필자는 1991년도 전국을 떠들썩하게 하였던 강경대군 치사사건이 일어난지 10여일 지난 5월 6일 긴급히 서울학생처장에 임명이 되었으며 학생과의 협상과 요구 조건을 완전히 이행하고 사임한 지난 11월 12일 까지 6개월간 동직을 말았었다.

Berkely Economist/business professor Hal R. Varian (1998) expressed the emergence of knowledge based economy when he proposed that the big thrust of the American economy is consisted of ICE, information, communication and entertainment. He preferred the term information economy in place of knowledge based economy. His choice of the term, information economy seems to reflect his current position, Dean of the School of Information and System, Berkeley. He holds the triple professorship in the departments of economics, management and management information system. However, the terms, knowledge based economy, knowledge economy and knowledge management are in wider use. Therefore, the term knowledge based economy is used in this paper. The Symptoms of knowledge based economy are simply overwhelming : Globalization, borderless competition, rapid replacement or price superiority of labor intensive goods by knowledge intensive goods, world wide spread of chronic and large scale long term unemployment ; rapid increase of knowledge workers in the advanced economy, rapid spread of both behavioral and technological infrastructure of information and communication technology, and IMF controlled economy of Korea and South East Asian countries when they fail to transform their economy from industrial into the knowledge based economy in time, to name a few. It is proposed, in this paper that Korea has failed to install the behavioral dimension of IT and communication knowledge infrastructure. As a result, Korea has been under the harness of IMF controlled economy and the Nutcracker consisted of the Cheap labor cost of China and technological/managerial knowledge based of Japan, as proposed by Maekyung sponsored Booz-Allen Report and McKinsey Report. In the process, the Korean dominant culture of power oriented behavior seemed to have played a role.

*87․88학년도 종합 1. 년도별에 따른 권위주의의 분석 재래주의, 강인성의 강조의 점수는 88년이 높았고 권력에 대한 맹종, 상동성의 점수는 87년이 높았다. 2. 년도별에 따른 CPI의 분석 지배성, 사회적 능력, 자기수용, 관용성, 허위 기재성. 여성특질의 점수는 88년이 높았고 사회화· 호감도, 순응에 의한 성취욕구, 독립에 의한 성취욕구, 지적 효율성의 점수는 87년이 높았다. 3. 년도별에 따른 MMPI의 분석 우울증, 히스테리 · 무기력감, 동요, 온화/성급의 점수는 88년이 높았고 정신병질환증 일탈, 외향성/내향성, 조화적 아동기, 지배/복종, 초자아 강도 신경증· 사교적 자신감의 점수는 87년이 높았다. 4. 년도별에 따른 정치성향의 분석 혁신적 행동주의의 점수는 88년이 높았고 보수주의, 혁신주의의 점수는 87년이 높았다. 5. 년도별에 따른 마키아벨리즘의 분석 적극적 권모술수의 점수는 87년이 높았고 현실주의적 권모술수의 점수는 88년이 높았다.
