      • 라폴레트와 美國의 革新主義運動(1900∼1914) : 「위스콘신思想」의 形成과 實際를 中心으로

        The purpose of this article is to reveal a new aspect of the nature of the American Progressivism or "New Liberalism" by analyzing the role of Robert M. La Follete and his successors in the Wisconsin reform movement. It is a study of the development, the course, and the result of the Progressive Movement in Wisconsin during its initial phase, the years from 1900 to 1914. From the analysis of the policies and institutions enacted by the progressive Wisconsin administrations, the author sought to find two important conclusions revising the dominant traditional interpretations viewing the Progressive Movement as a domocratic or egalitarian movement. Firstly, the author sought to focuss attention upon those aspects of centralization and consolidation to curb special-interest groups including monopolistic businessmen and to promote the economic and social well-being of the people. The Wisconsin progressive philcsophy envisioned the use of the state as an instrument of reform. So the government established many reform agencies including the Railroad Commission, the Tax Commission, the Insurance Commission, the Natural Conservation Commission, the Industrial Commission, the State Board of Public Affairs, and the State Board of Forestry. This rapid increase in state commissions and boards with powers was the transfer of many functions of government from the local unit to the state. For example, the tendency of the Tax Commission to extend its control over the collection of taxes reduced the authority and importance of local officials. The Railroad Commission regulated the rates and services of all public services corporations, and the Tax Commission assessed the property and levied the taxes of all utilities in the state regardless of their location. Therefore the drive for reform and equalization was accomplished at the expense of the independence of the town and country governments. Secondly, the author sought to focuss attention upon those aspects of elitism or professionalism in the Wisconsin Progressive Movement. The system of commissions of experts was the progressives' solution of the problems created by the pyramiding of industry and the congestion due to urban growth. These problems were too complex to be met by legislation alone. It was logical that experts or professionals should be asked for technical assistance. For example, the tax reforms and the regulation of railroads presented problems in mathematics and economics rather than politics. The organization and administration of the Industrial Commission called for the services of persons trained in labor relations, statistics, and sociology. University faculty members who served on the various boards and commissions of the state steadily increased during the progressive era. This use of experts in government was a basic prat of the Political philosophy of La Follette and the Wisconsin progressives. In view of the nature of the reform legislation enacted by the Wisconsin progressives it seems to be logical that Progressivism should be understood as a movement for centralization and professionalization instead of decentralization and democratization. In that sense Robert Wiebe's the "search-for-order" thesis can be accepted as a useful concept for understanding the Progressive Movement.

        To investigate the effects of Kam-du Decoction, So-si-Ho Decoction and Hwang-youn-Hai-Dock Decoction on the Thioacetamide intoxication, the author observed the effects of treatment medicine on the damaged Liver cell of mice as the results of Compareing with the single dose of thioacetamide to mice and treating the mice. The results obtained were Summerized as follows 1. The treatment with kam-du Decoction was damaged less the Liver for 3 houres after administration than non-treatment, and was being recovered much better since one day. 2. The treatment with So-Si-Ho Decoction was also damaged less the Liver for 3 houres after admini?stration than non-treatment, and was being recovered better since one day. But the effect didn't reach as far as the Kam-Du Decoction. 3. The treatment with Hwan-young-Hai-Dock Decoction was damaged less the Liver for 3 houres after administration than non-treatment, and was being ercovered better since one day. But the effect didn't reach as far as the Kam-Du Decoction and So-Si-Ho Decoction. Three kinds of the above medicine was valid for the treatment to antidote and to be recovered the damaged Liver.

      • 肺炎樣疾患의 臨床的 觀察

        During about 3 months of duration from October to December 1975, we have seen fifteen cases of pneumonia like disease with unknown etiology. The patients had suffered from abruptly started high fever with chill and generalized myalgia, then, succeeded by cough with bloody sputum, dyspnea and rapidly fell into shock state. They had peculiar diffuse infiltrative lesion on the chest x-ray film. The clinical course was very fast and terminated within 10 days of hospitalization. A clinical observation of the patient was performed and results were summarized as follows; 1) The patients came from several part of Chungnam, Chungbuk, Kyongbuk and Chonbuk province where located near to Daejeon city. 2) Majority of patient were middle aged and male patients were predominant as 12:3. 3) Major clinical symptoms were high fever with chill, generalized myalgia, cough, hemoptysis, dyspnea, shock, hypotension and hepatomegaly in order of frequency. 4) A noticeable laboratory data were anemia, neutrophilic leucocytosis and proteinuria in the begining and elevation of S-GOT and S-GPT value. The sputum examination revealed no significant result. 5) The x-ray chest study was most important diagnostic procedure of the disease. The findings include diffuse bilateral infiltrations which consist of fine granular, nodular, reticular appearance and partly intermixed. Few cases showed rosette shadow and air bronchogram. 6) Clinical course was very fast. Two cause were succumbed to a acute respiratory failure. Remaining 13 cases were recovered comeletely within 10 days of hospitalization. In recovered cases there were no residual symptoms and relapse. 7) Few cases were confused with Korean hemorrhage fever associated with pulmonary edema or hemorrhage because of epidemiological coincidene and some resemblance in symptoms.
