경제자유구역에 관한 조례의 역할과 한계에 관한 연구 : ‘인천시의회 조례제정사건’을 중심으로

본 연구의 목적은 인천시 의회의 감시와 견제기능 강화를 위한 조례 제정이 외국 사례와 비교시 어떤 의미가 있는지 외국의 사례와 비교하여 그 의미를 분석하고, 경제자유구역의 의미와 경제자유구역의 효율성을 높이고 이를 성공시키기 위한 규제완화에 대한 점검, 특히 인천시 의회가 상위법에 위반하여 조례를 제정함으로써 또 다른 규제를 만든 사례를 면밀히 검토·연구하여 경제자유구역에 관한 조례 내용범위를 최적화시키기 위한 방안 모색한데 주안점을 두었다. 결론적으로 지방자치는 주민과 일정한 지역을 바탕으로 주민의사에 따라 ‘지역주민을 위한’ 지역주민의 ‘현안 사무’를 처리하는 것이다. 지역현안 사무 처리에도 법 및 조례에 위반되어서는 안 되며, 이에 근거하여야만 한다. 따라서 국가법질서와의 관계를 무시할 수 없기 때문에 조례제정을 무한대로 확대해서는 안 되겠지만 그렇다고 해서 조례제정을 지나치게 축소하거나 회피해서는 더욱 안 된다. 조례제정에도 진정으로 주민이 무엇을 원하며, 무엇이 주민편익을 위한 것이며, 실생활과 밀접하고, 주민복리 증진을 위한 것인지 심각한 고민으로 진정한 주민의, 주민에 의한, 주민을 위한 조례를 제정해야겠다. 이를 위해서 적극적인 주민참여제도 보장과 지방의회를 활성화하고, 중앙과 지방이 명령복종관계보다는 상호보완적 관계개선으로 경제자유구역 내에서 진정한 지방자치가 이루어지도록 제도적 장치를 마련함으로써 진정한 경제자유구역 사업목표와 취지가 실천될 수 있도록 하여야겠다.
Coblator 와 전기소작기를 이용한 편도절제술의 결과 비교 : 전향적 무작위 대조 임상연구
Background and Objectives: Tonsillectomy is one of the most common procedures performed by ENT surgeons and multiple surgical techniques with instruments have been evolved. In electrosurgery, local temperatures of 400°C to 600°C results in heating of intracellular contents and subsequent vaporization of the cell. In contrast, coblation is achieved at temperatures between 60°C and 70°C with minimal collateral thermal tissue damage. This study was designed to compare intraoperative records and postoperative clinical outcomes following coblation and electrocautery tonsillectomy. . Materials & Methods: Forty-three patients with a history of chronic or recurrent tonsillitis were enrolled in this study. They were randomized into two groups. Seventeen patients were operated with Coblator and twenty-six patients with electrocautery, and all operations were done by one operator. Intraoperative cotton counts and operation time was checked, and post-operative pain score, otalgia, bleeding, wound recovery, starting day of normal diet were checked. Results: Patients underwent coblation tonsillectomy reported significantly lesser pain on postoperative day(POD) 7. Mean operation time was statistically longer in coblation group then electrocautery group. However there was no other statistically significant difference in other intraoperative records and postoperative clinical outcomes between two groups. Conclusion: These results indicate that patients underwent coblation tonsillectomy reported lesser pain on POD 7. However mean operation time was longer in coblation group. This is a pilot study and further study with larger numbers of patients is on going.
Intensity stereo coding 방법을 이용한 MPEG Audio 압축 연구
Since 1988 MPEG has been working on the standardization of high- quality low-bit rate audio coding. In 1992 and 1994 the MPEG-1 and MPEG-2 audio standards were completed. In MPEG 1 audio compression standard, the intensity stereo coding plays important role. Because , When the two channel of stereo of signals are separately coded , layer1 and layer2 have a transparency quality at bit rates higher than 2*128 kbit/s. For bit rate lower than 2*96kbit/s, coding impairments may be audible . But Intensity stereo coding can be applied to improve the quality of these stereophonic signals at low bit rates. A Intensity stereo[10] is that A method of exploiting stereo irrelevance or redundancy in stereophonic audio programs based on retaining at high frequencies only the energy envelope of the right and left channels This Paper shows that the intensity stereo coding has difficulty in signal in scale factor consistency . For solving the problem , this paper shows that Angle rotation transform can be applied to the intensity stereo coding.
