        The Standards for the Application of National Health Insurance Benefits for Clinical Research was implemented in May 2018 to cover the routine care costs of clinical research for public benefit, in order to expand treatment opportunities for new medical technologies in situations where patients have no alternative treatment options. Since the implementation, there has been a consensus on the significance and necessity of the project, but the consensus is still weak in terms of activation and advancement of the project. In this study, I identified the current situation by analyzing domestic and foreign clinical research support cases and data on applications and claims. I prepared improvement strategies for the clinical research medical benefits for public interest purposes based on the situation analysis and a collection of stakeholder opinions. The results of the domestic clinical research support system showed that the government and public institutions provide research funds and infrastructure for research related to rare, terminal, and severe diseases for which there is no alternative medical technology, and also consider aspects of research design to confirm clinical utility when selecting eligible clinical studies. A review of clinical research support systems in other countries shows that it is difficult to identify commonalities between the projects. The United States considers the therapeutic purpose, improvement of health outcomes, and appropriateness of the research design, while Japan applies health insurance based on the routine care cost for clinical research with licensing purposes. The United Kingdom and Australia determine support based on whether the research is commercial or non-commercial. As a result of checking the status of applications and claims, the proportion of investigator-initiated clinical studies is high, and the number of clinical studies applying for clinical research medical benefits has been increasing overall. The approval rate of sponsor-initiated clinical studies reviewed by the committee was less than 50%, and there were cases where the sponsor was a non-profit organization or a national research and development project. The results of the stakeholder and expert interviews were mixed, depending on the characteristics and interests of the subjects. Considering the purpose of the system and the status reviewed above, I propose improvements to the system for the purpose of fostering the application of clinical research medical benefits for public interest and rationalizing the application and management standards. Firstly, the application criteria and other systems should be improved in order to expand the number of clinical studies covered by routine care costs and increase the predictability of the review results. Second, to reduce the involvement of for-profit organizations in clinical research outcomes, efforts should be made to expand health insurance coverage of routine care costs as well as long-term support for research and infrastructure through public funds. Finally, it is necessary to establish an infrastructure to manage domestic clinical research from approval by the Ministry of Food and Drug Safety to registration of research results and to identify the status of clinical research so that mid- to long-term planning can be made.

        성인지예산서 분석을 통한 정책적 함의와 과제 -부산광역시를 중심으로-

        This study is the purpose of policy implications and challenges through gender budget analysis of 2013 gender budget statement in Busan Metropolitan City. Analysis was carried outstep-by-step through the four indicator that is appropriateness of the target business, appropriateness of gender benefit analysis, appropriateness of the gender gap cause analysis, appropriateness of the performance target. The results, first, the business benefits that can not be clearly gender when creating a gender budget analysis was made ​​properly, regardless of what in the appropriate budget. Second, applied but were missing the target business projects. Third, many errors occurred because of the recognition of gender budget is the only female and Gender ratio should be female : mail = half : half. Fourth, vague of guidelines of the Ministry of Security Public Administration. Fifth, Administrative statistics isn’t sufficien collection and management. Sixth, improve the understanding of the performance indicators. Seventh, association of the gender impact analysis assessment is absence. In order to solve the political problem, it is urgent to establish the concept of this Policy Focus Group, and secure the divisional administration statistics, produce the gender desperate statistics. Gender budget need to mark the creation of apply budget projects in performance budget, the need to improve the situation for the local governments ‘e-hozo’ system to support the Ministry of Security Public Administration. In addition to strengthen connectivity between gender budget analysis and gender impact assessments, and should be strengthen institutional infrastructure and promoting education for improving understanding and awareness of gender budget. 본 연구는 성인지예산서 분석을 통한 정책적 함의와 개선과제를 도출하려는 목적으로 부산광역시가 2013년 작성한 성인지예산서를 중심으로 대상사업의 적절성, 성별수혜분석의 적절성, 성별격차 원인분석의 적절성, 성과목표의 적절성 등 네 가지 지표를 통해 단계적 분석을 실시했다. 분석결과 첫째, 예산서가 적절하게 작성된 것과 무관하게 성인지예산서를 작성할 때 성별수혜분석을 명확히 할 수 없는 사업이 있었다. 둘째, 적용가능하나 대상사업에 누락된 사업이 많았다. 셋째, 성인지예산을 여성만의 예산으로 여기거나 성별비율을 50:50으로 동일하게 해야 한다는 인식으로 인해 성별수혜분석의 오류가 다수 발생했으며, 넷째, 안전행정부 가이드라인이 모호한 경우, 다섯째, 행정통계 수집 관리가 미흡한 경우, 여섯째, 성과지표에 대한 이해 향상이 필요한 경우, 일곱째, 성별영향분석평가와 연계가 부재한 경우 등이 발견되었다. 이러한 정책적 문제를 해결하기 위해서는 우선 정책 대상 집단(Policy Focus Group)의 개념 정립 시급하고, 사업별 행정통계 확보와 성별통계 생산이 절실하며, 성과예산서에 성인지예산서 작성사업을 표기해 성인지예산 적용사업 임을 확인할 수 있도록 해야 하고, 안전행정부가 지원하는 ‘e-호조시스템’을 지방자치단체 실정에 맞게 개선해야 한다. 더불어 성인지예산과 성별영향분석평가제도 간 연계성 강화하고, 성인지예산 이해와 의식 향상 위한 교육 강화 등 제도 추진의 인프라 마련이 뒷받침되어야 한다.

