이 연구는 정치적 이념으로서의 서구 보수주의가 사회복지정책의 발전과정에서 수행한 역할을 검토함과 동시에 한국 사회복지의 발전과정에서 보수주의는 어떤 역할을 수행했는지를 비판적으로 조망하고자 했다. 서구 보수주의는 사회복지정책의 발전과정에서 중요한 역할을 수행했으며, 보수주의 복지국가라는 복지체제를 형성한 정치세력이었다. 반면에 한국의 보수주의에게 사회복지는 시혜 이상의 의미를 가지지 못했다. 한국 보수주의의 핵심적 과제 중의 하나는 보수주의에 기초한 사회복지 담론과 발전전략을 구체화하는 것이다.

실직관련 민간비영리 조직간 관계의 구조적 특성연구 : 의사소통관계와 실직관련 활동의 전개양상을 중심으로

A primary objective of this study is to find the effects of non-professional NGOs' participation in social welfare field. There are some arguments about these effects. Some insist that their participation will enhance the quality and quantity of social welfare provision, while others do not think so. To testify the effects of non-professional NGOs' participation in social welfare field, this study analyzes information exchange network and affiliation network among unemployed-relief NGO's in North Cholla province. Major findings of this study are as follows: First, unemployed-relief NGOs incline to exchange valuable information among those of the same kind. Namely, social welfare organizations incline to flock together, and non-professional NGOs are much the same. Second, non-professional NGOs are more active to exchange information than social welfare organizations. These are the natural consequences of the character and structure of non-professional NGOs. But, considering the importance of active networking which is one of key conditions to find one's niche, the inertia of social welfare organizations is salient. Third, unemployed-relief activities of most organizations are very similar. This finding implies that non-professional NGO's participation in unemployed-relief has not produce synergy effect until now. Contrarily, their participation may generate the possibility of competitions and conflicts with social welfare organizations. To minimize these negative effects, non-professional NGOs and social welfare organizations try to find their niche, to network each other, and to do cooperative action. Government also has the concrete policy directions towards the proper role assigning among unemployed-relief NGOs.
