        미디어의 진화와 정당의 변화에 관한 탐색적 연구 - 인터넷에 따른 정당의 목표 및 조직의 변화

        This article aims to investigate what changes are being brought to the purpose and organization of each party according to the evolution of media. First, it is to look into the “decline or reinforcement” of party and the historical context between the party and the evolution of media. Second, it is supposed to examine the possibility and the type of change for the party to purchase other goals but the primary purpose “winning the election.” On this, it was considered the combination of acception attitude to internet(one-way, two-way) and the purpose of party(one, many). Finally, a typology model of 2x2 could be made with the connection possibility between acception attitude to internet (one-way, two-way) and the organization of party(open, closed). This article deductively examined the purpose and the organization of party to put differences from the formal studies widely describing internet and party although there is a limit having wide range of analysis and being based on the theoretical typology without examples.

        This paper aims to examine the prospects on the formation of a multilateral security regime in the Northeast Asian region as a result of changes in China's security policies in the uni-multipolar international environment. In particular, changes in China's security policies have been the results of changes in the Chinese leadership. The security policies of the Chinese government in th 20th century was mostly determined by an individual decision-making process that emphasized ideology. On the other hand, the new security strategies of China in the 21st century are seen as a response to the challenges posed by the world's powers such as the United States. It is interesting to note that there is increased opposition towards power politics and hegemony. This in turn has increased the possibilities for multilateralism within the Northeast Asian region and suggests the possibility for the establishment of a regional security regime. In order to examine the multilateral aspects of China's security strategy, this paper will look at the economic necessities in increasing China's Comprehensive national power, the pragmatic minds of the 4th generation Chinese leadership, as well as elements aimed at restraining U.S. unilateralism. In order to examine the question of whether this change in China's security policies will bring about the establishment of a multilateral security regime in Northeast Asia, this paper examines such domestic aspects as the security policies of the Hu Jintao leadership, as well as external aspects such as the positions of the United States and Japan. Limitations to the formation of a multilateral security regime include the folklore of neighboring countries with regards to Japanese imperialist history, the absence of a CSCE/OSCE developmental model, and instable inter-state relations within the Northeast Asian region. However, the possibilities for a multiliateral security regime would increase if a regional power like China would lean towards multilateralism and obtain the agreement of Korea and japan, as the greatest limitation to the formation of such a regime is the absence of a leader state. In addition, if the multilateral security regime would include the United States, the possibilities for such a regime would be much more greater. In conclusion, changes in China;s domestic environment, especially increased economic stability in China, have brought about changes i China's security policies. Accodingly, China's lean toward multilaterallism will expand regardless of the intentions of China's neighbors. Thus, China's security strategy for the 21st century would include the opposition of power politics, and the establishment of a fail and rational international political and economic order based on multilateralism. This implies China's desire to take the initiative in its competitive relations with the United States, Japan, as well as its other main partners. At the smae time, its strategic intentions to promote its positions in resolving main international issues such as the Korean issue, will increase the possibilities for the formation of a multilateral security regime.

        미국산 쇠고기 수입정책에 관한 정치사회학적 연구 : 한국과 대만 비교분석

        본 논문은 한국과 대만에서 미국산 쇠고기 수입개방 압력이라는 동일한 이슈를 놓고 왜 상이한 결과를 나타나는지를 규명하는 데 있다. 이 질문을 풀기 위해 한국과 대만의 미국산 쇠고기 수입정책에 영향을 줄 수 있는 요인들을 정치사회학적 측면에서 검토한다. 특히 미국산 쇠고기 수입개방 이슈에 있어 기존 연구들이 주목하지 않았던 당ㆍ정ㆍ청 정책엘리트에 초점을 맞춰 분석하였다. 정권교체의 패턴, 안보ㆍ전략적 환경, 한미 FTA, 정당, 시민사회, 국정지지도 중에서 한국과 대만의 미국산 쇠고기 수입 정책의 차이를 만들어낸 요인은 정당, 시민사회, 국정지지도에 기인한다. 이러한 요인들이 주는 정치사회학적 함의는 권위주의적 국정운영 행태의 잔존, 정치과정의 소통부재, 제도화되지 못한 시민운동의 한계를 들 수 있다. 미국산 쇠고기 수입개방을 통해 본 민주화 이후 한국의 민주주의는 실질적 민주주의로의 이행에 문제를 겪고 있다. 특히, 미국산 쇠고기 수입개방을 둘러싸고 정부는 시민의 요구에 응답하는 능력이 떨어진다. 향후 국가와 사회의 관계는 좀 더 개방되고 참여적인 정책결정 절차, 소통을 통한 문제해결이 요구된다. This article searches for what make South Korea and Taiwan adopt different policy responses to the same issue of opening the market to US beef import. For this, here would be examined the socio-political factors to affect the two countries' policies regarding US beef import. In particular, this paper focuses on the decision making elites (of parties, government, and the Blue House) to which the previous researches have not paid attention. There could be many factors such as Party, Civil society, approval rating for the President, pattern of change of government, security?strategical condition, KORUS FTA to make a difference in US beef policy between South Korea and Taiwan. The main factors are, however, Party, Civil society, approval rating for the President. The implication of political sociology is survival of Authoritarian statecraft, absence of communication of political process, limitation of civil movement which not become institutionalization. South Korea's US beef policy clearly showed that its democracy after democratization have troubles on the progress to virtual democracy. The government especially has a lack of sense of responsiveness responding to citizen's asking regarding US beef import. In the near future, relation between state and society is require participatory decision-making process, problem-solving through communication.