        코로나19 전후 국내 학교폭력 변화 양상 탐색:‘피해 경험’을 중심으로

        This study investigates how school violence in Korea evolved due to education policies affected by COVID-19 from 2020, with an emphasis on the victim's experience. Using data from the 'School Violence Survey', Korea's most comprehensive such survey, we analyzed patterns from 2019 (pre-COVID-19), 2020 (height of remote learning), to 2021 (resumption of in-person classes). Results showed a decrease in verbal and physical violence during remote learning, but an increase in cyberbullying. The overall rate of reported school violence declined over the three years. Notably, verbal violence and cyberbullying were most prevalent, and elementary and male students faced a higher risk of experiencing violence than their counterparts. This study provides essential insights into the shifts in school violence in the COVID-19 era and offers foundational data for future policy during pandemic outbreaks.

        K-MOOC 묶음강좌 설계요소 탐색

        The purpose of this study is to provide guidelines for designers by deducing design components through inductive analysis on entire K-MOOC Series Course. For this purpose, we analyzed information pages of 29 Series Courses operating up to now into classification and menu and then conducted content analysis for menu of additional investigation in need. As a result, 3 classifications and 32 menus were derived on the first analysis, and it was classified and analyzed that there are cases of presenting menu formally and including actual contents. Also, we divided 12 out of 32 menus into 4 categories and analyzed the contents of 29 Series Courses into them. Based on the above analysis results, design components of K-MOOC Series Course consisting of 3 classifications and 26 items with description was suggested. This study is significant developing design components suitable for the overall characteristics and environment of K-MOOC Series Course through total analysis. 본 연구는 K-MOOC 묶음강좌 전체에 대한 귀납적 분석을 통해 설계요소를 도출함으로써 K-MOOC 묶음강좌 설계자에게 가이드라인을 제공하는데 목적이 있다. 이를 위해 현재까지 운영된 29개 묶음강좌의 설계 대상에 해당하는 안내 페이지를 영역과 메뉴 단위로 분석하고, 추가적인 확인이 필요한 메뉴의 내용 분석을 수행하였다. 연구 결과, 1차 분석에서는 3영역 32개 메뉴가 도출되었으며, 해당 메뉴를 형식적으로 제시하는 경우와 실제 내용을 포함하는 경우로 구분, 분석되었다. 또한, 32개 중 12개 메뉴를 4개 분야로 구분하여 29개 묶음강좌의 내용을 분석하였다. 이상의 분석 결과를 종합하여 3영역 26개 항목으로 이루어진 K-MOOC 묶음강좌의 설계요소와 항목별 특징을 제안하였다. 본 연구는 전수 분석을 통해 K-MOOC 묶음강좌의 전반적인 특성 및 환경에 적합한 설계요소를 개발하였다는 점에서 의의가 있다.

