SPS 조치 해제에 따른 EU산 쇠고기 수입개방 영향 분석

Korea has designated EU beef as an item prohibited to be imported by Sanitary and Phytosanitary Measures (SPS). However, the EU has continuously requested the opening of the beef market to Korea through the Korea-EU FTA/SPS meetings & Korea-EU trade commission. Given recent international negotiation trends on NTMs including SPS, EU beef might be expected to be imported in the near future. This study aims at presenting a practicable methodology to estimate economic effects of Sanitary and Phytosanitary Measures (SPS), particularly to analyze the effects of lifting an import ban on EU beef that has not been imported. We applied an ex-post assessment & dynamic analysis method using KREI-KASMO, and carried out a case study about EU beef. The results show that expected imports of EU beef depend on import price and the degree of quality when compared to other imported beef from countries such as the US, Australia & New Zealand. This study is expected to be used in researching basic analysis methods of strategies that can minimize Korea’s membership fee in SPS negotiations, and to contribute to the trade authorities’ policy-making.

Non-playable game character plays an important role in improving the concentration of the game and the interest of the user, and recently implementation of NPC with reinforcement learning has been in the spotlight. In this paper, we estimate an AI target tracking method via reinforcement learning, and implement an AI-based tracking agency of specific target object with avoiding traps through Unity ML-Agents Toolkit. The implementation is built in Unity game engine, and simulations are conducted through a number of experiments. The experimental results show that outstanding performance of the tracking target with avoiding traps is shown with good enough results.

우치무라 간조(內村鑑三)의 무사도 이해 - 예언자적 시각을 중심으로 -

本稿の目的は內村監三の‘武士道’に對する認識を‘預言者の視覺’を通じて再解析することにより、內村の‘日本的キリスト敎’に內在している世界の認識を考察し、これと比較して新渡戶稻造の『武士道』が內包している世界の認識は何か、ひいては 內村と新渡戶の‘二つのJ’に對する立場は何かを比較し, 檢討することにある。內村の日本の傳統的な武士道精神に對する理解とその限界によって形成された內村の‘日本的キリスト敎’は‘預言者の視覺’を通して日本の傳統的な武士道精神に融合された‘日本的オリエンタリズム’を相對化させながらロ一マの絶對權力に齒向かうパウルの武士道精神(パウルの信仰)を本當の武士道精神へ具體化させた。そのような繫がりにおいて內村の‘日本的キリスト敎’はパウルの信仰に基づいた‘無敎會主義’を産むことによって西歐が設定している‘オリエンタリズム’のフレイムから逃れられない新渡戶の『武士道』と違い、西歐キリスト敎の‘オリエンタリズム’のフレイムから逃れることができた。つまり、 新渡戶の『武士道』は‘二つのJ’の中で、‘Japan’に向かって進んでいることを表す具體的な根據になり、日本の傳統的な武士道精神の限界を乘り越えた內村の‘パウルの武士道キリスト敎’は‘二つのJ’の中で、‘Jesus’に向かって進んでいることを表す具體的な主張の根據になると思われる。 The purpose of this article is by reinterpreting the perception of Uchimura's bushido through "prophetic vision", contemplate global perception inherent in Uchimura's "Japanese Christianity" and compare it with global perception inherent in Nitobe Inazo’s bushido, comparing and reviewing Uchimura and Nitobe’s position on ‘Two Js’ within globalperception. Through "prophetic vision", Uchimura's "Japanese Christianity", formed by Uchimura's understanding of the traditional Japanese traditional bushido spirit and its limitations, was able to relativize "Japanese Orientalism" grafted with traditional Japanese bushido thus shaping up Paul’s bushido spirit(Pauline Christianity) standing up to absolute power of Rome to true bushido spirit. In this context, Uchimura's "Japanese Christianity", unlike Nitobe who has not escaped from the framework of "Orientalism" set by the West, has created the " Non-Congregationalism" based on Pauline Christianity and thus it can said that it has escaped the frame of Western Christian "Orientalism" to some extent. In the end, Nitobe's "bushido", which did not deviate from the Western idea of Orientalism, is the actual starting point signifying the shift of center of "Two Js" to "Japan" side whereas Uchimura's "Pauline bushido Christianity" that overcame the limits of traditional bushido spirit could be the basis of a concrete claim meaning the movement of the center to "Jesus" among the two J's.

