In this study there was the analysis of government incentives and resident support of public crematoriums, typically identified in Korea as a locally unwanted land use (LULUs), in the metropolitan area. The study looked at what government programs would be potential incentives for allowing the crematoriums to exist in metropolitan communities. Such programs were diverse, with projects focused on: enhancing resident welfare, increasing resident income, funeral facilities and management consignment, community oriented programs, education, funding, and others. Among them, it was found that residents were most in support of programs for enhancing resident welfare and increasing income among residents. In order to resolve the complexities of community support for LULUs and government incentives to shift public perception of cremation, three main policies are proposed. First, it would be necessary to compliment additional project support policies which provide medical services, resident prefered projects, and improvement of substandard housing. Second, it would be important to establish ordinances concretely identifying residential support projects based on community needs assessment. Lastly, it would be of the government’s best interest to build policies for resident supported projects that reflect local conditions and the residents' demands for allowing non-preferred facilities to be built, and then to analyze the economic feasibility of these demands.
온라인 예약서비스를 통한 e하늘장사정보시스템의 화장 이용 유형에 대한 분석 : 서울특별시 공설화장시설을 중심으로

As the cremation usage in ehaneul funeral information system through online reservation service is showed to increase 50.7% that with use the case of from the 37,784corpse in 2011 to 56,945 corpse in 2017. With these increasing, Seoul Metropolitan City should implement the following policies in order to improve the operation of public cremation facilities. First, additional cremators should be built through smooth negotiations with local residents who live around the planned locations. Second, Seoul Metropolitan City should implement cooperative projects of building joint public cremation facilities with local governments of Gyeonggi-do that are adjacent to Seoul Metropolitan City. Third, decentralize demand of cremation through the establishment of cremation facilities exclusively for open tomb in Seoul Municipal Cemetery. Lastly, should take measures to control cremation demand by expanding differentiated operation of public cremation facilities' use hours for people who live in other regions except residents of Seoul Metropolitan City and by increasing cremation charges. 온라인 예약서비스를 통한 e하늘장사정보시스템의 2011년도 이용건수는 37,784구이었으나, 2017년도는 56,945 구로 50.7%가 증가한 것으로 나타났다. 이러한 이용 증가로 관련한 서울특별시의 공설화장시설 운영개선이 다음과 같은 정책들이 시행되어야 할 것이다. 첫째, 현재 공설화장시설의 입지 지역주민과의 원만한 협상을 통한 화장로 추가 설치, 둘째, 서울특별시와 인접한 경기도 관내 지방자치단체와 공동으로 공설화장시설 건립을 위한 협력사업추진, 셋째, 서울시립묘지 내 개장 전용 화장시설의 설치를 통한 화장수요의 분산, 끝으로 서울특별시 관내 주민을 제외한 기타 지역주민에 대한 공설화장시설 이용시간대 차별 운영 확대 및 화장요금 인상 등을 통한 화장수요를 억제하는 방안에 대한 시행이 이루어져야 한다.

