        농업 연구개발사업의 정책집행 효율화 방안 연구 : 대리인 이론을 기반으로

        This work aimed to discuss the features in implementation procedure of contracting-out R&D of Rural Development Agency (RDA) attributable to double functions of RDA as a principal and an agent. For this reason, we considered the environment of policy for agricultural R&D in the aspect of structural and technical perspectives and analysed the implementation procedure of NBG21(The New BioGreen21) program, focused on agency theory. At present, agricultural R&D was performed by Rural Development Administration(RDA), Ministry of Agriculture, Food and Rural Affairs(MAFRA) and Korea Forest Service(KFS). Research of these institutes are consisted of ordinary and contracting-out R&D. But contracting-out R&D of RDA differs from other institute in the way that both outside and inside researchers were involved in contracting-out R&D of RDA. Namely, RDA has the dual status of principal and agent of R&D. This study assumed that there could be specific features in implementation procedure of contracting-out R&D of RDA attributable to double functions of RDA as a principal and an agent. Thus, this study analyzed the implementation procedure of New BioGreen 21 program(NBG21), the flagship contracting- out R&D of RDA, using agency theory which has been developed in organization economics. The purpose of this study is to improve the contracting-out R&D management with consideration for the agricultural R&D system. This study reviewed the policy environment of agricultural R&D in an aspect of structural and technical perspectives and analyzed the implementation procedure of NBG21 focused on agency theory. Firstly, the structural and technical features of agricultural R&D system were analyzed according to the policy system model. Structurally, unlike other agricultural R&D institutes, RDA managed as well as performed the contract-out R&D. Technically, agricultural R&D could classified production and application of agricultural resources. Next, the implementation procedures of NBG21, R&D planning, performer selection and R&D operating, were analyzed focused on agency theory. As a result, information asymmetry, known to a crucial reason of agent problem, was confirmed to be very weak and this resulted in decline in adverse selection of principal and moral hazard of agent. Totally, dual position of RDA could be one of advantages in management of R&D. This study suggests the improvement plan of NBG21 and by extension, agricultural contract-out R&D. First, in R&D planning step, classification of research group into production and application, and unification of R&D management agency focusing on technical professionality could be considered. Second, in performer selection step, the head of research group should be appointed according to their own research field and also affiliation. Lastly, in R&D operating step, the legitimacy of test research fund execution should be secured and R&D result management should be separated depending on research field. In conclusion, though these suggestions are limited to ideal proposal, this study have a meaning in an aspect of application of agent theory on agricultural R&D performance focusing on status of RDA.

