Cu-Al2O3 의 분산강화 및 기계적 성질에 관한 연구

Alumina dispersed copper alloy was manufactured as a material requiring high temperature strength, endurance to thermal fatigue, and good thermal and electrical conductivity. The material was fabricated by mixing, compaction, sintering at hydrogen atmosphere, and hot pressing, where the size of Cu powder was 3∼5㎛ and those of Al₂O₃powder were 3∼5㎛, 0.06 and 0.30㎛. The amount of alumina in the specimen varied from 0.5 to 5 percent. The optimum sintering was obtained at 1,000℃ for 1hr, and micro vickers hardness at room temperature was maximum at Cu-3.0w/o Al₂O₃. Dispersion strengthening effects were found considerable at high temperature. When the amount of alumina in the dispersion strengthened alloy increase more than 3%, the hardness and strength decreased due to coalescence of dispersion, and decrease in density. Cu-3.0 w/o Al₂O₃was discovered to increase the tensile strength by 67% compared with pure Cu.

The government-initiated plan for the construction of a new capital city, although the newly developed city would be a temporary administrative capital until the national and territorial unification of Korea, could be evaluated as a revolutionary attempt for renovative change in modern Korean history. This is because the plan itself is not only, in a narrow sense, a possible solution to the many pathological problems of th present capital of Seoul, one of some alternate policies for a balanced distribution of population, and a policy for balanced regional development and structural reorganzation of the national land space, but also, in a broad sense, it will be an action which will have some important direct and indirect impacts on national life and security including large scale changes in almost all sectors of the social, political, economical, and other aspects of the nation. Therefore, when the governmental policy for the new capital city construction plan was announced, the main concern of th Korean people was concentrated on why, where, how, and when the new capital will be constructed, and what the future of Seoul will be. The Korean Government has already enacted "the Temporary Special Law for Construction of the Administrative Capital" and put it into effect from July 23, 1977, and for promoting the new capital city development plan, more action including the selection of the construction site, the legislation of basic laws, the establishment of a planning and implementation organization, and other necessary measures will be promoted in the near future. Hereby, the writer will try to analyze some of the backgrounds and practical issues of the development plan and in analyzing them, the article will consist of four chapters. The first chapter is intended to present some theoretical models for urban development in Korea. It includes garden town ideas and new town development policies taken by Great Britain and other nations with some cases of success of newly developed towns including one project with the Sungnam new town development in Korea. The second chapter analyzes some justifiable reasons of the Korean Government's new capital development policy including reasons for the population redistribution effort, for national security and military strategy, for the reorganization of the national land space system, and for the improvement of the living and environmental conditions of Seoul. The third chapter suggests some such practical issues and preconditions which must be considered and solved before and/or during the new capital construction: site selection, the size of the new capital, the development methods, the urban pattern, land policy, investment resources, some possible reforms of existing administrative methods, and the coordination of the relationship between the old and new capital cities. The last chapter presents the writer's conclusion. The writer's motivation to do such an analytical study on the backgrounds and issues of the Korean Government's new capital city construction policy has been stimulated not only by the judgement that the transfer of capital functions from the present capital city to the newly developed one, even if it be a temporary one and after the territorial unification the present capital of Seoul will gain its functions again as the national capital, will have significant impacts to the national life in terms of political, social, economical and psychological aspects, but also by the judgement that the policy to develop a new capital should be rationally and sucessfully planned and implemented by all means with tapping national consensus and participation.
Effect of Helical Bending on Gain Beyond 1650-nm of an Er-Doped Optical Fiber Amplier

An Er-doped optical fiber amplifier sensitized with Yb ions was developed with a two-coresthree-claddings layer structure. Extended L-band amplification over 1650-nm was achieved upon 980-nm pumping with helical bending. The gain after helical bending was about 12 dB at 1700-nm.