한 · 미 FTA 발효 3년, 농업부문 영향과 시사점

◦ 한 · 미 FTA 발효 3년차에 들어서면서 양국 간 농축산물 교역 규모는 확대되었으며, FTA 수출입 특혜관세 활용률도 높아지는 추세 - 한 · 미 FTA 발효 3년차(’14) 농축산물 수입액은 발효 전 평년1) 대비 31.1% 증가한 78.1억 달러이며, 수출액은 49.1% 증가한 5.8억 달러 - 미국산 농축산물의 FTA 수입 특혜관세 활용률은 2012년 46.6%에서 2013년 72.6%, 2014년 63.2%로 상승 - 대미 수출 농축산물의 FTA 수출 특혜관세 활용률은 2012년 34.5%에서 2013년 46.1%, 2014년 46.2%로 상승 추세 ◦ 한 · 미 FTA 발효로 농축산물 수입량은 발효 전 평년 대비 14.1% 증가 - 미국산 축산물 수입량은 FTA 발효 전 평년 대비 43.9% 증가, 쇠고기는 2012년의 광우병(BSE) 발생과 곡물가격급등으로 감소 - 과일 수입량은 FTA 발효 전 평년 대비 20.6% 증가, 작황호조에 따라 오렌지를 제외한 모든 신선 과일 수입량이 증가 - 곡물 수입량은 2012~13년 기상이변(가뭄)으로 FTA 발효 전 평년 대비 14.1% 감소하였으나, 2014년에는 평년 수준으로 회복 ◦ 한 · 미 FTA 발효 3년, 관세 감축에 따른 농축산물 수입가격은 평균 11.5% 하락한 것으로 추정 - 한 · 미 FTA가 체결되지 않았을 경우와 비교하면, FTA 발효(3년차)에 따른 관세 하락으로 2014년 축산물 수입가격은 평균 9.0%, 신선과일은 평균 18.8% 하락한 것으로 추정 - 돼지고기 수입가격은 18.6% 하락한 것으로 추정되며, 쇠고기는 5.7%, 닭고기는 5.0% 하락된 것으로 추정 - 신선과일 중 수입액의 77%를 차지하는 오렌지와 체리의 수입가격은 각각 20.0%, 19.3% 하락하였으며, 포도는 20.1% 하락한 것으로 추정 - 한 · 미 FTA를 체결하지 않았더라면, 수입가격 상승으로 수입량은 현재보다 감소했을 것으로 추정 - 한 · 미 FTA 3년, 관세 하락으로 수입이 증가하였으며, 향후 관세 하락 폭이 추가적으로 확대되면 수입량 증가 효과는 더 커질 전망

우치무라 간조(內村鑑三)의 사회주의에 대한 이해 - 복음주의를 중심으로 -

The purpose of this paper is to examine the methodology of Uchimura's relativization of socialism while examining the contact points between Christianity and socialism of Uchimura. Furthermore, it is intended to examine Uchimura's final position on socialism through Uchimura's Christian value system by making the existing viewpoints and methodologies presented as differences between Christianity and socialism more concrete. As a result, Uchimura's Christian value system formed due to Uchimura's understanding of socialism and its limitations, relativized socialism through faith in the cross, and materialized evangelicalism centered on the crucifixion. In this context, Uchimura's study of Romans was the crystallization of his religious thought based on his faith in the cross, and Uchimura's biblical approach through evangelicalism can be completely insulated from the socialist idea that the present world can ultimately be improved by human actions. There is a sufficient possibility that it was developed with the existing expansion principle. In addition, Uchimura's study of Romans is a place where the righteous people's thought that salvation is possible only through faith, not by good works, is embodied. 본고의 목적은 우치무라의 기독교와 사회주의와의 접점을 고찰하는 가운데, 우치무라가 사회주의를 상대화 시키는 방법론을 검토하고, 나아가서 기독교와 사회주의와의 차이점으로 제시된 기존의 관점 및 방법론을 보다 구체화시켜서 우치무라의 기독교적 가치체계를 통해 우치무라의 사회주의에 대한 최종 입장을 고찰하는데 있다. 그 결과 우치무라의 사회주의에 대한 이해와 그 한계로 인해 형성된 우치무라의 기독교적 가치체계는 ‘십자가 신앙’을 통해 사회주의를 상대화시키면서 ‘십자가 사건’이 중심이 되는 ‘복음주의’를 구체화시켰다. 그런 맥락에서 우치무라의 『로마서 연구』는 ‘십자가 신앙’을 기반으로 그가 이루어낸 종교사상의 결정체였으며, ‘복음주의’를 통한 우치무라의 성서적 접근은 현세를 사람의 행위로 궁극적으로 개량할 수 있다는 사회주의 사상과는 완전히 절연할 수 있는 확장원리로 전개되었을 가능성은 충분하다. 아울러 우치무라의 『로마서 연구』는 사람의 구원은 선행에 의한 것이 아니고 다만 신앙으로만 가능하다는 신앙 의인(義認)의 사상이 구체화 된 장소이며, 십자가의 예수를 우러러보는 신앙의 원리를 상징적으로 보여주었다고 할 수 있다.