        가시연꽃 종자 추출물의 화장품 원료로서의 특성

        천연물로부터 새로운 기능성 화장품 소재를 개발하기 위하여 국내외 천연물을 대상으로 항산화 활성을 평가한 결과, 가시연꽃의 종자 추출물이 우수한 활성을 나타내는 것을 발견하였다. 가시연꽃 종자의 추출물로부터 유효 성분을 분리하기 위하여 각종 컬럼 크로마토그래피 및 HPLC 등의 기법을 실시하여 순수하게 정제된 화합물 5종을 획득하였다. 각종 NMR 및 MS 스펙트럼 등을 분석하여 이들의 화학구조를 규명한 결과 fucosterol (1), 3-(4-hydroxy-3-methoxybenzyl)-4-[(7'R),5'-dihydroxy-3'-methoxybenzyl]tetrahydrofuran (2), resorcinol (3), pyrogallol (4) and 4-Omethyl gallic acid (5)로 동정하였다. 이들 화합물의 화장품 원료로서의 특징을 조사하고자 각 화합물들을 대상으로 항산화 활성, 엘라스타아제 저해활성, 미백활성 등을 평가하였다. 이들 화합물의 자유라디칼소거활성은 SC<sub>50</sub> 값이 17.0 ∼ 100.2 μM이었고, 특히 화합물 4 및 5는 양성대조구인 ferulic acid보다 6배 이상 강력한 활성을 나타내었다. 또한 엘라 스타아제 저해활성에 대한 IC<sub>50</sub> 값은 18.8 ∼ 78.2 μM로써 특히 화합물 4는 양성대조구인 EGCG와 비슷한 활성을 나타내었으며, B16F10 멜라노마 세포를 이용한 멜라닌 생성 저해활성에 대해 화합물 3은 양성대조구인 arbutin보다 약 2배이상 강력한 미백활성을 나타내었다. 따라서 가시연꽃 종자 추출물은 강력한 항산화활성, 엘라스타아제 저해활성 및 미백활성을 나타내는 유효성분들을 다량 함유하므로, 복합 기능성을 나타내는 화장품 원료로 사용할 수 있을 것으로 사료된다. In our search for the natural cosmetic ingredients, we found that Euryale ferox seed extract exhibited the strong antioxidative activity. Five active compounds were isolated from the ethyl acetate extract through various chromatographic methods and their structures were determined by NMR and MS spectral analysis. These compounds were identified as fucosterol (1), 3-(4-hydroxy-3-methoxybenzyl)-4-[(7'R),5'-dihydroxy-3'-methoxybenzyl]tetrahydrofuran (2), resorcinol (3), pyrogallol (4) and 4-O-methylgallicacid (5).We evaluated the antioxidative, antielastase activities and melanogenesis inhibitory effects of these compounds. The SC<sup>50</sup> values of compounds 2 ∼ 5 for free radical scavenging activity were 17.0 ∼ 100.2 μM and especially compounds 4 and 5 were 6-fold more effective than ferulic acid as a positive control. And compounds 2 ∼ 4 inhibited human neutrophil elastase with IC<sub>50</sub> values of 18.8 ∼ 78.2 μM and compound 3 also inhibited melanin synthesis in B16F10 melanoma cells with an IC<sub>50</sub> value of 492.8 μM. These results suggest that Euryale ferox extract having a lot of various active ingredients may be useful as a natural multi-functioning agent.

        엉겅퀴 추출물 실리마린의 피부 미백효과

        천연물로부터 새로운 미백 소재를 개발하기 위하여 식물 추출물들의 미백활성을 조사한 결과, 엉겅퀴의 열매로부터 추출한 silymarin이 우수한 미백효과를 나타내는 것을 발견하였다. Silymarin으로부터 유효 성분을 분리하기 위하여 각종 컬럼 크로마토그래피 및 HPLC 등의 기법을 실시하여 silybin과 isosilybin을 분리한 후 이성질체인 silybin A와 B, 그리고 isosilybin A와 B를 각각 순수 분리하였다. Silymarin은 Mel-Ab melanocyte에서 세포독성에 영향을 주지 않는 동시에 멜라닌의 생성을 억제하였고 IC<sub>50</sub> 값은 28.2 μg/mL이었다. 또한 Silymarin은 cell-based tyrosinase의 활성을 저해하고, western blot 분석 결과 tyrosinase 단백질의 발현을 감소시키는 것을 확인하였다. Silymarin으로부터 분리한 활성 화합물인 silybin 및 isosilybin의 미백 효과를 측정한 결과, 각각 42.25 μM 및 16.32 μM의 IC<sub>50</sub> 값을 가지며 멜라닌의 생성을 억제하였으며 tyrosinase 단백질의 발현을 감소시켰다. Diastereoisomer 형태로 존재하는 silybin A 및 B, 그리고 isosilybin A 및 B의 멜라닌 저해활성을 측정한 결과, 네 가지 화합물 모두 농도 의존적으로 멜라닌의 생성을 억제하는 것으로 나타났다. 또한, 피부 미백 임상연구를 실시한 결과, silymarin 2 % 함유 크림을 사용할 경우 피부 미백 효과가 유효하게 나타남을 확인하였다. 이상의 결과로부터 본 활성물질 silymarin은 피부 미백 효과가 우수한 안전한 화장품 원료로서 사용할 수 있을 것으로 사료된다. We found that silymarin exhibited the inhibitory effect on melanogenesis in a spontaneously immortalized mouse melanocyte cell line, Mel-Ab. Silymarin is a standardized extract obtained from the dried seeds of milk thistle (Silybum marianum Gaertn.). Silymarin significantly prevented melanin production in a dose-dependent manner with an IC<sub>50</sub> value of 28.2 μg/mL without effects on cell viability. Also, silymarin inhibited tyrosinase activity in melanocyte, while it did not affect the catalytic activity of cell-free tyrosinase. Furthermore, Western blot analysis indicated that silymarin decreased the expression of tyrosinase protein. Silybin A/B and isosilybin A/B were also able to inhibit melanin production and tyrosinase expression in protein level. Double blind study on the clinical efficacy of a cream containing 2 % silymarin showed that silymarin have a significant skin whitening effect. Therefore, this study suggests that silymarin may be useful as a natural skin whitening agent.

