3D 수화 애니메이션을 위한 팔과 손의 통합된 키 프레임 에디터

서로 다른 언어 사이의 언어 장벽을 극복하기 위한 한 방법으로 CG 애니메이션 기술을 이용한 수화통신 시스템이 연구되고 있다. 이 시스템에서 하나의 수화 애니메이션을 생성하기 위해서는 그 제스춰에 해당하는 팔과 손의 관절 각을 결정해야 한다 그러나 현재까지 시행착오적인 방법으로 관절 각을 계산하였기 때문에 애니메이터의 숙련도에 의지할 수밖에 없었다 따라서 본 논문에서는 이러한 문제점을 해결하기 위하여, 쉽고 빠르게 3차원 수화 애니메이션을 위한 팔과 손의 키 프레임을 함께 생성할 수 있는 통합된 키 프레임 에디터를 제작한다 구현된 키 프레임 에디터에서는 관절 각 계산에 역 운동학을 이용하였으며, 양팔과 20개의 손가락 관절에 통일한 변환 행렬식을 이용 할 수 있도록 표준화하였다 실험 결과 본 논문에서 제시한 에디터를 이용할 경우 이종언어간의 수화통신에 사용되는 수화 파라미터 사전을 좀더 효율적으로 생성할 수 있음을 확인하였다. As a means of getting over the linguistic barrier between different languages, a sign-language communication system using CG animation techniques has been studied. In order to generate a kind of sign-language animation in the system, the joint angles of the arms and the hands corresponding to the gesture have to be determined Up to date, however, the values of joint angles have been decided by trial-and-error methods based on the animator's experiences To overcome the drawback, m this paper, we design an integrated keyframe editor of the arms and the hands for 3D sign-language animation with which we can easily and quickly generate the keyframes of the sign-language animation required to build up In the Implemented keyframe editor, the values of joint angles are calculated by using mverse kinematics, and the same transformation matrix is applied to the joints of two arms and twenty fingers Experimental results show a possibility that the editor could be used efficiently for making up the sign-language communication dictionaries needed for inter-communication between different languages.

ML/MMSE를 이용한 HMM-Net 분류기의 학습에 대한 실험적 고찰

HMM-Net은 은닉 마르코프 모델(HMM)의 계산과정을 신경망 구조로 구현한 것으로, HMM이 갖고 있는 시계열 모델링 능력과 신경망이 갖고 있는 우수한 변별력을 결합한 것이다. HMM-Net 분류기를 학습하는 방법으로는 HMM의 학습에 이용되는 最尤法(ML)과 신경망 학습의 最小二乘誤差法(MMSE)를 적용할 수 있다. 이들 중 ML이 MMSE보다 안정된 학습을 보장하는 반면 초기 학습조건을 적절하게 설정하였을 경우에는 MMSE가 ML보다 우수하다고 알려져 있다[3]. 따라서 이 논문에서는 먼저 ML을 이용하여 초기학습을 수행한 다음 보다 학습성능이 우수한 MMSE로 바꾸어 최적 또는 준최적으로 학습하는 하이브리드 학습법(ML/MMSE)을 제안한다. 실험용 시계열 패턴으로 /0/부터 /9/까지의 고립 숫자음을 이용하여 실험한 결과, 제안한 방법이 학습특성 및 인식률면에서 ML이나 MMSE만을 이용하는 기존의 방법보다 우수하였음을 확인하였다. The HMM-Net is a neural network architecture that implements the computation of output probabilities of a hidden Markov model (HMM). The architecture is developed for the purpose of combining the discriminant power of neural networks with the time-domain modeling capability of HMMs. Criteria of maximum likehood(ML) and minimization of mean squared error(MMSE) are used for learning HMM-Net classifiers. The criterion MMSE is better than ML when initial learning condition is well established. However Ml is more useful one when the condition is incomplete[3]. Therefore we propose an efficient learning method of HMM-Net classifiers using a hybrid criterion(ML/MMSE). In the method, we begin a learning with ML in order to get a stable start-point. After then, we continue the learning with MMSE to search an optimal or near-optimal solution. Experimental results for the isolated numeric digits from /0/ to /9/, a training and testing time-series pattern set, show that the performance of the proposed method is better than the others in the respects of learning and recognition rates.

