Under the educational autonomy system having an independent education committee and educational superintendent, responsibility of the local government should be one of the most important factors in developing policy alternatives for local education finance. Since 2003, Gyeonggi Province, the local government, has developed and supported the educational-supporting program with a cooperation with Gyeonggi Province Office of Education, the local education authority. This program have been focused on 1) improving educational conditions, 2) improving english communicative competence, 3) reinforcing science and industrial education preparing for a knowledge information based society, and 4) fostering an advanced educational welfare environment. In this study, this educational-supporting program is reviewed in terms of the structure, finance and decision-making process and then the proposition for its promotion is suggested as well. This study proposes, first of all, that the education autonomy system should be implemented and work together with the cooperation of local government. Secondly, educational budget should be collected and distributed enough to provide quality education for all children. Thirdly, any level of the local government, or residents should have the process and procedures to take part in the decision-making process as a way of dealing with regional factors.

In this study, this educational-supporting program, especially for the good high school case, is reviewed in terms of the decision-making process, progress, accomplishment, and feed-back, and then the proposition for its promotion is suggested as well. This study proposes that the education autonomy system should be implemented and work together with the cooperation of local government. Therefore, first of all, an Ordinance related to educational partnership program should be set up to collect and distribute enough budget to provide quality education and guarantee its continuity. Secondly, an Educational Coordinator system should be adopted to guarantee that any level of the local government, or residents should have the process and procedures to take part in the decision-making process as a way of dealing with regional factors. Thirdly, a performance evaluation system should be developed and utilized to actual projects, and then the financial fund should be unequally distributed to each school based on its performance.

The demand for public school construction generated by new comers to the area is increasing at a fast pace due to the rapid urbanization in the metropolitan areas in Korea. However, the supply of public school has not kept up with the pace of demand and Korea faces shortage of public schools. Nowadays municipal authorities are experiencing difficulties in funding the necessary public school buildings due to the limited financial capacity, and how to develop alternatives to fund new public schools without burdening their cost to residents who have already paid for costs for the existing public schools in the area is emerging as the important issue. The purpose of this study is to analyze the present status and problems of the special law for securing the school land aquisition by examining trends and current status of the related policies. In this study, the special law for securing the school land aquisition is reviewed in terms of the legality and constitutionality and then the proposition for its promotion is suggested as well. This study proposes, first of all, that with respect to the legality and constitutionality of bearing cost for the school land aquisition by new comers, the special law for securing the school land aquisition does not provide the legal bases to justify, but government should develope policy alternatives for local school demand-supply system. This study also proposes that, to improve the school facility building and land aquisition system, the more reasonable scheme for school land aquisition and the distribution of expenses for school facilities and the land is needed as a way of dealing with regional factors.

A major purpose of this study is to describe and assess state and local efforts at teacher compensation change in America during the 1980s and 1990s that are appropriate for education, that will contribute to the national goal of teaching all students to high standards, that will contribute to improved school performance and student achievement, and that will contribute to higher pay for teachers. In particular, the teacher compensation system must be carefully married to other components of the education system such as organizational goals, structures, and processes. The difficulties encountered by states and local school districts in U.s. as they tried to implement a good idea-performance pay for teachers-offer some valuable lessons for today's Korean policy makers as they have developed a bonus program to improve teacher quality and restructure the teacher workforce to meet the needs of all students and schools. Research evidence from the knowledge and skills-based pay and school-based performance awards programs conducted by staff of the Consortium for Policy Research in Education(CPRE) at OW-Madison could suggest a set of principles states and districts could follow if they consider new compensation system to solve the dilemma of how to think about structuring base pay increases based on direct measures of what teachers know and can do. These principals might be used as a guideline to design and implement the new pay system properly in ways that will motivate teachers to engage in the kinds of behaviors that will lead to direct and immediate impacts on student achievement. A set of principles are as follows: 1) involvement of all key parties, and especially those whose compensation is being affected such as teachers, teacher unions, administrators, school boards and the public in the process of development, design and implementation; 2) broad agreement of all parties on the most valued educational results such as student achievement to align organizational goals and resources appropriately; 3) fair, consistent and equitable methods of measuring individual teacher practice to different levels of performance; 4) balanced linkage of the assessment results to a salary schedule supported with adequate and sustained financial resources; 5) ongoing and systemic assistances focusing on professional development opportunities on improving the identified goals and preparing school staff to plan for and carry out continued improvements toward that goals; 6) management and labor maturity (a high-trust relationship) among administrators, the school board, the teachers and their unions and parent and community support that are teachers are valued and respected; 7) active support and program management from principals; 8) ongoing and significant investment in communication to teachers, principals, administrators, parents, and the public including information about program rules and procedures, program outcomes, appeal procedures, material to be covered on the assessment, procedures for grading the assessment, and program rational over time; 9) persistence needed to continue implementation (Odden & Kellar, 2000; Keller, et. al., 2001; Milannowski, 2001; Odden, 2000; Odden & Kelley, 1997, 2002).
개발사업에 따른 학교설립비용 부담 방안 - 지역간 교육격차 해소방안 측면에서

Recently, a considerable number of development works requires the construction of new schools. However, it is difficult to provide schools on time since many local governments hesitated to share the expense. According to 「The Exemption Law of Securing School Land」, both the office of education and the local government should pay 50% of the expenses if there is a development work which constructs more than 100 houses in the region. However, many local governments have not paid the cost since it needs an astronomical figure of money in a short time. Moreover, it would be much more serious financial burden on local governments such as Gyeonggi Province where several sites simultaneously have been developed.<BR> Regarding this issue, the study analyzes the current revenue source of expenses for school construction and the reason why the expenses are not appropriately raised. Based on the analysis, the study gives a possible solution about the each subject"s share in the expenses. In addition, the study suggests some legal procedures to secure the expenses.

This paper discusses on the principles of role and tasks related to the lifelong education in local governments to promote local lifelong educational developments. Under the educational autonomy system having an independent education committee and educational superintendent, responsibility of the local government should be one of the most important factors in developing policy alternatives for local education. Since 2001, the local governments have developed and supported the lifelong education program with a cooperation with Ministry of Education, the central government education authority. The purpose of this study is to identify regulations related to local government’s lifelong education programs and to suggest directions to make an ordinance by examining trends and current status of the central and local government’s policies. In this study, the role and tasks of local government to stabilize the lifelong education program is suggested in accordance with the regulations.
지방자치단체 고등교육 지원 현황과 과제: Cooper의 4차원 정책분석모형을 중심으로

The purposes of this study were to examine the reality of educational partnership(EP) between universities and local governments, to analyze the contents, accomplishments and process of educational partnership projects, and to find policy implications developing educational partnership based on performance and future tasks. To this end, the employed methodologies were literature reviews, investigation on current status of educational partnership departments and related ordinances. The analysis was accomplished in four dimensions applying Cooper, Fusarelli & Randall framework; normative, structural, constituentive, and technical. This framework enables individual to understand policy-making in education through various perspectives. Major findings can be summarized as follows; The success factors of EP were local government`s efforts for financial expansion, effective utilization of organization and proper roles of division, and responsive ordinances in relation to higher education. It is suggested that local government should make clear objective and purposes of higher education investment, strengthen the educational partnership among universities, local governments, and industries and reinforce the EP official`s role for higher education to stabilize financial support and develope evaluation system.
