재외동포 사회는 공공외교의 대상이기도 하면서, 민간외교관으로서 공공외교의 주체가 되어 주재국 시민사회와 정부에 대해 우리나라에 대한 긍정적인 인식을 이끌어내는 즉, 정부의 공공외교를 측면 지원하는 역할을 하는 이중적인 측면이 있으며, 공공외교와 시너지 효과를 낼 수 있는 상호 관계라고 볼 수 있다.<BR/> 미국지역은 재외동포 가운데 가장 큰 규모인 261만에 이르며, 재외동포 공공 외교가 모든 영역에서 가장 활발하게 진행되고 발전되고 있는 곳이다. 동포사회 자체의 권익신장을 위한 정치력 강화 운동 이외에도, 한국과의 관계에서 매우 중요한 미국 내 한인 정치인 양성을 위한 후원회 결성 등 다각적인 노력이 이루어지고 있다. 특히, 지식정책 공공외교 측면에서, 일본해 동해 병기를 위한 동해 표기 법안 추진 등 한국에 민감하고도 중요한 문제에 있어서 시민사회 차원에서 다양한 국제적 압력을 행사하고 있다. 미국 정부도 한인사회의 역할과 중요성을 인식하고 있으며, 우리의 공공외교가 한인사회와 같이 하면 더욱 큰 효과를 볼 수 있음을 시사해준다.<BR/> 중남미 지역의 한인들은 대한민국이 경제적 위상이 높아지고 민주화가 진전되고, 2010년대 들어 K-Pop 등 한류의 인기가 전 세계적으로 확산되면서, 한국을 더욱 가까이하게 되었고 자신의 정체성에 큰 자부심을 갖고 있다. 중남미 지역에서 우리나라의 공공외교는 이러한 모국에 대한 자긍심에 가득 찬 한인 동포사회의 기반을 토대로, 한류에 대한 현지인의 관심과 애정이 더해져 지구 반대편의 아시아 국가임에도 불구하고 큰 성과를 거두고 있다. Overseas Korean communities and public diplomacy<BR/> Overseas Korean communities are the target of public diplomacy of Seoul, but as civil diplomats they also serve as subjects of public diplomacy, playing a dual role in supporting the government’s public diplomacy by leading to positive perceptions of Korea among the host country’s civil society and government. This can be seen as a reciprocal relationship that can create synergy with public diplomacy.<BR/> Public diplomacy for overseas Koreans by region<BR/> (North America): The North American region has the largest number of overseas Koreans, reaching 2.6 million, and is where overseas Korean public diplomacy is most actively being carried out and developed in all areas.<BR/> In addition to the movement to strengthen political power for the advancement of the rights and interests of the Korean community itself, various efforts are being done, such as the formation of a support group to foster Korean politicians in the United States, which are playing as bridge in the relationship with Korea.<BR/> In terms of knowledge & policy public diplomacy, the Korean community as part of civil society in the US is exerting various international pressures on sensitive and important issues for Korea, such as the promotion of the ‘East Sea’ name bill, to mention a few examples.<BR/> The U.S. government also recognizes the role and importance of the Korean community. It suggests that Seoul’s public diplomacy can be more effective when done in collaboration with the Korean community.<BR/> (Central and South America): With the economic status of the Republic of Korea(South Korea), its democratization, Korean immigrants in Central and South American countries that are currently experiencing political and economic instability are taking great pride in their own identity.<BR/> Agains this background, South Korea’s public diplomacy is making great achievements despite being an Asian country on the other side of the globe, with the addition of the popularity of the Korean Wave since the 2010s.

A Parametric study is numerically carried out for flow fields in a two-dimensional plane channel with thin obstacles(“baffles and blocks”) mounted symmetrically in the vertical direction and periodically in the streamwise direction. The aim of this investigation is to understand how various geometric conditions influence the critical characteristics and pressure drop. A range of BR(the ratio of baffle interval to channel height) between 1 and 5 is considered. Especially when BR is equal to 3, for which the critical Reynolds number turned out to be minimal, we add blocks in the center region in order to study their destabilizing effects on the flows. It is revealed that the critical Reynolds number is further decreased by the presence of the block.

경주 · 포항지진 발생 이후 정부는 공공시설물의 내진성능 강화를 위하여 내진보강사업을 중점 추진 중이며, 「시설물안전법」이 전부개정(시행 ‘18.01.)되면서 준공 이후 내진성능평가를 받지 않은 시설물에 대하여 정밀안전진단 수행 시 해당 시설물의 내진성능평가를 포함하여 실시하도록 하고 있다. 이에 따라, 급격히 증가된 내진보강사업의 신뢰성에 대한 문제점이 지적되어 정부에서는 공공시설물의 내진보강사업 적정성 평가를 실시하고 있으며, 실시결과 다수의 내진보강사업에서 미흡한 사례가 조사되었다. 국토안전관리원 내진성능관리실에서도 정밀안전진단에 포함되어있는 내진성능평가 실시결과를 검토하고 있으며, 그중 터널 시설물에서 응답변위법 적용 시 속도응답스펙트럼 산정오류 사례를 소개하고 적정한 속도응답스펙트럼 산정방법에 대하여 고찰하고자 한다.

The present construction problem has a tendency coexist on environment and construction. When tunnel is constructed in the field, tunnel length given by design should be constructed as it is and so they intend to not carry out tunnel length if not in evitable. However, tunnel length by design is determined by ground survey, rock test and seismic exploration on the basis of topographical map. Therefore, tunnel length can be modified according to field conditions at the time of referring to detailed surveying and the existing design report in the field since tunnel length by design is not to be made by accurately detailed surveying of field topography. Therefore, in this study analyzed a plan for tunnel length adjustment required to construct eco-environmental roads to minimize the outbreak of cut slope by examining appropriateness of tunnel portal location. Tunnels on the basis of results that field engineers carry out, detailed topographical surveying of tunnel portal and ground surveying and analyze stability through field case study.