인터넷상에 3차원 모델을 이용한 한-일간 실시간 수화 통신 시스템의 구축을 위한 기초적인 검토

수화 통신은 이종 언어간의 통신 수단으로 사용될 수 있다. 이 논문에서는 3차원 모델을 이용하여 한-일간 수화 통신 시스템을 구현하여 그 가능성을 실험하였다. 실시간 통신을 위하여 통신 시스템을 클라이언트/서버 구조로 하였으며, 지적 통신방식을 도입하였다. 각 클라이언트에 3차원 모델을 준비하여 놓고, 실제의 수화영상 대신에 애니메이션 생성을 위한 파라미터 만을 전송하였다. 클라이언트에서 입력된 문장은 서버로 전송되어 한국 또는 일본 수화 파라미터로 변환한 다음 다시 클라이언트로 전송되어 수화 애니메이션으로 재생된다. 또한 자연스러운 수화 애니메이션을 위하여 감정 표현과 가변 프레임 방식 및 3차 스플라인 보간식을 이용하였다. 실험을 위한 통신 시스템은 윈도우 플랫폼에서 Visual $C^{++}$ 와 Open Inventor 라이브러리를 이용하여 구현하였다. 실험 결과 제안 시스템이 언어의 장벽을 넘을 수 있는 비언어 통신수단으로 이용될 수 있는 가능성을 보였다. Sign-language communication can be a useful way of exchanging message between people who using different languages. In this paper, we report an experimental survey on the construction of a Korean-Japanese sign-language communication system using 3D model. For real-time communication, we introduced an intelligent communication method and built the system as a client-server architecture on the Internet. A character model is stored previously in the clients and a series of animation parameters are sent instead of real image data. The input-sentence is converted into a series of parameters of Korean sign language or Japanese sign language at server. The parameters are transmitted to clients and used for generating the animation. We also employ the emotional expressions, variable frames allocation method, and a cubic spline interpolation for the purpose of enhancing the reality of animation. The proposed system is implemented with Visual $C^{++}$ and Open Inventor library on Windows platform. Experimental results show a possibility that the system could be used as a non-verbal communication means beyond the linguistic barrier.

대추혈(大椎穴) 에 대한 문헌적(文獻的) 고찰(考察)

Objective : The objective of this study is to enlarge the range of treating which understanding taech'u acupoint(GVl4) can be applied to by inspecting and analyzing documentary records about taech'u acupoint(GVl4). Method : Various contents about taech'u acupoint(GVl4) can be inquired into through investing and analyzing 41 kinds of documentary records ranging from old books to contemporary materials. Results : 1. The spot of taech'u acupoint(GVl4) is under the process of the 7th cervical vertebral. 2. Taech'u acupoint(GVl4) can be found in two positions which can be posturized by a patient. One is a position in which a patient lies on his/her face. The other is a position in which a patient sits up straight with his/her head bent. 3. The depth of acupuncturing can be varied from 3 puns to 2 chons. 4. The amount of moxa can be varied from 3 jangs to 60 jangs. 5. To treat throush taech'u acupoint(GVl4) can lower fever, relieve a state of oversensitiveness, and let vitality flown. Conclusions : The range of treating through taech'u acupoint(GVl4) can be chronic wasting diseases, neuropsychotic diseases, feverish diseases, respiratory diseases, and diseases which can be around taech'u acupoint(GVl4).