The analysis and comparison on the usage of public cremation facilities located in Seoul through online reservation service of ehaneul funeral information system by area from Jan. 1, 2011 to Dec. 31, 2017 showed that among 314,877 in the number of bodies using the facilities, 225,828 (or 71.7%) belonged to Seoul citizens and 89,049 (or 28.3%) belonged to people living in other area than Seoul, such as Goyang city, Gyeonggi-do and other local governments. Therefore, there appeared that the Seoul citizens could not get the timely cremation service but instead extended the funeral service to 4 to 5 days or had to go to the remote area for cremation. This trend gets severe every year. To solve these problems, it is recommended that Seoul city government makes effort of constructing or expanding the public cremation facilities in cooperation with other local government of the area whose residents show high rate of using Seoul public cremation facilities and that Seoul city government expands or builds its own public cremation facilities in mid- and long-term. In addition, the local government of other area around Seoul needs to expand their use rate of their own (4) public cremation facilities or raise the creation fee for the residents from other areas, thus trying to dispersing and controlling the demand for the cremation. 2011년 1월 1일부터 2017년 12월 31일까지의 기간 중 e하늘장사정보시스템 온라인 예약서비스를 통한 서울특별시 공설화장시설의 지역별 이용 현황에 대한 비교 분석결과, 총 이용건수 314,877구 중 서울시민이 225,828구로71.7%, 경기도 고양시 등 기타지방자치단체 주민이 89,049구인 28.3%로 높게 나타났다. 이로 인해 많은 서울시민들이상(喪)을 당한 어려움 속에 화장예약을 하지 못해 4~5일장의 장례식을 치르거나 타지방자치단체로 원정화장을 가는 등의 문제점이 매년 증가 추세를 나타내고 있다. 위와 같은 문제점을 해소하기 위한 정책 추진의 일환으로 서울특별시 공설화장시설의 이용률이 높은 타지방자치단체와의 공설화장시설의 확충이나 신설을 위한 공동이용방안 추진, 중장기적으로 서울특별시 자체의 공설화장시설의 확충 추진 등을 통한 공설화장시설의 공급 확대가 이루어져야 한다. 또한, 수도권 소재 타지방자치단체 공설화장시설(4개소)의화장로 가동횟수 확대, 타지방자치단체 주민에 대한 화장요금 인상 등을 통한 화장수요의 분산 및 억제 정책이 시행되어야 할 것이다.

This study conducts an analysis of a problem on internet reservation of e-haneul funeral total information system by disqualified fee imposition standard in public cremation facilities through research and investigation focusing on the operational realities and an ordinance related to public cremation facilities made by each local government across the country, and then is to suggest a policy proposal to improve the drawn problem. As a result of the analysis, as a way to improve the drawn problems, this study suggests a policy proposal that prevents an illegal camouflaged move-in to reduce fee by restricting residence period in requirement of local residents inside the jurisdiction who can use public cremation facilities, raises fee of public cremation facilities of local residents inside the jurisdiction into the optimum level that is set cheaper than production cost, and unifies age norm of an object to apply adult fee in the central government about a difference of age norm of an object to apply fee of adult with the highest availability of public cremation facilities between local governments, resolving a fee difference through fee cutting of local residents outside the jurisdiction priced higher than production cost. 본 연구는 전국의 각 지방자치단체에서 제정한 공설화장시설 관련 조례 및 운영실태를 중심으로 한 연구조사를 통해 공설화장시설 사용료 부과기준의 부적정으로 인하여 e-하늘 장사종합정보시스템 인터넷 예약에 미치는 문제점에 대한 분석을 실시하고서, 도출된 문제점을 개선해 나가기 위한 정책적 제언을 제시하고자 하였다. 분석결과 본 연구에서 도출된 문제점들의 개선방안으로 공설화장시설 이용대상 관내지역주민의 요건에 일정기간 거주기간에 대한 제한을 두어 사용료 감면을 받기 위한 불법적인 위장전입을 방지하고, 원가대비 저렴하게 책정되어 있는 관내지역주민에 대한 공설화장시설의 사용료를 적정 수준으로 인상하며, 원가대비 높게 책정되어 있는 관외지역주민에 대한 사용료 인하를 통해 사용료 격차를 해소해 나가면서, 공설화장시설의 이용률이 가장 높은 대인에 대한 사용료 적용대상 연령 기준이 지방자치단체별로 상이한 점에 대하여 중앙정부차원에서의 대인 사용료 적용대상 연령기준을 일원화하여 통일성을 기해야 한다는 정책적 제언을 제시하였다.

