젠트리피케이션(Gentrification)이 생산하는 도시 관계의 복잡함, 갈등, 그리고 모순이 보여주는 정책적 함의 - 런던 서덕(Southwark)의 사례를 중심으로 -

이 논문은 런던(London)의 서덕(Southwark) 지역에서 나타나는 젠트리피케이션을 통해 도시 관계의 복잡성에 의한 갈등과 모순에 대해 논하고, 이것이 한국 사회에 주는 정책적 함의를 도출함을 목적으로 한다. 사례는 최근 서덕 지역 젠트리피케이션의 대표적인 사례인 헤이게이트(Heygate) 및 에일스버리(Aylesbury) 공공임대주택 단지 재개발 계획을 선정했다. 런던은 세계 경제의 콘트롤 타워 역할을 하는 세계도시들 중 하나로서 전 세계와 복잡한 도시 관계를 형성하고, 도시의 주체들 또한 매우 다양한 경제·문화·정치적 특징들을 갖는다. 하지만 복잡한 도시 관계와 시민들의 다양성은 결국 복잡한 사회적 경계의 원인이 되며, 젠트리피케이션 과정에서 각자의 파편화 된 도구적 관계를 형성한다. 그리고 이 관계는 매우 복잡한 관계의 갈등과 모순, 예측하기 어려운 사회적 위험의 원인이 된다. 젠트리피케이션은 한국에서도 최근 많은 연구가 진행되고 있는데, 서울을 비롯한 한국의 도시들 또한 세계화를 통해 점점 더 복잡한 경제・사회・문화적 관계가 형성되고 있음을 고려하면, 런던의 사례는 한국의 젠트리피케이션 현상을 이해하고 정책 결정 과정을 연구하는 데 좋은 시사점을 제공한다.

미국의 성폭력 수사 교육과정의 특징과 시사점

이 연구는 미국 경찰의 성폭력 수사 교육과정들의 내용과 특징을 분석함으로써 한국경찰의 성폭력 수사 교육의 발전방향을 모색해보고자 하였다. 이를 위해, 먼저 한국의 성폭력 교육과정의 현황을 개관하고 미국의 4가지 교육과정을 교육목표 및 대상, 교육장소 및 기간, 교육내용 및 구성 등으로 항목별 특징을 분석한 뒤 한국에의 정책 적 시사점을 도출하였다. 연구결과 도출된 시사점으로는 교육목표 및 대상과 관련해 서 다기관 협력적 접근법의 확대, 교육장소와 관련해서는 교육장소의 다양화, 교육내 용 및 구성과 관련해서 교육내용의 다양화, 교육방법과 관련해서는 다양한 상황에 대 비한 내실 있는 실습교육, 강사 구성과 관련해서 동료강사 제도 활성화 등 지역적 교 육거점 시스템 구축, 교육이후 활용과 관련해서는 성폭력 전문수사관 인증제도 도입 등이 있다. 비록 본 연구에서 제시한 정책점 시사점들이 에산 및 인력의 부족, 정책적 우선순위 등의 이유로 곧바로 성폭력 수사교육에 반영되기는 어려울 것이나, 향후 경 찰청 및 교육기관 실무자들의 관련 계획 수립 및 교육운영 등 실제 업무에 도움이 되기를 기대한다 . To develop better training programs in sex crime investigation in Korea, we analyzed U. S. sex crime investigation training programs focusing on their content and distinctive characters. First, the Korean sex crime investigation training programs were compared to 4 courses of the U. S. programs defining training goals, training targets, locations and a training period, and then policy implications were drawn. Expansion of cooperative approaches from multi-organizations is important in setting-up training goals and targets. Diversification of training locations and curriculums is also required along with hands-on learning experience in various investigation situations. Additionally, establishing a local training hub in each province by utilizing local fellow-instructors can be considered. Introducing of sex crime investigator certification system will also be beneficial. Although it is difficult to say that all these policy implications can be immediately applied in training in sex crime investigation, we hope that our study can help field educators in the Korean National Police Agency and police education organizers in planning and executing training programs.