일학습병행제 참여근로자의 교육훈련만족도가 직무태도에 미치는 영향 : 학습목표지향성 및 조직지원인식의 조절효과를 중심으로

This study aims to identify the effects of the education and training satisfaction of the work-learning dual system on job attitudes and the moderating effects of learning goal orientation and perceived organizational support such as organizational commitment and turnover intention. The work-learning dual system was designed to provide corporate customized training to the industrial workforce based on the National Competency Standard. This system has been introduced to reduce unnecessary expenses and to resolve a job mismatch between job-seekers and companies. Benchmarking the German dual system and the Swiss apprenticeship system, it was tailored apply to the Korean labor market. Data were obtained from 254 employees who participated in the work-learning dual system. The data were analyzed by descriptive statistics, factor analysis, reliability test, correlation analysis and hierarchical regression analysis using SPSS for Windows Ver. 22.0. Major findings are summarized as follows. The satisfaction with education and training significantly enhanced organizational commitment. Second, the satisfaction with education and training significantly lowered the turnover intention. Third, learning goal orientation moderated the relationship between the satisfaction with education and training and the turnover intention. Learning goal orientation strengthened the negative relationship between the satisfaction with education and training and the turnover intention. This study provides the following practical implications and suggestions for future research. First, it suggests directions for new research on the positive effects of the work-learning dual system in the current situation of Korea where few studies have been conducted on the relation of the system and job attitudes. Second, efforts should be made to raise awareness of the organizational support of workers participating in the work-learning dual system. Third, companies should consider learning goal orientation when selecting workers to participate in education and training. The results of this study are expected to contribute to the successful diffusion of the system and its stable settlement.
Stimulatory effects of histamine on migration of nasal fibroblasts

Fibroblast migration is crucial for normal wound repair after sinonasal surgery. Histamine is known to be involved in wound healing by its effects on cell proliferation and migration. This study aimed to determine whether histamine affects the migration of nasal fibroblasts and to investigate the mechanism of action of histamine on nasal fibroblasts. Primary cultures of nasal fibroblasts were established from inferior turbinate samples. Fibroblast migration was evaluated with scratch assays. Cells were treated with histamine and/or histamine receptor-selective antagonists. U-73122 and pertussis toxin, which are selective inhibitors of the lower signaling pathway of H1R and H4R, were used to confirm the modulation of nasal fibroblast migration by histamine. Fibroblast cytoskeletal structures were visualized with immunocytochemistry. Histamine significantly stimulated the migration of nasal fibroblasts. Antagonists selective for HR1 and HR4 significantly reduced nasal fibroblast migration. In immunocytochemical staining, histamine treatment increased membrane ruffling and pyrilamine, diphenhydramine, fexofenadine, and JNJ7777120 decreased histamine-induced membrane ruffling. U-73122 and pertussis toxin also decreased histamine-induced migration of fibroblasts. Histamine maintains its stimulatory effects on fibroblast migration in the presence of mitomycin C, which blocks proliferation of cells. We demonstrated that histamine stimulates fibroblast migration in nasal fibroblasts. This effect appeared to be mediated by HR1 and HR4. However, as fibroblast migration also can be involved in scaring and fibrosis, more research is necessary to determine the effects of antihistamine on wound healing after sinus surgery.

