      • 인문사회학편 : 일제시대 항공 분야에서의 한국인 활동에 관한 서술의 현황과 과제

        본 연구는 최근 군 안팎으로 관심받고 있는 일제시대 항공 분야에서의 한국인 활동에 관한 서술현황을 점검하여 향후 발전방향을 모색하기 위해 수행되었다. 일제시대부터 한국계 항공인들의 활동은 언론을 통하여 소개되고 있었고, 해방 후에도 언론 취재나 회고 등을 통하여 관련 사실이 알려졌다. 역사학계에서는 이 사실에 주목하지 않아 일부 연구에서 간간히 언급되는 정도의 성과만을 보였다. 오히려 이 부분에 주목한 서술은 역사애호가들에 의해 이루어졌으며, 이들의 활동으로 대중의 관심 역시 높아질 수 있었다. 그러나 이들의 서술은 목적이 앞선 역사해석과 전문성 미흡에 따른문제를 보이고 있다. 따라서 이들의 서술에 대한 점검이 시급하다. 점검과정은 역사학의 기본 방법인 다양한 사료 천착과 시대상을 고려한 컨텍스트적 해석을 전제로 해야 한다. 이러한 작업은 항공독립운동사뿐만 아니라 당시의 다양한 항공 분야에서의 활동 전반을 조망할 때 가능하다. 최근 이런관점에서 시론적 연구가 진행되고 있는 점은 고무적이다. 이와 같이 원활한 지원을 토대로 한 충분한 연구 성과의 축적이 이뤄진다면 기존 서술의 한계를 뛰어넘어 일제시대 항공 분야에서의 한국인활동이 독자적 연구 영역으로 자리할 수 있을 것으로 기대한다. This study was performed in order to search for the development of historical research regarding activities of Korean airmen in the field of aviation during Japanese colonial period by examining related literatures. The activities were introduced during media since Japanese colonial period. Korean airmen revealed their activities through various channels including press interviews, articles or books. However, we found little literatures about Korean airmen because historian society never showed an interest in the field. Only history enthusiasts wrote literatures focusing on the field and drew public attention to this field. However, their amateurish literatures showed problems cause by the lack of historical expertise, such as a subjective historical interpretation for their personal purposes, which calls for an urgent interpretation considering the status quo of the Japanese colonial period. This work can be accomplished by viewing not only history of the independence movement by aviation but overall activities in various aviation fields. We expect ‘activities of Korean in the field of aviation during Japanese colonial period’ can be developed to an independent research field through th accumulation of proper research on the field with sufficient supports.

        최용덕(崔用德)의 항공독립운동과 광복군 내 역할

        Gen. Choi Yongdeok is considered as the Father of the Korean Air Force. This research aims to trace Gen. Choi’s nationalism military activities before the Korean Independence and to reveal the background of his devotion to the creation of the Korean Air Force under the poor condition after the Independence. Gen. Choi had devoted himself to the armed independence movement after his exile to China following the Japanese occupation of Korea and showed a tendency towards anti-socialism. He joined the Chinese air forces under the influence of Seo Walbo to strengthen the capabilities to implement an independence movement and became aware of the importance of air power in military operations while he was acting as a pilot in the Chinese Civil War. The trust from the Chinese Nationalist(Kuomintang) Government, that he had obtained in the Chinese air forces, would be so instrumental to increase his role in the Korean Independence Army. Gen. Choi joined the Korean Independence Army once the Korean Provisional Government had established such an armed organization. He acted as a mediator between the Independence Army and the Chinese Army through the trust he had got from the Kuomintang Government. He tried continuously to create an air force as a means of obtaining an approval from the allied force of the Independence Army. Meanwhile, he did not lower his vigilance against Kim Wonbong’s socialist group in the Army in order to make sure of right-wing’s dominant position within the Army. In short, Gen. Choi sought the independence movement with a right-wing inclination and did his utmost to the creation of an air force in South Korea in the context as above.

