This paper describes a general model for comparison, evaluation and selection of proposed Research and Development Projects through a strategical approach. States of nature which are uncontrollable variables and relevant criteria and their relative importance are crucial factors for projects evaluation: The managerial goals and objectives of R&D Organization are vital importance for subjective weighting criteria. Accurate information and prediction for the true frequencies of occurrence of the states of nature play a decisive role in evaluation. Elements for determination of criteria are proposed, but not tested.
TPM System의 성공적 정착화를 위한 실증적 연구

There are many reports and research analyses on successful implementation of TPM in Korean manufacturing industry, most of which are from such groups as the TPM consulting group of Korea Standards Association, academic area and KMAC. The importance of TPM cannot be overemphasized under the particular situation that capital cost is getting higher and higher in Korea theses days. This paper is to try to identify of which factors are for successful implementation and at same time to identify the causes of failures under the assumption that new innovative campaigns or management tools are not always successful to enhance productivity. The main features of this paper are the questionnaires and answers from 127 plants who had implemented TPM as of the end of 1996. The analysis shows that the length of the period of TPM is not closely related to successful implementation. The number of professionals, the opportunities of training and education, tracking of equipment efficiency and positive attitude of top management are some of the key factors of successful implementation of TPM.

This paper proposes the standardization in the field of education and training for maintenance personnel. This is particularly important because of the following reasons: firstly, most of sophisticated system or equipment are getting more and more important in terms of cost, quality, product liability, etc. and so the economic and social responsibilities of maintenance men play more important role in business activities. Secondly, maintenance works have been one of 3D jobs and so it is required for maintenance men to have motivation for higher performance. Even though maintenance works depend upon contingency factors, the development of standards of maintenance works and appropriate education and training, and implementation through the incorporation in national standards or possibly internationally are necessary. This paper identifies 5 kinds of skills and each skill includes 6 to 11 different kinds of sub skills and is classified as 3 levels, such as basic, technical and specialty.

The industrial sector is the largest energy consumer, accounting for 44% of the total energy consumption of Korea in 1981. Energy conservation in the industrial processes is one of the most important strategies to the energy conservation to the nation. This paper introduces principles of energy conservation which is the maximum thermodynamic efficiency in energy use. Two important factors considered are how much heat is available and how good is the heat available (the quality of energy).

This paper contains the trends of the structural change of maintenance system and organization of manufacturing industry during 1989 and 1996. At the same time, it also analyzes and tries to identify the factors for the successful implementation of TPM system based upon the surveys and empirical studies through the same period. Maintenance system and organization have changed more rationally. Overall machines and equipments eeectiveness have increased considerably from 1989 to 1996. The number of the firms which have implmented TPM system increased dramatically during the same period. However, it is found that many top managers do not adapt the new concept on TPM.

This paper is to analyze and provide some managerial requirements for the successful implementation of total productive maintenance system. It tries to identify determining factors for success and reasons for the failures of TPM, based on the research of a survey and an empirical study through the years in Korea. The findings are such that many companies have not been engaged in planning and control the maintenance cost and their maintenance activities are not organized systematically. However, many indicators show that the number of finns which try to introduce and implement TPM is getting increased. The successful implementation of TPM depends largely on how top management perceives TPM and how the firm responds In the changes of organization and of the role of workers to adapt this new concept of work. It is required that TPM is perceived as a means to achieve the firm's business objectives. It is recommended that each company constructs and develops its own model and procedures to drive the effort for TPM implementation.