초 록 SM45C 탄소강 가공시 Ball End Mill Feed 최적화 조건의 실험적 연구 홍 성 문 지도교수 : 정 상 원 기계공학과 남부대학교 일반대학원 본 연구에서는 금형 제작기간을 단축하기 위한 방안으로 금형부품 가공 시간을 절감시키기 위하여 최적의 Spindle 속도와 Feed 속도를 확인하여 기존 표준절삭조건 대비 6배의 Feed 속도를 높여 가공 소요시간을 줄이는 방안을 제안 하였으며, 가공 조건에 따른 표면 거칠기를 비교하여 이를 증명 하였다. 이에 따라 가공시간은 평균 5.918 min 으로 약 5배 정도 시간이 단축되었으며, 표면 거칠기는 평균 2.667 ㎛ 로 나타나 제안하는 조건이 약 30%의 개선효과를 나타냄을 증명 하였다. 또한 제안하는 가공조건을 산업현장에 적용 시 소요시간 단축과 함께 표면 거칠기의 향상도 기대할 수 있어 가공품의 목적과 용도에 따라 적절한 가공조건을 선택하여 활용할 수 있을 것으로 기대한다.
"This study aims to conduct prior research on the domestic and international status of virtual asset investment and acceptance of virtual assets, and based on that, to perform an empirical study with industry experts from the banking, securities, and fintech industries to ultimately identify hindrance factors for virtual asset investment and determine the relative importance of each factor. The results of this study will provide guidance to major players in the virtual asset market, including virtual asset exchanges, coin issuers, and governments, for establishing appropriate policies to foster the development of the virtual asset investment industry. To achieve these objectives, we conducted an FGI on 31 industry experts to identify four top factors and sixteen sub-factors that negatively impact virtual asset investment. Two sub-factors that did not meet the criteria were removed, and a Delphi Method was used twice to collect opinions from industry experts and refine the terms for each factor to align with industry standards. The results confirmed four top factors: transaction factors, institutional factors, intrinsic factors, and investment information factors. An AHP survey was then conducted to analyze the relative importance and priority of these factors, with the transaction factor identified as the most important (0.562), followed by the institutional factor (0.209), intrinsic factor (0.174), and investment information factor (0.055). The study findings suggest that market participants need to take measures to mitigate unique risks posed by the characteristics of virtual assets and improve market transparency and transaction safety. It is crucial for exchanges, issuers, and governments to work together to develop strategies that support the growth of the virtual asset investment market. By providing guidelines for these key players, this study may contribute to the development of appropriate policies for the virtual asset industry. Additionally, this study may help establish the concept of virtual asset investment and create a foundation for future research in this area. Given the rapid growth of the virtual asset investment market and increasing interest from various investors worldwide, academic research that can strengthen industrial competitiveness is expected to become increasingly important in the future.
이동 타겟 추적 및 얇은 막대 배치를 위한 N-R과 EKF방법을 이용한 로봇비젼제어기법 개발
This thesis presents the robot vision control schemes using batch and data moving schemes of Newton-Raphson (N-R) method, and the recursive scheme of Extended Kalman Filter (EKF) method for a moving target tracking, and slender bar placement in the uncertainty of circumstance. The vision system model used for this study involves the six camera parameters(). explains the uncertainty of camera's orientation and focal length, and explains the unknown relative position between the camera and the robot. In order to develop the robot vision control scheme, the batch and moving data schemes of N-R, and a the recursive schemes of EKF are developed for the estimation of the six camera parameters. Then, based on the estimated six parameters using three cameras, control schemes of the robot‘s joint angles are developed for the moving targets tracking and slender bar placement using both N-R and EKF methods. Especially, for the placement of slender bar in the uncertainty of circumstance, the discontinuous trajectory caused by obstacles is divided into three obstacle regions, which are beginning region, middle region, and near target region. Each obstacle region involves of 10 obstacles. Then, the effects of number of obstacles using the proposed robot's vision control schemes are investigated in each obstacle region. Finally, in order to evaluate its strengths and weaknesses of three robot vision control schemes. the proposed three robot's vision control schemes is demonstrated experimentally by performing the moving target tracking, and the slender bar placement in discontinuous trajectory by obstacle.