미국 멕시코만 오염사고 분석을 통한 국가방제정책 개선방안 연구

2010년 4월 20일, 반잠수식 시추선 Deepwater Horizon호가 폭발, 침몰하는 사고가 발생하였으며, 이로 인해 490만배럴(약 77.8만톤)의 원유가 미국 멕시코만으로 유출되었다. 이 사고로부터 1년 이상이 경과함에 따라 정부 측과 오염행위자 측의 각종 분석보고서와 사고로부터 얻은 교훈 등이 발표되고 있다. 본 연구에서는 미국 버락 오바마 대통령의 지시로 구성된 "Deepwater Horizon 기름유출과 원해 석유시추에 관한 국가위원회"의 최종보고서와 미국 해안경비대(USCG)와 미국 에너지 관리 규제 집행국(BOEMRE) 합동조사반의 중간보고서를 바탕으로 기름오염 사고 원인과 사고대응에 대한 측면을 중점적으로 검토 분석하였다. 또한, 분석결과를 토대로 우리나라 정부에서 유출구 봉쇄조치 지도감독 능력 강화, 현장소각과 임시방제정 프로그램의 도입검토 및 향후 미국의 연구개발성과에 대한 지속적인 모니터링 등 국가방제정책의 개선방안을 제시하였다. On April 20, 2010, semi-submersible offshore drilling unit Deepwater Horizon was exploded and sank, and 4.9 million barrels(about 778 thousand tons) of crude oil was spilled into the Gulf of Mexico. As more than one year has been passed since the incident, a lot of investigation reports and lessons learned have been made public and also a lot more will be released soon. This paper studies the final report of the National Commission on "the BP Deepwater Horizon Oil Spill and Offshore Drilling", which was organized by the executive directive of U.S. President Barack Obama, and the interim report of Joint Investigation team of U.S. Coast Guard and BOEMRE of "Report of Investigation into the Circumstances Surrounding the Explosion, Fire, Sinking and Loss of Eleven Members Aboard the Mobile Offshore Drilling Unit Deepwater Horizon". The review is focused on the response to the oil spill. And the paper suggests how to improve national marine pollution response policy. In the paper, the Korean governments is suggested to reinforce the capability for instructing and supervising the responsible party's source control measures, to review how to introduce in-situ burning and vessel of opportunity program into our country, and to continue monitoring on the progress of developments of R&D projects related to oil spill response in the U.S..

Patients with early gastric cancer (EGC) have had a good prognosis with conventional gastrectomy and radical lymph node dissection. The conventional surgery revealed some kinds of early and late complications which may hurt patients seriously. Therefore, treatment options for EGC which preserve patients` quality of life with maintaining a high level of curability have been developed. In surgeon`s field, these include limited gastrectomy with or without modified lymph node resection, gastrectomy with vagal nerve preservation, pylorus preserving gastrectomy, and laparoscopic gastrectomy. Laparoscopic gastrectomy has introduced a new concept of procedure in the treatment of EGC. Endoscopic mucosal resection (EMR) by endoscopist has also become a standard treatment option for EGC with limited indications. The development of endoscopic submucosal dissection (ESD) expanded the clinical relevance of EMR. Certain treatment options for EGC, such as laparoscopic surgery or EMR, are known to be good options for EGC treatment, but the long-term results should be confirmed by randomized prospective study before becoming standard treatments, At present, these less invasive treatment should be applied under the strict indications.