종교와 문화 다양성의 결합으로 인한 사회적 경계에 대한 연구: 런던(London) 서덕(Southwark)의 흑인 교회 등 종교 집단 사례 연구

이 논문은 런던(London)의 한 지역구인 서덕(Southwark)의 사례를 통해 다문화 사회의 복잡한 문화와 종교의 결합으로 인해 형성되는 사회적 경계에 대해 논하고자 한다. 같은 종교 안에서도 문화적 차이에 따라 개인 혹은 그룹 사이의 종교적 성향과 경관, 신학적 해석 등은 다르게 나타나며, 반대로 종교가 다르면 같은 문화를 공유하는 집단 안에서도 사회적 경계가 발생한다. 특히 런던은 인구의 절반 이상이 에스닉 마이너리티(ethnic minority, 민족 소수자)로 구성되어 있어 문화 다양성과 종교의 결합은 매우 복잡한 사회적 경계를 형성하는 원인이 된다. 그리고 서덕은 아프리카 및 아메리카 대륙에서 이주한 흑인들이 형성하는 흑인 에스닉(ethnic) 교회가 전 세계에서 가장 많이 분포한다. 사례 연구는 흑인 교회를 비롯한 여러 종교 그룹들 및 시민들의 사례를 통해 다문화 사회의 다양성이 복잡한 사회적 경계를 끊임없이 배타적으로 재생산하는 원인임을 보여준다. 결론적으로 이 글은 한국 사회가 단순히 추상화되고 이념화된 다문화 사회의 통합을 강조하는 것을 넘어, 도시 주체들이 형성하는 복잡한 사회적 경계에 좀 더 관심을 갖고 다문화 사회의 문제를 현실적이고 구체적으로 풀어갈 것을 제안한다. This paper examines the diverse social boundaries created by a complex combination of culture and religion in Southwark, London. Even within the same religion, cultural diversity plays a pivotal role in the creation of different religious orientations, landscapes, and theological interpretations. Social boundaries are also formed within the same cultural group due to religious differences; for example, half of London’s population consists of ethnic minorities, which gives rise to various social boundaries. In London, Southwark has the largest concentration of Black minority churches established by Black people from the African and American continents. This case study on various religious groups and people indicates that the diversity of a multicultural society is the main reason for the creation of complex social boundaries in a continuous and exclusive way. In conclusion, this study contends that South Korean society needs to pay more attention to the complex social boundaries of its multicultural subjects to solve any resulting social problems in a more realistic way, instead of pursuing a policy based simply on abstract social integration ideologies.

바이오 디젤과 디젤 연료의 혼합비율에 따른 연소 및 배기 특성 연구

As the problems of environmental pollution and energy depletion become more severe, strict emissions regulations have been adopted in many countries. The use of bio-diesel fuel is a common solution to these problems because they have many advantages. In this paper, we investigated the effect of the mixing rate of bio-diesel and diesel fuel on the fuel quantity, combustion characteristics and emission characteristics in four cylinder CRDI diesel engine. As result of fuel quantity measurement, Bio-diesel injection quantity is a little bit different compared to diesel fuel. Most of BSFC value is same at the condition of NEDC 12mode. But, NOx emission is increased. Mixing rate of bio-diesel and diesel fuel that is lower CO₂ and PM emissions than diesel fuel.

도시의 문화 다양성으로 인한 복잡한 사회적 경계의 형성, 그리고 도시 주체들의 이용·착취에 대한 연구: 런던(London)의 서덕(Southwark) 사례를 중심으로