LLM을 활용한 해양사고 위험도 기반 동적 시나리오 생성 연구

Predicting maritime accident risks in advance and quantitatively assessing the likelihood of accidents can serve as a key solution for enhancing maritime safety and preventing casualties. However, existing studies have predominantly relied on limited structured data such as weather conditions or marine traffic information, and often remained at the level of binary accident classification. Moreover, most prior approaches lacked legal justification and interpretability in explaining prediction outcomes. This study proposes an integrated maritime accident prediction framework that combines a quantitative prediction model developed using weather and marine traffic datasets with an LLM-based accident scenario generation module grounded in maritime legislation and tribunal rulings. Derived variables reflecting regional maritime operational characteristics were constructed, and probabilistic calibration was applied to improve the reliability of predicted risk scores. The prediction outputs were then integrated with legal and tribunal case data through a Retrieval-Augmented Generation (RAG) architecture, enabling automatic generation of accident causes, legal grounds, and recommended countermeasures. The proposed model goes beyond conventional accident probability prediction by connecting predicted risk levels with legal reasoning and simultaneously generating actionable, explainable decision-support information. By linking prediction outcomes with an LLM-driven RAG system, the framework enables autonomous reasoning capable of answering why a situation is risky and which legal provisions justify specific mitigation actions. To evaluate the quality and reliability of the generated scenarios, an LLM-as-Judge quantitative assessment was conducted. The proposed model demonstrated superior performance across all evaluation metrics compared with both the baseline model and the single-input model, confirming its effectiveness in producing coherent, legally grounded, and context-aware accident reasoning outputs. The proposed approach demonstrates the potential to serve as a core technological foundation for intelligent maritime early-warning and decision-support infrastructure, ultimately improving both safety and operational efficiency within maritime traffic systems. 해양사고 위험을 사전에 예측하고, 사고 발생 가능성을 정량적으로 평가하는 것은 해 상 안전 확보와 사고 예방을 위한 핵심적인 솔루션이 될 수 있다. 하지만 기존 연구들은 기상이나 해상 교통 등 일부 정형 데이터만을 활용하거나, 사고 발생 여부를 단순히 분 류하는 수준에 머물러 있었다. 또한 예측 결과에 대한 법적 근거 제시나 설명 가능성 측 면에서도 한계가 존재하였다. 본 논문은 기상·해상 교통 데이터를 통합한 정량 예측 모델과 법령·재결서 기반의 LLM 사고 시나리오 생성 모델을 결합한 통합형 해양사고 예측 프레임워크를 제안한다. 해역 특성을 반영한 파생 변수를 구성하고, 확률 보정을 통해 예측 신뢰도를 향상시켰 다. 예측 결과는 해사 법령·재결서 데이터와 연계되어 검색 증강 생성 (Retrieval-Augmented Generation, RAG) 구조에서 사고 요인·법적 근거·대응 권고를 자동으로 생성하였다. 생성된 시나리오는 LLM-as-Judge 기반 정량 평가를 통해 검증되 었으며, 제안된 모델은 기본 비교 모델과 단일 입력 기반 모델 대비 전 평가 지표에서 우수한 성능을 보였다. 이를 통해 단순한 사고 확률 예측을 넘어, 예측된 위험도를 법 령·재결서와 연계하여 사고 요인·법적 근거·대응 권고를 동시에 제시하는 통합형 의사결 정 지원 체계로 확장될 수 있음을 입증하였다. 예측 결과를 LLM 기반 RAG 구조에 연 결함으로써, 모델이 “왜 위험한가”, “어떤 법령에 따라 어떤 조치가 필요한가”를 스스로 추론하고 설명할 수 있는 설명가능형 추론 구조를 구현하였다. 본 연구에서 제안한 모델 은 지능형 경보 및 의사결정 지원 인프라의 핵심 기반 기술로 활용될 수 있으며, 이를 통해 해상 교통의 안전성과 운영 효율성을 동시에 향상 시킬 수 있을 것이다.