경찰공무원의 징계결과에 따른 소청제기에 관한 연구

경찰은 범죄예방ㆍ범죄수사ㆍ기타 공공의 안녕과 질서유지를 위하여 시민을 대상으로 명령ㆍ강제ㆍ단속ㆍ지도 등의 공권력을 수반한 업무를 수행하기 때문에 일반 공무원 보다 높은 윤리의식이 요구되어 다른 공무원들에 비해 높은 징계기준을 갖는다. 실제 2008년부터 2012년까지 집계된 경찰관 징계대상자는 2008년에 801명에 불과하였으나, 2009년부터는 연평균 1,100여명이 징계를 받은 것으로 나타났다. 과도한 징계는 경찰공무원의 사기에 영향을 준다. 타 공무원에 비해 지나치게 높은 징계양정에 대하여 많은 경찰공무원들이 소청심사제도를 활용하고 있다. 소청심사제도는 공무원이 징계처분 및 그 외 의사에 반하는 불리한 처분이나 부작위에 대하여 이의를 제기하는 경우로서 이를 심사ㆍ결정하는 특별행정심판제도로서, 일반 공무원에 비해 가혹하게 내려지는 징계처분을 완화하고 징계결정과정에서 발생하는 잘못된 행위를 바로잡는데 주로 사용된다. 소청심사 제도를 통하여 징계를 받은 많은 경찰공무원들이 징계를 감경 받거나, 징계결과가 무효ㆍ취소가 되어, 과하거나 부당한 징계로부터 구제를 받았다. 소청을 통해 징계의 결과가 변화된 경찰공무원은 전체 징계대상자중 약 25%정도가 구제를 받는 것으로 나타났다. 따라서 이 연구에서는 징계와 소청심사와의 관계를 파악하고, 실제차이를 살펴보기 위하여 카이제곱검정을 실시하여, 징계양정과 소청제기 유무 및 소청결과와의 관계, 비위유형과 소청제기 유무 및 소청결과와의 관계를 살펴보았다. Police officers interact with the citizen a lot, they have high possibility of corruption, graft, and conflict with the citizen. The Police have governmental authority and regulation right, which requires police officers to have high ethical consciousness. because of this, disciplinary action upon them has higher standard. According to the actual statistical data between 2008 and 2012, showed that only 801 police officers were disciplined in 2008. But in 2009, average 1,100 police officers were disciplined. To solve the problem of unreasonable discipline, government is enforcing an Appeal System. Appeal system is a special system which allows government employees to make a formal objection against unfavorable discipline. Through Appeal system, many police officers were saved from being disciplined. Discipline given to the police officers were decided to be invalid, or to be reducted. The data showed that approximately 25% of police officers were saved by this system. As a research was done about a correlation between disciplinary policy and entreaty, correlation between entreaty quotation and working department, to look in to the correlation between discipline and appeal system. The result showed that certain characteristic existed depending on the substance.

경찰의 성범죄 전력자 관리

최근 몇 년간 성폭력범죄는 우리의 머릿속에서 크게 인식되어 일반시민의 범죄 두려움은 크게 증가하였다. 이러한 성폭력범죄의 경우 다른 폭력범죄와 달리 암수성이 강하며, 이와 동시에 범죄자의 재범률이 매우 높은 특징을 가지고 있다. 우리나라의 성폭력범죄자 실태를 살펴보면, 성폭력범죄에서 가장 많은 비중을 차지하고 있는 강간의 경우 2009년도에 발생한 강간범죄 중 약 62%가 범죄경력이 있는 자들로서, 범죄경력자 들에 의한 범죄가 많이 발생하였으며 범죄경력자에 의한 피해가 심각한 사회문제로 대두되고 있다. 따라서 본 연구에서는 이렇게 심각한 사회문제를 발생시키는 성폭력범죄에 대한 대책방안으로 법무부, 여성가족부에서 실시하는 사전예방적 성범죄자 예방을 위한 활동과 재범방지를 위한 활동에 대해서 살펴보고 경찰의 우범자관리 및 성범죄 전력자 신상정보 등록대상자 1:1 담당 경찰관 운영 제도, 그리고 외국의 성범죄 전력자에 대한 관리제도를 살펴보았다. 이를 바탕으로 우리 경찰의 법적, 제도적, 실무상의 어려움을 제시하였으며 해결방안으로서 매뉴얼 제작, 관련법 개정, 전문 경찰관교육 등과 같은 해결방안을 제시하였다. The fear of civilians has recently increased due to sexual crimes. Unlike other crimes, sexual crimes mostly go unreported and are more likely to be repeated. The rape cases, which constitute the highest percentage of sexual crimes, represent that 62% of the sex offenders were ex-convicts in 2009. Therefore this study examined activities to prevent sexual crimes implemented by Ministry of Justice and Ministry of Gender Equality & Family, Police’s criminal management as well as 1:1 management of ex-convicts, and sexual offender management of foreign nations as the measure for sexual crimes, which cause social problems. From these, we suggested legal, institutional and practical problems, as well as solutions such as manual production, revision of related laws and special police education.