As of 2016, the cremation rates in the capital area are 91.2% in Incheon Metropolitan City, 87.5% in Seoul Special City, and 87.1% in Gyeonggi-do Province, of which Incheon has the highest rate, and cremation of general corpses through the online cremation reservation service of the funeral information system is continuously increasing every year. And as of 2017, the ratio of the cremation for those outside the jurisdiction (residents of other regions) among the users of public cremation establishment in Incheon, is about 32%. As the supply capacity is expected to reach the limit within several years due to the increase in demand for such a cremation facility, I would like to suggest a policy as follows. The expansion of cremation supply capacity by increasing the number of operations in the cremation furnace; The attractions of operating funds through contracts for joint use of the cremation facility with other local governments and investment funds for the expansion of cremation facilities; The plan for controlling the demand in cremation such as an increase in cremation charge for those outside the jurisdiction(residents of other regions), should be considered.

In the study, we show the annual average increasing rate of death bodies in the capital area was 2.1% while the annual average increasing rate of cremated bodies was 4.5%. As the annual average increasing rate of cremated bodies was about 2.1 times higher than the annual average increasing rate of death bodies, the increase rate of cremated bodies contrast to the increase rate of death bodies was relatively high. Also, the cremation rate of the capital area was increased by 9.5% from 80.3% in 2011 to 89.8% in 2017 while the increase rate of cremated bodies was 27.2%(N=21,694 people) from 79,866 people in 2011 to 101,560 people in 2017. Thus, the increase rate of cremated bodies contrast to the increase of cremation rate of the capital area was relatively very high. On the basis of 2017, the utilization rate of public cremation facilities in by capital area was 94.5% in Incheon Metropolitan City, 91.1% in Seoul Metropolitan City, and 20.9% in Gyeonggi-do, which showed huge differences in the utilization rate of public cremation facilities in the jurisdiction area of by capital area. Focusing on the actual state shown in the results of this study above, it would be necessary for Seoul Metropolitan City to carry forward a supply & demand policy of cremation facilities through the extension of cremation furnaces, for Gyeonggi-do to carry forward a policy to build the public cremation facilities focusing on the basic local government in the jurisdiction area, and for Incheon Metropolitan City to enforce the measures for the joint use of cremation facilities with the basic local government in the adjacent Gyeonggi-do jurisdiction area in order to improve the efficiency of the operation of cremation facilities.

As of 2016, Incheon Metropolitan City's cremation ratio was 91.2%, which is the second highest among all metropolitan municipalities nationwide (Busan Metropolitan City: 92.0%). In addition, the number of cremation at the outside of the jurisdiction has been steadily increasing since 2014. It is analyzed that the number of cremation at the inside of the jurisdiction is 16,004, which is 67.3% of total number of cremation, and the number of cremation at the outside of the jurisdiction is 7,779, which is 32.7%. We would like to suggest the following policy suggestions to solve the problems caused by the increase in cremation demand. First, the number of operations of cremation in public facilities located in Gyeonggi-do adjacent to Incheon Metropolitan City is needed to be increased. Second, the extension of the time limit for the use of cremation facilities of the dead people at the outside of the jurisdiction is needed. Third, the charge for cremation at the outside of the jurisdiction has to be increased. Fourth, improvement measures such as relaxation of residency requirements for deaths at the inside of the jurisdiction, who used the public facilities in Incheon Metropolitan City, should be undertaken.

We presented the research analysis results and policy recommendations for this study as follows. First, we findings it was analyzed that the cremation number in public cremation facilities increased at a high ratio of 7.5% per year on average. Therefore, policies to expand the supply of public cremation facilities in preparation for the continuous increase in cremation demand must be implemented as soon as possible. Second, in this study we users of public enshrinement facilities accounted for 21.0% of total cremation number, and it was analyzed that the ratio increased at an annual average of 9.0%. Therefore, as the supply reaches its limit within 1 year in Suwon City and within 2 years in Seongnam City, policies to expand the supply of public enshrinement facilities in Suwon City and Seongnam City must be implemented urgently. Third, it was analyzed through we research users of public natural burial sites accounted for a very low percentage of 1.6% of total cremation number. Therefore, policies such as creating a pleasant environment for public natural burial sites, improving facilities, and public relations activities to promote the use of public natural burial sites at the government-wide should be preceded.