        This research aims to analyze Korea"s growth path from the perspective of co-evolution of technology-organization-institution, identify organizational and institutional legacies formed in Korea in the course of compressed growth, and suggest what institutional transformation is necessary to pursue a new growth path in response to the digital transformation of the fourth industrial revolution. South Korea is moving from coordinated market economy (CME) to liberal market economy (LME) in the course of the 1997 financial crisis and subsequent structural reforms, and as a result, there is a mix of CME and LME systems. Korea has succeeded in pursuing a certain portion of both Science, Technology and Innovation (STI) and Learning by Doing, Using and Interacting (DUI) industries, but the pursuit is difficult in the extreme areas where STI or DUI attributes are strongly displayed, and this is because Korea"s institutional system is neither CME nor LME. From an institutional perspective, the digital transformation of the fourth industrial revolution calls for an institutional transition to LME, while the demand for localization of materials, parts and equipment triggered by recent export regulations by Japan calls for a return to CME. For Korea, an institutional mixed country with CME and LME, both directions are hard to give up, and this is the dilemma facing the Korean economy. Given the complementarity of the institution and the experience of history, it seems difficult to pursue both CME and LME at the same time, but the possibility of a mixed system of "LME-based, CME-complemented" types is also visible due to the spread of the LME system due to globalization and the decrease of the importance of proficiency due to digitalization. The institutional transition tasks, which should be pursued first for Korea’s innovation growth, include a virtuous circle of venture capital investment, a negative regulatory system, a manufacturing proficiency accumulation system, and the elimination of unbalanced relations between large and small- and medium-sized businesses.

        대학운동선수의 성취목표성향, 승부근성 및 운동몰입의 관계

        The purpose of this study was to investigate the relationship among achievement goal orientations, tenacity and sport commitment targeting top level university athletes. Using a purposive sampling method, and the questionnaire based on previous study, 470 university athletes were selected from 3 universities in Gyeonggi province. The method of the statistical analysis used in this study were t-test, one-way ANOVA, correlation analysis and regression analysis through SPSS(Statistical Package for the Social Science) Version 18.0. As a result of these data analysis, the conclusions of this study were as follows.; First, according to the demographic characteristics, there were significant differences in achievement goal orientations, tenacity and sport commitment And according to the gender, there were significant differences among ego orientation, task orientation of achievement goal, fighting spirit and Self-confidence. According to the grade, there were significant differences among ego orientation, task orientation of achievement goal, fighting spirit, self- confidence, hatred to lose and sport commitment. According to the types of sports, there were significant differences among task orientation of achievement goal, fighting spirit, hatred to lose and sport commitment. According to the career of sports, there were significant differences among fighting spirit, hatred to lose and sport commitment. According to the level of sport performance, there were significant differences among ego orientation, task orientation of achievement goal, fighting spirit and sport commitment.         Clitocybe aurantiaca 균주가 생산하는 주름개선소재 clitocybin A의 대량 발효생산 및 MMP-1 발현저해활성