        일제하 항공계 내 여성의 현실과 해방 후 여자항공대의 창설

        이 글은 공군의 여군부대였던 여자항공대의 창설 과정을 살펴보면서 그 성격과 한계를 도출하고자 했다. 여기서 그 리더였던 이정희(李貞喜)의 비중은 상당하다. 20세기 전반 항공의 발전 속에서 조종사가 된 한국인 여성도 있었다. 다만 그 수는 학비 부담과 생계 활동 불가 등 현실적 문제로 매우 적었다. 일제는 여성에 대해 상급 자격 취득과 종군 등을 제한해 여성의 도전을 억압하는 존재로 자리했다. 따라서 이정희 등은 해방을 여성이 항공계의 주역이 될 수 있는 계기로 여겼다. 이정희는 여성 조종사 양성에 대한 여성의 적극 동참과 국가적 지원을 주장하면서 그 주장에 부합한 여자항공대의 창설을 주도했다. 자원입대자로 조직된 여자항공대는 군사훈련과 항공기술교육에서 성과를 인정받았다. 그럼에도 불구하고 전쟁 발발 직후 여자항공대는 해산되었고, 잔류 병력은 이정희의 부재 속에서 후방의 보조인력으로 활용되었다. 신규충원은 이뤄지지 않았다. 결국 이들이 실망감으로 자원 전역하면서 여자항공대는 역사 속으로 사라졌다. 이 글은 그 요인으로 공군이 명확한 구상을 정립하지 못한 상황에서 리더의 부재와 전쟁 중 역할 수행 등의 문제가 갑자기 주어졌기 때문으로 보았다. This article considered the Women"s Air Force Corps(WAFC, 女子航空隊), which was briefly present in the early ROK Air Force. The proportion of Lee Junghee(李貞喜), who was the leader of WAFC, is considerable. There were also Korean women who became pilots in the development of aviation in the first half of the 20th century. However, they ware very few due to practical problems such as the burden of tuition and inability to livelihood. Japanese ruler restricted women from obtaining advanced pilot qualifications and enlisting in the military. This was perceived as restricting women"s activities in aviation. Therefore, Lee Junghee and others regarded liberation as an opportunity for women to become a aviatrix such as pilot. Lee insisted on the active participation of women and national support for the training of aviatrix. WAFC was a concrete realization of that claim. WAFC produced remarkable achievements in military and aviation training and education. Nevertheless, shortly after the outbreak of the war, it was dissolved. In the absence of the leader, the remaining troops were used as auxiliary personnel in the Air Force. There was no new recruitment. Eventually, the women"s aviation soldiers disappeared as they supported a discharge amid disappointment. In this article, the cause is presented as the following content. The Air Force had no clear position on the role of women in the aviation. When the war was suddenly asked for an answer, the Air Force tried to solve it with the natural outflow of the women. The absence of a leader, Lee Junghee, had an impact on the inability to prevent such decisions.

        해방 후 한국어 항공용어의 제정 노력

        이 글은 한국의 항공용어 제정 사업을 일제시대와 미군정기, 정부 수립 후로 구분해서 고찰하였다. 항공은 식민지로의 전락 이후 본격적으로 도입되었기 때문에 과학기술 제분야에서도 일제의 영향이 가장 컸다. 일제는 여러 차례에 걸쳐서 항공용어의 정립 사업을 진행했고, 그 결과를 식민지에도 적용했다. 그러므로 해방 후 국내의 항공계는 조선항공협회(한국항공건설협회)를 조직한 뒤, 항공건설을 위한 활동을 전개하면서 항공용어의 순화를 위한 노력을 병행했다. 민간항공의 규모가 미미했던 상황에서 용어 제정 사업은 공군의 주관 아래 이뤄졌다. 해방 후부터 이를 주도했던 김석환(金石桓)은 군입대 후 공군 내 여러 조직에서 복무하면서 용어 제정 사업을 이어갔다. 6·25전쟁 초기 미국의 지원에 의지하는 상황에서 공군은 통역원이 임의로 번역한 용어를 혼용했는데, 그 용어는 과거 교육의 경험, 즉 일제 때 제정된 항공용어인 경우가 많았다. 공군은 전황이 고착화된 후 용어 제정 사업을 재개했지만, 관습화된 용어 사용을 완전히 혁파하긴 어려웠다. 또한 학술적인 차원에서 전문인력이 절대적으로 부족했기 때문에 다른 과학분야와 연계된 항공용어를 온전히 이해하고서 순화하기도 힘들었다. 결국 과학용어제정 위원회는 공군 내 현실을 고려해 용어 제정에서 관용적인 표현의 사용을 용인했다. 한국어 순화의 측면에서 한계를 지적할 수 있는 이 결과는 일제 잔재의 청산의지를 보이지 않았다기보다 해방 후의 혼란과 전문인력의 부족 때문이었다. 따라서 이 글은 그 결과의 미흡보다 노력에 방점을 두어야 한다고 결론지었다. This research is to trace the efforts in the legislation of aeronautic terms during the colonial period, under the United States Army Military Government in Korea (USAMGIK), and after the foundation of the Republic of Korea government. Since aeronautics was introduced after colonization, it was where the influence of Imperial Japan was the biggest among various fields of science and technology. Imperial Japan proceeded several times to establish the terms of aeronautics. The establishment of the terms accelerated the growth of the field of aeronautics in Korea during the colonial period. After the Liberation in 1945, Korean aviation industries organized the Korean Aviation Association (KAA) for the aviation construction, along with the effort to polish the terms of aeronautics. As the size of the civilian aviation was insignificant, the Air Force supervised the legislation of the terms. Kim Seokhwan, the leading figure in the legislation after the liberation, continued the legislation process while serving in the various organizations under the Air Force. In the initial moments of the Korean War, when the ROK Air Force was dependent on the support from the United States, most of the aeronautic terms used in operations were translated in accordance with the past experiences, which had been mostly established by Imperial Japan. The ROK Air Force resumed the legislation of the terms during the stalemates in the Korean War, but it was difficult to abolish the terms which had already become customary. On the other hand, the absolute number of the academic professionals was scarce compared to the technical, it was challenging to fully understand and reorganize the terms in the aeronautics related to other scientific fields. As a result, the Science-Technical Terms Legislation Committee approved the utilization of the customary terms in the legislation considering the reality that the Air Force faced. This result was not because of the absence of the will of clearing the remnants of the colonial period, but because of the chaos after the liberation and the lack of the professionals. Thus, it must be evaluated not on the result but on the effort in the process.

