본 연구는 태권도가 무예스포츠에서 공연문화로 변천 발전하는 과정에 대한 연구로 이를 위해 태동기의 노무현, 요람기의 이명박, 성장기의 박근혜, 발전기의 문재인 정부의 태권도 공연문화 변천사에 대한 연구이다. 이를 위해 태권도 공연문화의 시대적 주기와 노무현·이명박·박근혜·문재인정부의 태권도 진흥정책을 고찰하였으며 태권도의 새로운 패러다임인 공연문화에 미친 영향력을 파악하였다. 첫째, 태동기는 공연문화 발전을 위한 ‘태권도 진흥재단’ 창립과 ‘태권도 진흥 및 태권도 공원 조성 등에 관한 법률’제정과 국기원 시범단 역량강화를 통해 태동의 발길질이 시작 되었다. 둘째, 요람기는 ‘태권도 진흥 및 태권도공원 조성 등에 관한 법률’시행과 예술로서의 조건을 갖춘 공연예술 형태의 공연을 선보였다. 셋째, 성장기는 태권도원의 개원과 태권도를 대한민국 대표 한류 브랜드로 육성하여 공연 콘텐츠 개발을 위한 정책을 실현하였다. 넷째, 발전기는 태권도를 문화콘텐츠로 만들기 위한 추진방안을 진행하며 태권도가 공연문화로 한층 더 발전하는 계기가 되고 있다. 이상의 결과에서 시대적 주기를 통해 발전하고 있는 태권도 공연문화는 앞으로 태권도 진흥정책을 통해 효과적으로 발전시킬 수 있을 것이며 세계로 나아가는 세계문화브랜드로 성장할 수 있을 것이다. This study is concerned with the process in which Taekwondo changes and develops as a performance culture in martial arts sports, and for this purpose, this study investigates the history of changes of Taekwondo performance culture during the Roh Moo-hyun Administration in the beginning period, the Lee Myung-bak Administration in the cradle period, the Park Geun-hye Administration in the growth period, and the Moon Jae-in Administration in the development period. For this purpose, this study investigated the periodical cycles of Taekwondo performance culture and the Taekwondo Promotion Policy of the Roh Moo-hyun, Lee Myung-bak, Park Geun-hye, and Moon Jae-in Administrations and figured out the influence on the performance culture, Taekwondo’s new paradigm. First, during the beginning period, the kicks of fetal movement began through the foundation of ‘Taekwondo Promotion Foundation,’ the enactment of the ‘Act on the Promotion of Taekwondo and Creation of Taekwondo Park’ and the capability enforcement of Kukkiwon Demo Team for the development of its performance culture. Second, during the cradle period, the ‘Act on the Promotion of Taekwondo and Creation of Taekwondo Park’ was executed, and performances in the form of performing arts were shown, which was qualified as an art. Third, during the growth period, policies for developing performance contents were implemented by opening Taekwondowon and promoting Taekwondo as a representative Hallyu (Korean wave) brand in Korea. Fourth, during the development period, a promotion plan to make Taekwondo as a cultural content was implemented, which becomes the opportunity by which Taekwondo can further develop into a performance culture. As in the above results, it will be possible to effectively develop the Taekwondo performance culture developing through the periodical cycle through the Taekwondo Promotion Policy in the future, and it will be able to grow up as a world culture brand going to the world.
