건강한 도시환경 거버넌스 구축을 위한 영향요인에 관한 연구

Since 2000, interests in the Healthy Cities Environment projects has been growing fast in Korea. However, only a few studies focus on practitioners’ capacity for participation in and cooperation with various sectors in Healthy Cities Environment initiatives. Therefore, this research attempts to analyze affecting factors to form partnerships among Healthy Cities’ public officers, local residents and health-related communities in Jinju and Changwon City. First, to meet the research objectives, formation levels of Healthy Cities governance in Jinju and Changwon City was analyzed, then influential factors to form them in relation to geographical characteristics of local population was studied. The factors attributing to formation of Healthy City governance was categorized as personal, institutional and environmental. In addition, the participatory levels of Healthy Cities Environment governance was categorized as participation, cooperation, joint-decision which build the framework of Healthy City Environment governance. In conclusion, inevitable foundation to build collaborative governance is impartial relationship among network actors. The actors, thus, should strongly recognize their roles and capacity for collaborative participation. Local residents should build interests in local issues, will for participation, and capacity for local autonomy as well. Local NGOs should have legitimacy, morality, expertise and transparency. Accordingly, the actors need to become socially responsible in governance building, suggest rational policy options and share obligations. In particular, local governments should share related resources, power and information with other actors. It is imperative that they develop flexible and cooperative leadership which enables them to support situation-specific governance.
생활SOC와 도시재생사업이 주택거래와 가격에 미치는 영향 분석 - 경기도 단독 ․ 다가구주택의 사례를 중심으로 -

This study aims to analyse the effect of living SOC installation and urban regeneration projects on housing transactions and prices of single and multi-detached houses using various prediction models which consider spatial dependence and non-linearity of a hedonic function. This study employs the dataset of housing transactions and prices of Gyonggi in 2017 and 4 different prediction models such as Ordinary Least Square, Spatial Lag Model, Spatial Error Model, Geographically Generalized additive model. After empirical analysis, we come to the following conclusions. The more elementary schools and public libraries, the greater the volume of single and multi-detached houses transactions, where urban regeneration activation zones are designated. In addition, the more an area belongs to an urban area, the larger the population, the larger the number of relocated populations, and the more living SOCs such as early childhood education institutions, national and public daycare centers, and pharmacies, the higher the housing prices. In conclusion, we can confirm that the main living SOC installation and urban regeneration projects have a positive effect on the improvement of the asset value of residents by revitalizing housing transactions and raising prices. As a result of the comparison of the analysis models, we expect other research related housing transactions and prices prediction will be considered both spatial dependence and non-linearity of a hedonic function to improve the performance of prediction.
AHP기법을 이용한 건강결정요소 및 건강도시사업 가중치분석

Recently, some Korean cities have joined the Alliance for Healthy Cities (AFHC) in the West Pacific Region. In these cities, diverse criteria based on private/public health indicators have been studied to improve physical environment in terms of Healthy Cities. And Healthy Cities Projects provide much more contributions to public policies and individual efforts to improve ‘quality of life’. ‘Healthy Cities’approach, which has seen underpinned by democratic and participative processes, need to be regarded as a model for good local governance. It emphasizes community participation in decision-making, policy implementation and evaluation processes. For this study, the Analytical Hierarchy Process (AHP) method was applied to the survey of officers’opinions for the evaluation items and important factors. We identified that the main focus of governance based on private-public partnership should be based on diverse participating efforts of experts and agencies for promoting ‘Healthy City Project’. In addition, we found that organization of stable and permanent governance network would be the most critical factor. Also, legal and institutional supports as well as visions and passions of participants, vulnerable groups should be included in critical factors for efficient governance. Consequently this study may contribute to suggesting some criteria to be applied to Korean ‘Healthy Cities’for the future.
