뉴노멀 시대의 새로운 미중관계:상호 경쟁과 협력의 전략적 조화

The Trump administration adopted “America First” on national strategy toward the East Asia. In addition, China led by Xi Jinping would pursue to rebuild on "Chinese Socialism". These national policies are likely to bring 'Strategic Competition' on US-PRC relations. Otherwise, it is a possibility that U.S.-China Strategic Competition in the Era of the New Normal is shaping different structure compared the past era due to economic globalization. In this sense, this article would like to analyze US and China's foreign policies on East Asia, and prospect US-China's relations Korean Peninsula.” It is so important that studying the relations of US-China has influenced on Korean peninsula issue and East Asia's situations. ROK have a role in a bridge and mediator state between the US and PRC in order to get a peaceful resolution in the Korean nuclear issue and the Korean peninsular and economic prosperity. 2017년 출범한 미국 트럼프 행정부는 ‘미국 우선주의(America First)’를 대외정책으로 삼고 있으며, 집권 2기 시진핑의 중국 정부 역시 ‘사회주의적 중화사상’ 재건을 강조하고 있어 미중 간 패권경쟁이 예상된다. 그러나 뉴노멀 시대 미중관계는 경제적 세계화(Globalization)와 정보통신의 발전으로 인해 과거 미중 관계의 구도와는 다르게 전개될 가능성이 높다. 그러므로 본 논문은 미국과 중국의 대외정책을 살펴보고 향후 미중의 갈등과 협력관계를 분석하고자 한다. 이러한 미중관계의 분석은 동아시아 패권질서와 한반도 정세를 판단하는데 중요하다. 우리 정부는 변화하는 미중관계를 파악하여 적절한 대응전략이 필요하다. 한반도 평화와 번영을 위해서는 주변 강대국인 미국과 중국의 역할과 협력이 무엇보다도 중요하므로, 한국은 미국과 중국 사이의 조정자 역할을 담당할 수 있어야 한다.

건선의 한의학적 치료에 관한 논문 경향 분석 - 국내 논문을 중심으로

Background : The purpose of this study is to analyze research trends on the korean medical treatment and develop the way of psoriasis cure. Object & Method : This study is based on analysis of recent paper about korean medical treatment of psoriasis using WKUCL(Wonkwang University Central Library) and NDSL(National Discovery for Science Leader). I searched papers using the keyword "Psoriasis". Inclusion criteria was last 13 years. Result : A total 19 studies were found. They turned out to be effective treatment methods of acupuncture, moxibustion, internal medicines, external applications, and evaluation tool of PASI(psoriasis area and severity index). Conclusion : According to the results, korean medical treatments have good effects on psoriasis. If we accumulate the more clinical reports, it will be helpful to map out a systematic treatment of korean medicine on psoriasis.

In the Clinical Study on I Case of Patient with Optic Neuritis, the results were as follows. 1. Optic neuritis is acute disease that vision isdiminished fastly and become a blindness. It was classified with papillitis and retrobulbar neuritis to pathologic region of optic nerve. 2. It belong to the cathegory of Pock Maeng(暴盲) in Oriental Medicine. 3. The causes of Optic neuritis were the stagnation of phlegm-heat, the stagnation of vital energy and blood stasis, the yin-deficiency of Liver and Kidney & nonfastness of primordial energy. 4. We could get the effective results by providing the patient with Gami-Chungganmyungmoktang(加味淸肝明目湯) in the acute period, and Gami-Ssangwhatang(加味雙和湯) in the recovery period. 5. In Acupuncture treatment and other treatment, Electro-acupuncture theraphy were used for neurologic stimulation, Infra-red exposure were used for promoti ng the circulation of vital energy and blood. Physiological salt solution instillation were used for maintainance the physical state of orbit.

북핵 고도화와 새로운 대북정책의 모색 : 공세적 핵전략으로의 진화와 우리의 대응전략

In terms of analyzing North Korea's nuclear strategy, Dr. James Pearon's domestic audience cost theory is useful to understand what's role in DPRK's domestic factors in it decision making process. This paper would like to concentrate on North Korea's domestic matters in North Korean foreign policy rather than structural factors surrounding the Korean peninsula. Authoritarian regime like North Korea would tend to its political leader and power elites instead domestic opinions and external pressures. Therefore, this article is more focusing on North Korean political leader's priorities and perception toward the foreign policies. Also, we try to find out appropriate strategic options against the North's nuke provocation, and how the domestic audience cost in South Korea has played in policy making process toward North Korea 북한 핵전략을 정확하게 파악하기 위해 피어론(James Fearon)의 ‘청중비용(domestic audience cost)’ 이론을 중심으로 북한 외교정책결정과정에서의 국내정치 변수를 중심적으로 분석하고자 한다. 청중비용 이론에 의하면, 일반적으로 북한과 같은 독재국가 지도자에게 체제의 특성상 국내여론은 중요하지 않으며, 의사결정구조 또한 민주주의체제의 국가와 달리 개인과 집단의 국내적 요소가 상대적으로 중요하기 때문이다. 외교정책의 결정구조가 다르다는 것은 이에 대한 정책 대응 역시 그에 맞춰 이루어져야 한다. 북한과같은 개인주의적 독재정권은 청중비용으로부터 매우 자유롭기 때문에 지도자의 개인적 정치 선호도와 인식에 따라 외교정책과 대외전략이 결정되고있음을 주지해야 한다. 오늘날 북핵의 고도화, 미중 패권경쟁 등 한반도 평화정착과 통일을 위한환경은 우리에게 그다지 우호적이지 않지만, 한반도 평화정착과 통일은 우리에게 시급한 과제임에 분명하다. 이에 북한의 핵정책 및 전략에 대한 면밀한분석을 통해 한반도 비핵화 전략과 로드맵을 준비해야 하며, 나아가 우리의지속가능한 통일정책을 모색해야 한다.

미국과 유럽의 철도협력 정책이 동북아 철도협력에 주는 함의

철도망 구축은 한 국가의 대중교통 중심으로 간주되어져 왔고, 최근 철도 중심의 교통체계를 갖춘 국가들은 시민들의 사회 활동량과 삶의 질을 높이고 있다. 무엇보다 철도망 구축은 국가 내부의 사회·문화 교류를 확산시키고 여러 국가를 연결하는 철도 교통망은 국가 간 교류를 활성화하여 사회통합의 순기능을 담당하였다. 최근 철도산업은 사회통합의 기능은 물론이고 탄소 절감과 경기부양책과 연계되어 새롭게 조명되고 있다. 따라서 본 연구는 미국과 유럽의 경제적, 환경적 요소를 포함하여 철도망 통합을 통한 지역과 국가 간 철도연계사업을 살펴보고, 성공적인 철도망 구축을 위해 필요한 요인들을 분석하여 동북아 철도협력사업 추진을 위한 함의점을 찾고자 한다.