이 논문은 영국 런던(London)의 서덕(Southwark) 지역 사례를 통해 도시 공간의 문화다양성으로 인한 복잡한 사회적 경계가 도시 주체들에 의해 이용·착취되는 현상을 논하고자 한다. 런던은 단순히 인구가 많은 대도시가 아닌 절반 이상의 시민들이 민족 소수자(ethnic minority)로 구성되어 있어 도시에 형성된 문화적 성향이 매우 다양하다. 런던은 문화적 차이로 인한 갈등을 피하기 위해 서로의 문화에 대한 적당한 무관심이 사회적 매너가된다. 하지만 무관심과 관계의 파편화는 경제적·정치적 권위를 가진 주체들이 자신의 이익을 위해 도시를 이용·착취하는 데 더 유리한 환경을 제공한다. 사회적 경계가 복잡할수록 더 많은 이용 가능한 수단들이 생산된다. 반면, 일반 시민들은 복잡한 도시 관계로 인해형성되는 모든 정보와 지식을 습득하고 이해할 수 없는 한계가 있다. 시민들은 함께 근본적인 사회적 모순에 적극적으로 대응하지 않고 단지 각자의 위치에서 자신에게 이익이 되는 제한된 관계 안에서 도시의 기능과 자원을 이용한다. 결국 관계의 파편화는 권위·권력에 의한 도구적 이용·착취에 대해 시민들이 함께 대응하는 것을 방해한다. 최근 한국의 이주민 증가를 고려하면 런던의 사례는 한국에도 좋은 시사점을 제공한다는 판단으로 이 논문을 진행했다. 연구 자료는 현지답사를 통한 민족지학적 (참여)관찰, 인터뷰, 2차자료 수집 등의 방법을 통해 생산되었다. This paper explores the use and exploitation of complicated social boundaries formed by urban subjects in urban space, in the case of Southwark, London. London not just is a hugely populated city but also consists of ethnic minorities exceeding half of London’s overall population with cultural diversity. To avoid conflicts generated by the cultural diversity, mild indifference becomes a social manner that people should have in London. However, indifference and fragmented relations become a means to an end for usage and exploitation of the subjects having economic/ political power. And, the complex social boundaries become the cause of more production of complicated resources to use. Besides, normal citizens have limits in obtaining and understanding all information and knowledge caused by complicated urban relations. Also, citizens do not actively counteract against social contradictions in cooperation with others, but they just use the resources bringing benefit to them in the limited urban relations. Considering the rapid increase of the population of ethnic minorities, London’s case also has great implications for South Korea. Methods for this research are ethnographic (participatory)observation, interview, and secondary data.

Generally, mobile sources of air pollution were classified in on-road and non-road. Non-road vehicle usually has been using the diesel engine. That has a disadvantage for many NOx emission. CRDi and system were applied for the exhaust gas emission regulation on diesel vehicle. In the present agricultural machinery has been satisfied Tier 3 emission regulation through the WGT and internal EGR. However, the off-road vehicle faced with strengthened emission regulation about NOx and PM. In this paper, The combustion and emission characteristics had investigated for EGR system applied to 56㎾ Off-road vehicle. The EGR map had made from all kind of engine operating condition. The EGR map was made from foundation experiments and then it was applied on NRTC mode. As a result of this study, NOx emission was reduced through EGR system. NOx emission was more reduced 2nd EGR map than muffler and 1st EGR map.

사고, 재난, 그리고 참사의 사회적 구성: 가습기 살균제 사건의 피해 확산과정

본 연구는 정책행위자 간 상호작용에 초점을 맞추어서 가습기 살균제로 인한 피해가 확산되는 과정을 분석하였다. 단순한 화학물질 사건으로 끝날 수 있었던 사건이 공식/비공식 정책 행위자 간 갈등이 발생하면서 적극적 정책대응의 중요한 시점을 놓쳤고, 그 결과 물리적/심리적 피해가 확산되는 결과로 이어졌다. 본 연구가 채택한 방법론은 과정추적을 위한 근거이론 방법이다. 연구진은 가습기 살균제 사건의 정책과정을 정책행위자의 정책행동에 관한 자료로 정리하여 사건일지로 재구성하였다. 연구자들은 정책행위자들의 정책행동을 총179개의 1차 코드로 개념화하였고, 이를 다시 ‘행위자의 행동-상대방의 반응-행위자의 대응’을 기준으로 29개의 순환(cycle)으로 범주화 하였다. 분석결과, 협동, 협상, 그리고 갈등의 9가지 관계유형 중 7가지 유형에서 갈등적 양상이 나타나고 있었다. 가습기 살균제 사건은 단순사고, 사회재난, 그리고 사회참사의 단계를 거치면서 점점 협력과 협상보다는 갈등의 상호작용이 증가하였고, 이런 갈등이 물리적/심리적 피해를 확산시켰다. 본 연구의 결과를 다양한 사례에 적용하고 세밀하게 분석한다면, 갈등고리와 협동고리, 그리고 협상의 조건 등에 관한 정교한 이론화가 가능할 것이다. 또한 정책행위자 간 갈등을 관리하기 위한 현장지식과 결합한다면 정책현장에서 유용한 지식이 될 것이라는 정책적 함의를 도출할 수 있다.
