        The purpose of this study is to develop the education courses and text book of performance management and policy evaluation for public personnels. Evaluation education of government agencies is a base for improving transparency and accountability of government. This study consists of seven chapters as follows. 1) The first chapter discusses the purpose and range of this research. 2) The second chapter which is a basic course, exam ines the concepts of performance management and performance evaluation. 3) The third chapter, a policy evaluation course, pre sents the general theories, processes, and types of evaluation. 4) The fourth chapter sets out the development of pol icy evaluation system of our nation. 5) The fifth chapter focuses on the problems of the current evaluation system and the remedies. 6) The sixth chapter is a course for making self-evaluation system of each government agency solid. In particular, it is designed to present ways for ensuring the objectivity of self-evaluation. 7) The seventh chapter is the glossary of performance management and policy evaluation.

        The purpose of this study is to develop the productivity indicators of 5 selected street-level administrative institutions. They include Public Health Office, Public Library, Fire Station, Post Office, Job Training Center. The indicators function as one of the essential elements in result-oriented performance management. The evaluation of street-level public service with the indicators may make contributions to improving the efficiency, effectiveness, and accountability of public service. This studdy consists of five chapters as follows. 1) The first chapter discussed the purpose, method, and range of this research. At the same time, the significance of indicators in questions was examined in this chapter. 2) The second chapter set out the concept of performance evaluation and performance management in the public sector of Korea 3) The third chapter examined the concepts and elements of productivity in the public sector. Also, it presented the measurement method of government productivity. 4) The fourth developed the productivity indicators of the selected agencies 5) The fifth chapter consisted of the summary and limitations of this study.

        The purpose of this study is to analyze the problems with employment inequality according to sex, the handicapped and level of education and to present the recommendations which reduce the problems. Generally speaking, sex discrimination in terms of employment has gradually been improving thanks to `the Equal Employment Law` The research shows that on the average the wages of female workers remain still about 53.4% of those of male workers. As the positions become higher, the disparity becomes much wider. In addition, it finds that there is discriminative treatment between meal and female workers in terms of promotion. Laws regarding the employment of the handicapped stipulate that they are treated equal. But the reality does not as the law stipulated. One of the serious problems with the employment of the handicapped is that there are a few of the handicapped who are qualified to be employed. Employment discrimination between college graduates and non-college graduates can be seen as one of the embedded social problems that hinder social integration. This study recommends that the quota system designed for employing women and the handicapped is more strongly implemented. The administration of the quota system is led by the public sector. For those who non-college graduates and non-Seoul located university graduates, the government takes action to give incentives companies which establish personnel management on the basis of ability and competence.

        The purpose of this study is to refine the performance indicators of selected 22 government institutions based on the feedbacks via each government agencies. The performance indicators function as one of the essential elements in result-oriented performance management. The evaluation of public service with performance indicators may contribute to enhancing the efficiency, effectiveness, and accountability of public service. This study consists of five chapters as follows. 1) The first chapter discusses the purpose, method, and range of this research. At the same time, the significance of performance indicators are examined in this chapter. 2) Public Management as a theoretical framework is employed in the second chapter. Also, the current situation and problems of performance management system in our nation are presented in the same chapter. 3) The third chapter presents the criteria with which the tasks of each agencies are selected and evaluated with performance indicators. 4) The fourth one discusses the use of performance indicators in line with the linkage of performance budget. 5) Lastly, in the fifth chapter the summary and limitation of this study are examined.

        Administrative Reform:State and Democracy Revisited

        This paper is a preliminary research on re-establishment of the roles of state bureaucracy to formulate democratic governance amid the shifts of public governance system from NPM to post-NPM. NPM reforms with emphasis on competition and result have brought changes in the legitimacy of democracy. The focus of legitimacy has turned procedural input basis into efficient output one. Due to the administrative reforms and changes in the nature of democracy the accountability of civil servants highlights individual public performance and disregards collective political control that is a critical legitimacy for input democracy. The transformation of the accountability tends to make public policies fragmented, finding little room to render them in favor of collective general interests. In order to resolve this problem, post-NPM reforms stressing collective public values, coordination and re-centralization of public servants emerge as suggested in neo-Weberian perspectives. These features are starting point of forging democratic governance and balanced democracy.

        Geriatric Trauma Outcome Score for Predicting Mortality among Older Korean Adults with Trauma: Is It Applicable in All Cases?

        Background: This study aimed to validate the Geriatric Trauma Outcome Score (GTOS) for predicting mortality associated with trauma in older Korean adults and compare the GTOS with the Trauma and Injury Severity Score (TRISS). Methods: This study included patients aged ≥65 years who visited the Chungbuk National University Hospital Regional Trauma Center between January 2016 and December 2022. We used receiver operating characteristic curves and calibration plots to assess the discrimination and calibration of the scoring systems. Results: Among 3,053 patients, the median age was 77 years, and the mortality rate was 5.2%. The overall GTOS-predicted mortality and 1–TRISS were 5.4% (interquartile range [IQR], 3.7–9.5) and 4.7% (IQR, 4.7–4.7), respectively. The areas under the curves (AUCs) of 1–TRISS and GTOS for the total population were 0.763 (95% confidence interval [CI], 0.719–0.806) and 0.794 (95% CI, 0.755–0.833), respectively. In the Glasgow Coma Scale (GCS) ≤12 group, the in-hospital mortality rate was 27.5% (79 deaths). The GTOS-predicted mortality and 1–TRISS in this group were 18.6% (IQR, 7.5–34.7) and 26.9% (IQR, 11.9–73.1), respectively. The AUCs of 1–TRISS and GTOS for the total population were 0.800 (95% CI, 0.776–0.854) and 0.744 (95% CI, 0.685–0.804), respectively. Conclusion: The GTOS and TRISS demonstrated comparable accuracy in predicting mortality, while the GTOS offered the advantage of simpler calculations. However, the GTOS tended to underestimate mortality in patients with GCS ≤12; thus, its application requires care in such cases.
