        Recently it has been required that primary cooperatives should be reform the business organization by changes in the rural society, heterogeneity of cooperative members, especially reforming the business organization of NACF. The purpose of this study is to reassign roles of primary cooperatives by changes in agriculture and rural area, and establish strategies for reforming business organization of primary cooperatives. In order to accomplish the purpose of the study, we do the followings. First, review the circumstantial changes around the cooperative business and point out problems on business structure of primary cooperatives. Second, analyze economies of scale in order to set optimal scale of consolidation using cooperative data and then check whether current business scale is optimal or not. Third, establish developing strategies of the marketing firms in common of the primary cooperatives for expanding business scale, and then design relationship between primary cooperatives and other cooperatives like marketing firms in common. Finally, suggest system and policy issues for promoting reforming business organization.

      • 산지유통 활성화를 위한 농식품법인의 역할강화와 정책과제

        1. 연구의 배경 그동안 농산물유통에서 농협의 역할은 중요한 위치를 차지하고 있었다. 그러나 농협사업이 모든 농가를 대상으로 하고 있지 못하고, 전업농가의 요구를 잘 충족시키지 못하는 한계가 나타나 전업농가들은 부분적으로 영농조합법인 및 농업회사법인 등 농업법인을 결성하여 자체적으로 산지유통사업을 강화하여왔다. 또한 농업법인은 (사)한국농식품법인연합회를 설립하여 공동으로 사업을 추진하고, 유통정책의 효율성을 제고하는 역할을 담당하고자 하였다. 그러나 농협의 사업구조 개편과 대기업들의 산지유통 진출로 이들 농업법인의 사업여건이 악화되고 있어 경쟁력 제고가 중요한 과제이다. 또한 (사)한국농식품법인연합회 출범함에 따라 연합회의 위상과 역할을 재정립하는 것은 필요한 과제이다. 2. 연구방법 농업법인의 전반적인 경영현황과 실태를 파악하고 문제점을 도출하기 위하여 통계청에서 공표하고 있는 농어업법인조사 자료를 이용하여 데이터 분석을 실시하였다. 또한 설문조사를 실시하여 (사)한국농식품법인연합회 회원 농업법인의 경영현황을 파악하였다. (사)한국농식품법인연합회의 역할 강화방안을 도출하기 위해 프랑스의 과일·채소 산지유통 수출사업자 협회(ANNEEFEL: Association Nationale des Expediteurs et Exportateurs de Fruits et Legumes) 사례를 조사하여 제시하였다. 3. 연구결과 및 시사점 먼저 농업법인의 경영현황을 파악하였다. 특히 현황분석을 토대로 농업법인의 산지유통에서의 역할과 문제점을 진단하였다. 농업법인 현황 조사결과 2010년 기준으로 비농협 농업법인 수는 총 9,740개이며, 종사자 수는 60,118명으로 나타났다. 농업법인의 연간 판매액은 12조 8,720억 원으로 법인 당 평균 15억 4천만 원 정도인 것으로 조사되었다. 문제점으로 분석된 사항은 인수합병에 의한 규모화, 농가 거래방식의 개선, 사업 환경 변화 등이다. 다음으로 현행 농업법인제도와 정부 정책을 살펴보았다. 농업법인의 경영 및 지원에 대한 법제상의 현황과 문제를 알아보고 과제를 제시하였다. 분석결과 농업법인의 발전목표와 추진방향의 체계성, 지원사업별 대상 법인의 범주 설정 명확화, 농업법인 관리 기관 설립 및 육성 등이 과제로 제시되었다. 이러한 농업법인의 현황과 해결과제와 더불어 (사)한국농식품법인연합회의 역할을 재정립하는 발전방향에 대해 본 연구에서는 연합회의 설립목적을 명확하게 하고 회원 규정의 개정, 조직 및 운영체계 마련 등을 연합회의 과제로 제시하였다. 결론적으로 앞선 현황분석 및 과제 도출과정을 통한 농업법인의 발전을 위해서는 경영 투명성 강화, 규모화 추진, 농업법인의 법적 근거와 관리 법안 분리방안이 필요함을 알 수 있었다. 이 네 가지 사항을 개선방안의 기본방향으로 하였으며 법체계상의 미흡한 점과 기능을 강화하는 측면에서 접근하였다. 농식품법인연합회의 역할 강화방안으로는 농업법인 대변기능, 표준회계기준관리 등 경영정보 관리 및 컨설팅 기능, 공동사업 등의 역할을 제시하였다. Background of Research The role of National Agricultural Cooperative Federation (NACF) occupies an important position in the field of agricultural marketing. But since NACF’s business does not cover all farmers as clients and since it does not properly satisfy farmers’ needs, farmers have organized agricultural corporations to enhance their position in the distribution of agricultural products. Moreover, agricultural corporations formed the Federation of Korean Agrifood Corporation (FKAC) to jointly promote their business and improve the efficiency of shipping their products. But, because the business conditions of local agricultural corporations has been deteriorating due to the organizational restructuring of NACF and the entry of large corporations into the business of shipping agricultural produce from farm districts, it has become an important task for agricultural corporations to improve their business competitiveness. Additionally, it has become necessary to re-establish the status and roles of FKAC. Method of Research In order to find out the overall business conditions and status of agricultural corporations and their problems, data analysis was conducted using the survey data of the National Statistical Office on agricultural and fishery corporations. Also, a questionnaire survey was conducted to identify the business situation of agricultural corporations that are members of the Federation of Korean Agrifood Corporation (FKAC). In addition, a case study was conducted to learn about the experiences of the National Association of Fruit & Vegetable Distributors and Exporters(ANEEFEL) of France and suggest several ways of strengthening the role of FKAC. Research Results and Implications First, the business situation of Korean agricultural corporations was examined. In particular, their roles and problems concerning the distribution of agricultural produce in farm districts were identified based on the data on business situation. The identified problems are the problems that need to be addressed to increase farm size through mergers and acquisitions, improve the trading method between farmers and corporations, and change the business environment. Next, the current agricultural corporate systems and government policies are examined. The analysis results showed that the following tasks should be dealt with: setting up of systemic development goals and directions for agricultural corporations, clear classification of target corporations by business category, and establishment and fostering of agricultural corporation management agencies. In addition, the following development measures are suggested to redefine the role of the Federation of Korean Agrifood Corporation (FKAC): clarification of the purpose for establishing FKAC, revision of membership rules, and setting up of organization and operating systems. In conclusion, this study has found that the following measures are needed to further develop agricultural corporations: strengthening of management transparency, pursuit of economy of scale, and preparation of a plan to separate the management legislation from the legal base of agricultural corporations. Those four points are provided as the basic direction for improving overall agricultural corporations and are approached in terms of enhancing the functional capability and remedying the deficiencies of the legal system. As for the areas in which FKAC’s roles should be strengthened, the following four areas are suggested: representation of agricultural corporations, management of business information including accounting standards, strengthening of consulting capabilities, and promotion of joint business projects.

