In this study, the degree of performance changes between the guaranteed performance and the performance after a certain operating start time is calculated by using the performance test of gas turbine CHP. The reason of the performance degradation will then be analysed. For some results of the CHP plant performance tests the comprehensive electric power output was 8,380 kW lower than the guaranteed performance, and the gas turbine's output was reduced to about 250 kW whenever ambient temperatures rose to 1℃. Also, causes of the performance degradation of gas turbines are ambient temperature rise, temperature aging and air compressor's efficiency drop.
최근 문화를 이용한 도시재생의 관심이 증가하면서 문화행사 및 프로그램, 문화예술인 지원 등을 통해 지역 커뮤니티 강화 및 이미지개선, 장소의 활력을 불어넣으려는 시도들이 증가하고 있다. 본 연구는 국내 여러 가지 형태로 나타나고 있는 문화예술인들의 집적공간 중 공공지원의 정도가 다른 세지역(문래창작촌, 부산또따또가, 광주대인예술시장)을 대상으로 문화예술가들의 창작과정에서 보여주는 창조네트워크를 분석하고자 한다. 자생적으로 탄생한 문래창작촌, 공공지원에 의해 조성된 또따또가, 중간 성격인 대인예술시장의 공간적 특징과 창작과정의 창조네트워크를 비교 분석하여 각 지역의 특성에 맞는 정책적 시사점을 도출해 보고자 한다. 본 연구의 구성은 문화예술에 기반한 도시재생과 관련한 선행연구 고찰, 사례 창작촌의 형성과정 고찰 및 각 지역의 창작과정의 특징, 예술가들의 창조네트워크 특성, 활성화를 위한 정책적 시사점으로 이루어졌다. Recently, cities have increasingly invested resources in culture and art policy, from physical districts with public investment in a catalytic development, to informal program that recognize existing clusters of artists. This study is focused on the artist"s work process as a catalyst for urban revitalization. In this light, we speculate how artists create their works through actor networks in Mullae in Soeoul, Kwangju Daein Art Market, Totatoga in Busan. For this study, we reviewed previous papers and carried out field survey, and conducted in-depth interviews to look into the evolution of three districts in Seoul, Kwangju, Busan. we used social network analysis to look at the way of collaboration and flow of idea during creative process. We find that networks of artist is represented as three characters; variety of actors, centralization, spatial proximity. With unique assets of each districts, we can classify three district with private leading, public leading, hybrid. For better place, formal and informal planning tools are needed to keep artist creating networks.
In knowledge based economy, growth of the city could be explained with the urban setting like as talent, knowledge, specific industry, environment of cities. However talent and knowledge space is distributed unevenly, Florida is emphasized that growing area is opened in variety and creativity from talent. This research is study primary of spatial structures in Korea city-region which applies the creative index of Florida for 3T (Talent, Technology and Tolerunce). 3T index are applied that talent index is creative core and creative professional, technology index is the number of patent, tolerance index is number of foreigner and high-ranked women employee. The creative class and professional core and high-ranked women employee data is extracted from The National Statistical Office 『industry·occupational by employment investigation』 2008 and patent data extracted The Parents Administration 「Year of Parent 2008」, foreigner ratio used with Immigration Bureau 「qualification by applied an area by alien registration 2008」. with 3T indexes, we analysis the spatial characters of distribution of talent, technology, tolerance and rank or hierarchy of city-regions.
As a way of building governance over decision-making process for urban plans, a committee plays various roles such as consult and review etc expanding its functions and roles. However, in regard to roles of the committee for urban plans, there are no enough studies on functions and roles of the committee due to insufficient case studies. Therefore this study tried to conduct a case study on functions and roles of a committee on a basis of review details prepared by the Central Urban Plan Committee which is assigned to the Ministry of Land, Transport and Maritime Affairs and which is the highest committee among the urban plan committees. We have analyzed each item based on details of the cases in 2009 which are available to open by the said committee. Through this, we have classified functions and roles of a committee as 3 big organs in terms of a process of development project, the final review organ, the beforehand deliberation organ and an indirect review organ of other committees. We have investigated functions by each stage of above. In the future, that committee needs to expand its functions and roles to consult and coordinate policies. It is important that this study was carried based on a concrete material of review details of the Central Urban Plan Committee. And it will pave for the study into committees with a concrete and substantive academic access.
Today, creativity forms the core activity of a growing section of the global economy-the so-called “creative economy”. As the same way, the ‘creative city' has become a global movement reflecting a new planning paradigm for cities. A creative milieu in city can be a building, a street an area, a district, a city or a region. Especially, UNESCO and the Council of Europe began to investigate the cultural industries. Its focus was how arts and cultural concerns could be better integrated into the planning process for the city development. This paper could be connected with that planning paradigm in part of reviewing artist habitat district. This paper aims at analysis of spatial perspective and non-spatial factor which are made by artists, called actor networks in artist community, Mullae where various fields of artists are naturally habitated. Mullae artist village's spatial characteristics are variety, complexity, placeness. They were living and creating works by muti-items, that land and buildings were composed of manufacturing and residency, creating, exhibition, performing, imaging etc. Most artists think that place is “creative place” which have creative environment and opportunity of creative network. Furthermore, creation networks is represented with borderless, intra-cluster, variety.
