Recently, 40% of corporate in Japanese third Sector recorded deficit and this phenomena became a social concern, giving considerable burden to the municipalities’ treasury. Japanese Government is pouring numerous efforts for fundamental reform of the third Sector to solve such problem since mid 2000s. For sustainable reform of the third Sectoretc. the Government has enacted Municipal Treasury Act and is pushing for concentrated reforms for five years commencing from 2009 until 2013. Similar phenomena with the worsening management of the Third Sector in Japan are occurring in Korea that adopted the Japanese style legal system of municipal public corporations, and prompt responding measures are required to Korea. This study researched on the problem and reform measures on the third Sector, which emerged as the social concern in Korea. Based on the status of Japanese third Sector, this study reviews the problem and reform direction in the third Sector, and accordingly suggests the implications thereof on the developmental direction of Korean third Sector.

Evidence indicates that Helicobacter pylori is the causative agent of chronic gastritis and perhaps gastric malignancy. Extracellular vesicles (EVs) play an important role in the evolutional process of malignancy due to their genetic material cargo. We aimed to evaluate the clinical significance and biological mechanism of H. pylori EVs on the pathogenesis of gastric malignancy. We performed 16S rDNA-based metagenomic analysis of gastric juices either from endoscopic or surgical patients. From each sample of gastric juices, the bacteria and EVs were isolated. We evaluated the role of H. pylori EVs on the development of gastric inflammation in vitro and in vivo. IVIS spectrum and confocal microscopy were used to examine the distribution of EVs. The metagenomic analyses of the bacteria and EVs showed that Helicobacter and Streptococcus are the two major bacterial genera, and they were significantly increased in abundance in gastric cancer (GC) patients. H. pylori EVs are spherical and contain CagA and VacA. They can induce the production of tumor necrosis factor-α, interleukin (IL)-6 and IL-1β by macrophages, and IL-8 by gastric epithelial cells. Also, EVs induce the expression of interferon gamma, IL-17 and EV-specific immunoglobulin Gs in vivo in mice. EVs were shown to infiltrate and remain in the mouse stomach for an extended time. H. pylori EVs, which are abundant in the gastric juices of GC patients, can induce inflammation and possibly cancer in the stomach, mainly via the production of inflammatory mediators from gastric epithelial cells after selective uptake by the cells.

통합홍수위험관리 측면에서 지역의 홍수위험도에 따라 지구를 구분하기 위하여, 본 논문에서는 다기준의사결정기법 중 하나인 PROMETHEE(Preference Ranking Organization METHod for Enrichment Evaluation)를 적용하여 상대적 홍수위험도를 평가하였다. 낙동강 수계에 대하여 P-S-R(Pressure-State-Response) 구조로 분류되는 3개의 주요 인자인 압력지표(PF), 현상지표(SF), 대책지표(RF)를 대표하는 총 12개 세부평가항목들을 엄선하여, 시 군 구 단위의 공간해상도로 평가지표 자료를 구축하였다. 또한 엔트로피(Entropy) 가중치 산정방법에 의한 가중치를 사용하여 가중치 적용에 따른 주관적인 판정을 최소화하였다. 제안된 홍수위험지구 선정방안의 활용성 검토를 위해 가중치 적용 유 무에 따른 홍수위험지구 선정결과와 2010년에 고시된 자연재해위험지구 중 침수위험지구 현황을 비교검토하였다. 충분히 검증된 홍수위험도 평가방안을 활용하면 과거 홍수의 원인 및 위험성에 대하여 지역적 홍수재해 방재대책 수립을 위한 소유역별 우선순위 선정이 가능할 것이라 기대된다. This study has performed the flood risk assessment using PROMETHEE(Preference Ranking Organization METHod for Enrichment Evaluation), one of the multi-criteria decision making methods, for identifying area zones with regional flooding risk in terms of the integrated flood risk management. The 12 representative factors for flood risk assessment are carefully selected and constructed for the three main aspects, such as PF(Pressure Factors), SF(State Factors), and RF(Response Factors) under the P-S-R( Pressure-State-Response) classification system at a spatial resolution of city/county/town units for the Nakdong River Watershed, The entropy weight coefficient method is also applied to calculate the weight of flood risk factors in order to reduce subjective judgement on the effect of weight coefficients. To examine the practical application of the proposed method for identification of flood risk areas, the results with/without the weight coefficients are compared with flooding zones of natural disaster risk areas officially announced in 2010. It is expected that the flood risk assessment method ensured by full verification can establish a rehabilitation priorities of catchments for regional protection plans against flooding disasters with respect to causes and characteristics of past floods.

Of local public enterprises in Korea, Japan and aided by the Local Public Enterprises Act is similar to many other sectors. Recently the local public of Korea and Japan, the deficit increases, and efficiency have been falling this girl is looking for a solution. In particular, the recent Japanese local public enterprises and the business number and the staff reduction, settlement size and investment are reduced. In addition, land management status for nine consecutive years the total surplus, but still a lot of transportation projects and hospital projects, including the cumulative deficit and overall difficult economic situation, etc. are facing. In such a situation, the Japanese government elimination of the deficit of local public companies to enhance efficiency and privatization policies being promoted, designated manager system, PFI projects, including local independent administrative institution reform a system were studied. In this paper, and similar types of regional direct corporate status and state of Japanese public companies analyze and to implement reform by examining the reform of local public enterprises in Korea, the directional purpose of this study was to present.

본 연구는 17개 지방자치단체의 정보화 조례를 중심으로 조례 내용을 비교분석하여 정보화 조례의 개정 방향을 제시하고자 한다. 지방자치단체 정보화 조례의 내용은 정보화위원회의 구성·운영, 정보화책임관 제도, 정보화정책의 추진, 정보화의 역기능 방지 등의 구성요소들로 구분하여 파악하였다. 분석결과를 요약하면, 다음과 같다. 첫째, 정보화위원회의 구성・운영에 있어서 전문적인 지식과 기술을 가진 민간인을 활발하게 참여시켜 의사결정의 중심적인 역할을 하도록 해야 한다. 둘째, 지방자치단체 정보화 정책의 종합적 수립과 효과적인 추진을 위하여 정보화책임관과 정보화위원회 위원장의 직급 및 상호관계를 정비하여야 한다. 셋째, 정보화정책을 추진하기 위하여 정보화 담당 행정기구 구성은 업무의 우선 순위 및 관련 업무와의 연계 효율성 향상을 고려하여야 한다. 넷째, 정보화 역기능 방지에 대한 규정은 추상적인 내용에서 벗어나 지방자치단체 여건을 반영한 정보격차해소 시책이 추진될 수 있도록 구체적인 내용으로 수정・보완하거나 시행규칙이 마련되어야 한다. This study analyzed the status with priority given to the information ordinance of 17 regional governments. The study suggested the revision direction of the information ordinance through the comparative analysis on ordinance"s clauses. In other words, the study explored the components of the information ordinance"s clauses such as the composition and operation of the information committee, chief information officer(CIO), enforcement of information policy, and prevention of information dysfunction. This study presented following several results. First, the information committee should compose of members including civilian experts in decision-making processes. Second, local governments have to change the position and relations between the chairman of information committee and chief information officer for the improvement of information policy in local governments. Third, the information services institutions should consider the priority of work and efficiency for the enforcement of information policy. Finally, the information ordinance should be arranged some way of overcoming the digital divide in accordance with conditions of local governments for prevention of information dysfunction.