        1905~1910년 통감부의 보통학교 역사교육

        This article explores how the Japanese Residency-General in Korea(統監府) minimized Korean resistance in controlling history education, by investigating the history education in public primary schools(Botong hakkyo, 普通學校) in Korea. Although the class hours for history education in Korean public primary schools had been reduced, it was no less than in similar history curriculum in Japan. In addition, while there were some deliberate distortions in objective of narrative and perception of history, similar level of distorted descriptions can also be found in textbooks published by the private institutions. This shows that not only public schools but also private institutions` textbooks in Korea uncritically accepted the output of the Japanese historical studies. From these findings, this article concludes that the Residency-General`s distortion of history education in public primary schools was not as gross as to provoke repulsion from Korean people. In this way, the Residency-General could adroitly deter Koreans` will for independence which could be raised by history education, while glorifying itself as a leading agency which improved education system in Korea.

        1945~1948년 항공력 건설 노력과 그 의의

        This study focuses on the efforts of airmen to build air power since the Liberation of Korea until the establishment of government and intends to reveal the significance of such endeavor. As a result, it was possible to see the activities of the Korean National Preparatory Air Force KNPAF) and conflicts between the airmen in a new light. The gist of this study is as follows. After liberation, air facilities and equipments implemented by the Japanese Empire were left behind on the Korean Peninsula. Trained during the colonial era, the airmen rallied around the Korea Aviation Association(KAA) and the KNPAF and attempted to build air power by using the air heritage from the Japanese. In order to achieve this goal, cooperation with the U.S military government was indispensable. The U.S military authorities, however, ramped up its control over aviation and dismissed the two organizations as it referred to incidents, such as flying without notice and corruption. Although Korea"s dream of building air power appeared fallen to pieces due to U.S intervention, the airmen strived to find ways to stand back up again by forming small organizations in their own specialized fields. Other Air Force figures, such as General Choi Yongduk, returning home from overseas became a cause for the remaining personnel in the nation to gather once again, and this led to the foundation of the Korea Aviataion Establishment Assocation(KAEA). The KAEA was not only an organization that combined the two associations aforementioned, but it also included airmen overseas. Accordingly, the KAEA could carry out activities in various fields to build air power. One area that produced noteworthy achievements was the military field, in which an air unit was created and the basis for aviation training was established. On the other hand, the transportation sector in civil aviation under performed. Considering that Korea Int"l Airline approved to fly by colluding with the U.S military government ended up not operating, such limitation is more likely due to the influence of U.S military policies than the lack of the KAEA"s capabilities. In order to make a result immediately in case the U.S military government showed any sign of shifting its control policies, the airmen continuously put much effort in building air power. Again, the establishment of an air unit and of the basis for aviation training is just one representative instance in line with such exertion. Likewise, the steadily developing air power Korea could maintain before and after the foundation of government can be said to have derived from the effort inside rather than outside. These efforts were not fruitless, for they became the driving force for further development of air power.