        The purpose of this study is to suggest strategies how to stimulate the rural economy under the current mega-regionalization of economy and lifestyle in rural areas. We have five specific research topics in this study. First, we will investigate the existing state of mega-regionalization in rural areas. Second, we will analyze a positive (or negative) impact of mega-regionalization depending on rural areas" conditions. Third, we will examine case studies relating mega-regionalization and derive political implications. Fourth, we will analyze Korean governmental policies relating megaregionalization. Last, we will derive how to revitalize rural areas under the context of mega-regionalization. The findings of these research topics are provided as the following. First, an investigation of the existing state of mega-regionalization in rural areas led us to a conclusion that rural areas need to adopt regional development plan depending on their geographic and economic situations. Second, agro-food nurturing policies need to include two facets: differentiation and cooperation. Differentiation is to focus quality of agricultural products yielded in a small area. Cooperation is to develop mega-region"s brand through which neighboring areas should cooperate with. Third, it is required to revise industry-location policies in rural areas. A future agro-engineering complex needs to connect diverse industry complexes over rural areas in order to foster regional industry. Korean government should consider a regional development plan to revitalize rural areas such as a revised blanket subsidies and a so-called rural areas" industry development plan to reflect regional conditions.

      • 산지유통정책 개선방안

        The purpose of this study is to evaluate the existing policies on agricultural marketing in producing districts based on an analysis of marketing status. The number of farmers" marketing organizations in 2006 was 383, but it had risen to 779 in 2009. Farmers" marketing organizations that sell tangerines and apples sold more than 50% of the country"s total production of the fruits. Organizations handling carrots, onions, and pears sold about 50% of the total production. Organizations handling potatoes, garlic, and persimmons sold 20~40% of the total production, but organizations handling tomatoes and cabbage did not meet the 20% level. The size of average sales increased from 10,493 million won in 2006 to 13,557 million won in 2009. The problems of agricultural marketing policies are found as follows. First, the subsidies for raw material purchase are over 90% of the policy funding. Second, as there are similar/duplicate projects with different funding source and administering department, inefficiency may arise with respect to agricultural marketing policy across the board. Third, the institutional means to achieve policy goals were not utilized, and sufficient policy outcomes are not met. Fourth, practical policy measures are not enough for the expansion of farmers" marketing organization. Finally, the roles of local governments, which are also policy executors, are unclear. The directions for improvement of agricultural marketing policies are as follows. First, reduction of short-term financing policy and development of long-term financial support policies focused on restructuring marketing in producing districts are required. Second, there is a need for consolidation of similar projects and development of consumer-oriented policies to increase policy efficiency. Third, a policy system that promotes collaboration among the central government, local government, and farmers" marketing organization should be built. Finally, in addition to the support policy, institutional means should be developed at the same time to maximize policy performance.
