - based layout establishment system through user analysis such as comparative analysis and survey of existing systems. In particular, the purpose of the study is to improve the function of system, to improve the students' placement ability and the school establishment work ability and to improve the user satisfaction.

디지털도구를 이용한 건축기초설계 교육사례연구

This paper is base on the Thought that digital Architecture and Digital design tools cannot be seperted as like Architevtural Design and Architectural Drafting tools. So the purpose of this paper is to show that the interactive 'Architectural Basic design' practice with Digital tools and there tranning method. This example of the pratical assignments in class("Architectural digital drafting" and "Architectural Basic Design") are focus on tranning spatial perception in real space and digital -cyber space. And these practical samples are using the primary step in The Digital Architectre.