        미래 국방환경의 연화는 사관학교의 경쟁력 제고를 요구하고 있다. 경쟁력 세고는 인적 자원의 질 문재와 직결되으로 무엇보다도 우수한 인재를 선발하는 문제가 중요하다고 할 수 있다. 이를 위 하여 본 연구에서는 민간대학에서 시행중인 입학사정관제를 분석하여 도입방안을 검토하였다. 입학사정관제에서는 학교가 원하는 인재상을 설정한 뒤 해당 가치를 근거로 하여 인재 선발을 하고 있으며 정성적 평가의 객관성 확보를 위하여 구체적인 지표를 마련하고 있음을 확인하였다. 이에 따라 본 연구에서는 국정과제 및 공군버전, 컨설팅 결과 등을 참조하여 미래 국방환경이 요구 하는 사관학교 인재상을 설정한 뒤, 해당 역량의 구체적 평가전형 요소를 개발하였다. The competitiveness of military academies must De improved in accordance with changes in the future environment of national defense. Since this improvement will be directly connected lO the Quality of military hwnan resources, it is paramount that talented cadets be admitted to the academies. This study analYzed the admission officer system of civilian universities. investigating its application to the military academies. In the admission officer system. universities first define characteristics of their target model and select prospectice students accordingly. We confirmed that the universities established a detailed index of characteristics to ensure objectivity in lheir Q.ualitative evaluations. Wilh reference to the current national policies. the ROK Air Force visions. and the professional consultation results of the ROK Air Force Academy, we defined characteristics of the Academy larget model and developed specific evaluation indicators for these characteristics.

      • 연금연구 : 코스피200기업을 통해 본 퇴직연금 적립금 운용실태와 시사점

        저성장시대를 맞이해 기업들의 수익성은 악화되고 있으며, 저금리의 영향으로 퇴직연금의 재무건전성에도 빨간불이 켜진 상태이다. 과연 기업의 수익성 악화와 저금리 등이 퇴직연금의 재무건전성에는 어떤 영향을 미치고 있을까? 그리고 퇴직연금이 기업경영에는 어떤 영향을 미치고 있을까? 본 논문에서는 코스피200 기업 중 확정급여형 퇴직연금을 운영 중인 178개 기업의 2011~2012년 데이터 분석을 통해 이를 파악해보고 시사점을 도출해보고자 했다. 분석결과 최근의 저성장·저금리 현상이 확정급 여형 퇴직연금의 사외적립비율을 악화시키고 있는 것으로 나타났다. 뿐만 아니라 퇴직연금의 운영과 관련한 비용이 기업의 재무제표에도 영향을 미치고 있는 것으로 분석되었다. 이런 현상은 사외적립비율, 즉 퇴직연금의 재무건전성이 안 좋은 기업일수록, 기업의 수익성이 나쁜 기업일수록 퇴직연금이 기업에 미치는 영향은 더 큰 것으로 나타났다. 그 원인은 작금의 경제상황은 물론 과거에 머물러 있는 퇴직연금의 운영 실태에도 있는 것으로 분석되었다. 이런 상황을 극복하고 퇴직연금제도의 건전한 발전을 위해 본 논문에서 도출한 시사점은 다음과 같다. 첫째는 퇴직연금 적립금 운용의 목표수익률을 ‘ma (할인율, 임금상승률)+ α’로 설정하는 등의 퇴직연금의 운영을 퇴직연금의 내적 논리에 충실할 필요가 있다. 둘째, 이를 위해서는 연금관리위원회(가칭)와 같은 조직을 구성해 퇴직연금 운영관련 지배구조를 확립할 필요가 있다. 셋째, 투자정책서와 운용프로세스 등의 퇴직연금 운영관련 소프트웨어를 장착할 필요가 있다는 점이다. Facing the lower growth era, the companies` profitability is getting worsen and due to the lower interest rate, the financial soundness of retirement benefit pension is threatened. How on earth the deteriorated corporate profitability and lower interest have affected on retirement pension finance? How retirement benefit pension influence on corporate management? In this paper, we analyse the date of 178 companies which are operating defined benefit retirement pension among KOSPI200 companies and draw some implications. The result shows that ther ecent lower growth and lower interest have dampened defined benefit plans` funding ratios. Moreover retirement benefit pension costs also affect on corporate financial statements. It also shows that the lower the funding ratio is, in other words the weaker retirement pension financial soundness, the lesser profitability of the company is, the bigger effect the retirement benefit pension has on its sponsoring company. The reasons lie on not only the current economic climate but also on the pension management practice that still remains in the past. The paper`s implication for healthier retirement benefit pension is like following; first, the pension fund management should align with the pension reasoning, including the target return of the retirement pension fund should be ``max(discountrate, salary growth rate)+ a``. Second, retirement pension governance should be established by forming a retirement pension management committee. Third, the retirement pension management software includinginvestment policy statement and pension asset management process should be applied.