        본 연구에서는 국내 자생버섯의 일종인 Clitocybe aurantiaca KCTC11143BP 균주가 생산하는 주름개선 화장품 신소재 clitocybin A의 발효생산 최적조건, 추출정제조건, 세포독성 및 자외선 조사에 따른 MMP-1 발현 저해활성을 규명하였다. C. aurantiaca 균주를 5 L 발효조를 이용하여 회분식으로 배양하였을 경우, PD 액체배지보다 YM 액체배지에서 양호하게 생육하는 것을 확인하였다. 300 L 용량의 대형 발효 조에서 modified된 YM 배지를 이용한 유가식 배양으로 14일간 배양한 결과, 12.5 kg/120 L의 총 균체량을 얻었다. 발효 추출물로부터 항노화 소재인 clitocybin A를 추출정제를 한 후 HPLC를 실시하여 배양 4일째부터 clitocybin A가 생산되고 있음을 확인하였다. Clitocybin A 화합물의 세포독성을 확인하기 위하여 MTT assay를 실시한 결과, 100 μg/ml 농도로 처리하였을 경우 134.6 ± 10.4%로 오히려 세포가 증식하여 안전한 소재임을 확인하였다. 반면, 대조군으로 사용한 oleanolic acid는 25 μg/ml 농도에서도 강한 세포독성을 나타냈다. 또한, clitocybin A는 100 μg/ml 처리시 33.1%의 MMP-1 발현 저해활성 보여 주름개선 기능성화장품 소재로 매우 우수한 화합물임을 확인하였다. Clitocybin A is a novel anti-wrinkle cosmetic agent produced by the strain from a Korean native mushroom Clitocybe aurantiaca. In this study, fermentation, extraction, and purification conditions for a large scale production of clitocybin A were optimized, and its cytotoxicity and inhibition activity on the expression of matrix metalloproteinase-1 (MMP-1) were characterized. The mass production of anti-wrinkle agent was achieved according to the 300 L fermentation process with a fedbatch cultivation using the modified yeast-maltose (YM) broth, and a total of 12.5 kg of cell mass was obtained in a 120 L culture broth for 14 days. After extraction and purification, clitocybin A was identified by HPLC. The cytotoxicity of clitocybin A was examined by the MTT assay. When assayed at 100 and 200 μg/ml concentrations, clitocybin A showed no cytotoxicity, demonstrating safety. The inhibition activity of clitocybin A on the expression of MMP-1 was examined against UV irradiation. Oleanolic acid (control group) showed a relatively low MMP-1 inhibiting activity (ca. 16.7%) at 10 μg/ml and showed increased cytotoxicity at higher concentrations. In contrast, clitocybin A showed no cytotoxicity at 100 μg/ml, and exhibited a relatively high MMP-1-inhibiting activity (33.1%). These findings indicate that clitocybin A may be a safe and effective anti-wrinkle agent for use in functional cosmetics.

        A new approach to growth engine policy is needed as the internal and external environment has changed rapidly, our economy and industry have grown more than in the past, and the achievements of the existing growth engine policy have been insufficient. The purpose of this study is to present a long-term vision of the future of the Korean industry, expand the scope of discussion of growth engine policies from policies related to selection and development of growth engines to models of national economic development and global competition analysis, and pursue a direction shift or expansion rather than improvement of existing growth engine policies. The theme of this study is to explore the Korean model of development and propose a shift in the policy of growth engine. (Exploration of the Korean Development Model) Chapter 1 explained the need for the government to play a role by supplementing market failures and expanding industrial infrastructure to enhance growth potential even in the present and future when the nation"s economy has grown to a certain level. Based on the results of analyzing the growth path and characteristics of the Korean economy in Chapter 3 and conducting global competitive analysis in Chapter 4, the future images of Korean industries was suggested in Chapter 4. In comparison to the industrial structure of several advanced countries such as Germany, France and the United Kingdom, the growth of existing companies and the emergence of new companies in materials, parts and equipment (B2B), consumer goods (B2C), and service sectors such as finance are needed. (Change of growth engine policies) The low performance of growth engine policies in the past was due to the narrow range of policies and means. Based on the discussion in Chapter 2, we proposed expanding the policy in a variety of aspects. First, industries or businesses that can generate growth, even if they are not through R&D, should be considered together in the category of growth engine policies. Second, selecting new growth engine items and upgrading existing growth engines are complementary to each other, not substitutes. Third, not only items that are growing at a high level on their own, but also items that are needed to strengthen growth engines are important. Fourth, there is a need to expand the list of candidates for promising items and organize packages and solutions with specific global markets in mind by linking them organically. The policy implications should be shifted from fostering R&D-oriented long-term growth engines to fostering growth engines encompassing the long-term and short-term periods. In terms of promoting growth engine policies, they should include R&D policies, industrial policies and economic policies. In other words, rather than improving the existing policies for growth engines at the level of individual factors, such as the selection of growth engines, the system for promotion and support, the government should increase consistency in every period of growth engine policies such as design, implementation and evaluation, and seek to enhance the overall economy’s performance by linking the policies of growth engines with other policies as well as the success in each area of growth engine.
