Cross-Border Transfers of Personal Data and Practical Implications

The cross-border transfer of personal data is an important and often-discussed issue in South Korea. As Korea’s representative personal data protection regulations, namely, the Personal Information Protection Act (“PIPA”) and the Act on the Promotion of IT Network Use and Information Protection (“Network Act”), distinguish between the third-party provision of personal data and the delegation of personal data processing, it is helpful to analyze the overseas provision of personal data separately from the overseas delegation of personal data processing. Regarding the overseas provision of personal data, the requisite consent is deemed valid only if each third-party recipient is disclosed prior to obtaining the data subject’s consent. Thus, it is difficult to obtain consent initially and when new recipients are added. In addition, as the PIPA and the Network Act do not address the issue of whether personal data can be submitted to foreign government authorities pursuant to foreign laws, it is difficult for companies to respond to requests for personal data from foreign government authorities. As for the overseas delegation of personal data processing, although the Network Act includes an exception to the consent requirement for the overseas delegation of personal data processing, companies that want to rely on this exception must carefully analyze the underlying scope of the delegation and the delegated tasks, as there is a lack of precedents and guidance from regulators on exactly when this exception applies. Moreover, companies that delegate the processing of their personal data overseas should ensure that they and their overseas delegatees comply with PIPA and the Network Act’s various security requirements for protecting personal data. Last, companies should stay current on the latest international developments in light of Korea’s recently joining the APEC CBPRs and Korea’s ongoing efforts to obtain an adequacy decision from the European Commission.
펜싱지도자의 변혁적 리더십이 선수들의 신뢰 및 조직유효성에 미치는 영향

본 연구의 목적은 펜싱지도자의 변혁적 리더십이 선수들의 신뢰 및 조직유효성에 미치는 영향을 파악하는 것이 다. 조사도구는 변혁적 리더십 질문지는 Bass(1995)가 사용한 척도를 사용하였고, 신뢰 질문지는 Eisenberger (1986) and konovsky & puge(1994)가 사용한 척도를 사용하였으며, 조직유효성 질문지는 Mowday & Steers (1979)가 사용한 척도를 사용하였다. 펜싱선수 250의 표본을 수집하여 그 중 207명을 최종 분석에 사용하였다. 자료 분석을 위하여 본 연구에서 사용된 통계기법은 SPSS 통계프로그램을 이용하여 요인분석, 신뢰도분석, 상관관계, 중다 회귀분석 등이었다. 이상의 방법과 절차를 통하여 얻어진 결론은 다음과 같다. 첫째, 펜싱지도자의 변혁적 리더십은 선 수들의 신뢰에 유의한 영향을 미치는 것으로 나타났다. 둘째, 펜싱지도자의 변혁적 리더십은 조직유효성에 유의한 영향 을 미치는 것으로 나타났다. 셋째, 펜싱선수들의 신뢰는 조직유효성에 유의한 영향을 미치는 것으로 나타났다. The purpose of this is study was to identify the influence that the fencing coach's transformation readership in trust of player and organization effectiveness. The instrument for data collection was a questionnaire in which Transformation Leadership scale as amended and supplemented by bass(1985), Trust scale as amended and supplemented by Eisenberger(1986) and konovsky & puge(1994). Organizational Effectiveness scale as amended and supplemented by mowday & steers(1979). 250 subjects were selected from the member in fencing player by the stratified cluster sampling method. among these selected subjects, 207 responded, and data analyses consisted of employing frequency analysis, factor analysis, multiple correlation, multiple regression analysis using SPSS/PC+ version 15.0. The following results were obtained. First, It was found that of fencing coach's transformation readership has an influence on trust of player. Second, It was found that of fencing coach's transformation readership has an influence on organization effectiveness. Third, It was found that trust of fencing player has an influence on organization effectiveness.
급성기 중풍환자의 재발군과 초발군에 대한 단면조사연구 - 다기관 임상연구

Objective : We designed this study to investigate differences between stroke reattack and stroke first attack group to establish fundamental data and prevent a secondary stroke. Methods : 826 subjects were recruited from the patients admitted to the department of internal medicine at Kyung Hee University Oriental Medical Center, Kyung Hee University East-West Neo Medical Center, Kyungwon University Incheon Oriental Medical Center, Kyungwon University Songpa Oriental Medical Center and Dongguk University Ilsan Oriental Medical Center from 1 April 2007 to 31 August 2009. We compared general characteristics, classification of diagnosis, subtypes of cerebral infarction, risk factors, Sasang constitution, diagnostic classifications between stroke reattck and stroke first attack groups. Results : 1. In general characteristics, age differed significantly between the reattck and first attack groups. 2. Classification of diagnosis differed significantly between reattck and first attack groups. 3. In risk factors, hypertension, diabetes mellitus, alcohol drinking, and stress were significantly different between reattck and first attack groups. 4. Diagnostic classifications were significantly different between reattck and first attack groups. Conclusion : To prevent recurrence of stroke, education on stroke risk factors associated with recurrence is needed. In addition, those who are diagnosed as Dampness-Phlegm need to be well-controlled.