        서울시 생활권별 공공시설의 공급 불균형 분석 - 역세권을 중심으로

        The purpose of this research is to investigate the disproportionate characteristics of the public facilities supply such as daycare center, library, public sports complex and to propose an improvement plan of the facility capacity in Seoul Metropolitan Area. We categorized Seoul Metropolitan Area in accordance with 5 geological communities, 2 zones as residential / non-residential and 1st/2nd degree of distance from subway station. The results of the analysis indicated that the supply of the public facilities in the downtown area were generally good in all types of public facility and Dong-buk (North-East) community showed some lack of public facilities around the primary station area. Dong-nam (South-East) community was lacking in all types of public facility. Seo-nam (South-West) area was showing some shortage of public facilities around the major station area in residential area and Seo-buk (North-West) community was lacking in public facilities around the major station in the business area. Considering the different situation in supplying of public facilities in each community, it is recommended to secure the specific supply strategy of public facilities per community, associated to the development of urban transit centers to enhance the public service and make TOD space. 본 연구는 서울시 역세권 내 공급된 도시공공시설 중 어린이집, 도서관, 공공체육시설이 어떠한 불균형적 공급특성을 가지고 있는지 밝히고 그에 따른 공급방안을 제안하는데, 그 목적을 두고 있다. 이를 위하여 서울시 역세권을 생활권 5대권역ㆍ토지이용(주거ㆍ비주거중심)ㆍ범위(1ㆍ2 차 역세권)로 구분하여 서울시 역세권내 도시공공시설 공급특성을 파악하였고 그에 따른 유형별공급방안 및 공급량을 제안하였다. 본 연구에서의 분석결과를 살펴보면, 도심권은 대체적으로 모든 역세권 유형에서 공공시설 공급 현황이 양호하였고 동북권은 1차 역세권을 중심으로 공공시설공급이 부족한 것으로 나타났다. 동남권은 대체적으로 모든 역세권 유형에서 공공시설 공급이 부족한 것으로 나타났으며 서남권은 비주거 중심 역세권을 중심으로, 서북권은 주거중심 역세권을중심으로 공공시설 공급부족현상을 보였다. 각 권역별로 상이한 공급 실태를 보임을 감안할 때, 권역별 차별화된 공급방안을 통하여 역세권 개발과 연계한 필요 공급량 확보전략이 공공서비스지원 및 대중교통 중심의 공간이용을 도모하는 효과적인 대안이 될 수 있을 것이다.

        대학 원격수업 설문 분석을 통한 학습자 만족도와 불만족 요인 탐색

        본 연구는 COVID-19 이후 2020학년도 1학기에 수행된 대학 원격수업 관련 설문조사 결과를 수집, 분석하여 대학 및 설문 특성에 따라 만족도와 불만족 요인을 비교, 탐색하는 데 목적이 있다. 이를 위해 언론 및 관련 사이트에 게시된 총 18개 대학의 26,185명 만족도 데이터와 25,688건 불만족 요인 데이터를 수집하여 카이제곱검정, 독립표본 t-test, ANOVA를 실시하고, 불만족 요인 관련 프레임워크를 개발, 적용하여 요인을 분류하였다. 연구 결과 첫째, 원격수업 만족도는 대학 및 설문 특성별로 유의미한 차이를 보였다. 둘째, 원격수업 불만족 요인 역시 대학 및 설문 특성별로 유의미한 차이가 있으며, 전반적으로 수업 설계, 학습자원 개발 및 운영, 수업 운영 및 관리 측면에서 불만족 정도가 높은 것으로 나타났다. 본 연구를 통해 설문의 시행 주체 및 내용에 따라 만족도가 달라질 수 있다는 점이 확인되었다. 불만족 요인에 대한 프레임워크를 제안하고, 향후 원격수업과 관련된 종단적 연구의 가능성을 제시하였다는 점에서 의의가 있다. The purpose of this study is to compare and explore the satisfaction and dissatisfaction factors according to characteristics of universities and survey conducting by learners of distance courses at the university in spring 2020 after COVID-19 by collecting and analyzing the survey results. For this purpose, we collected the satisfaction data of 26,185 learners and 25,688 dissatisfaction factor data from total 18 universities posted in the media and related sites, and conducted a chi-square test, independent sample t-test, and ANOVA, and developed a framework related to dissatisfaction factors were classified. The results were as follows. First, in satisfaction for distance courses, there were significant differences among the characteristics of universities and survey. Second, in terms of dissatisfaction, there were also significant differences according to the characteristics of universities and survey, and generally appeared to be dissatisfied in designing course, developing and managing learning resources, and operating and managing course. In conclusion, it was confirmed that satisfaction may vary depending on the subject and content of the survey. Additionally, it is meaningful in that we propose a framework for the factors of dissatisfaction and suggest the possibility of longitudinal research related to distance courses in the future.
